AMENDING ORDINANCE NO. 3528 OF SAID CITY, SAID
ORDINANCE BEING THE COMPREHENSIVE PLAN, SAID
AMENDMENT BEING THE SECOND ANNUAL
AMENDMENT; AMENDI~,FG THE FUTURE LAND USE MAP
OF THE FUTURE LAND USE PLAN ELEMENT;
TRANSPORTATION ELEMENT; HOUSING ELEMENT,
INFRASTRUCTURE ELEMENT; CONSERVATION
ELEMENT; RECREATION AND OPEN SPACE ELEMENT;
INTERGOVERNMENTAL COORDINATION ELEMENT;
CAPITAL IMPROVEMENTS ELEMENT AND
CONCURRENCY MANAGEMENT ELEMENT; ADDING
PROPERTY ANNEXED INTO THE CITY TO THE FUTURE
LAND USE MAP OF THE FUTURE LAND USE ELEMENT
OF THE COMPREHENSIVE PLAN; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS, ~he City of Sanford's Planning and Zoning Commission, as the City's local
planning agency, held a public hearing on August 3, 2000, to consider amending the Future Land Use
Map of the Future Land Use Plan Element of the Comprehensive Plan; Transportation Element;
Housing Element; Infrastructure Element; Conservation Element; Recreation and Open Space
Element; Intergovernmental Co ordination Element; Capital Improvements Element; and Concurrency
Management Element of the City of Sanford Comprehensive Plan;
WHEREAS, the City Commission, as the City's governing body, held a public hearing on
August 28, 2000, to consider the same amendments to the Comprehensive Plan, S anford, Florida; and
WHEREAS, the City of Sanford has complied with requirements and procedures for its
second annual amendment to its adopted comprehensive plan, as set forth in Florida Statutes.
NOW THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That portion of the Future Land Use Plan Element referenced as the Future
Land Use Map be mended by including certain lands incorporated into the City of Sanford, Florida,
and by changing the designatinn ofcertain other lands. AcopyofadditionstotheFutureLandUse
Map and the changes to the Future Land Use Map and respective land use classifications for such
lands is attached hereto as Exhibit "A" and by this reference incorporated herein and hereby adopted
pursuant to Florida Statutes.
SECTION 2: That portion of the City of San ford Comprehensive Plan attached hereto as
Exhibit "B" and included herein, Section 1, Revisions to the Goals, Objectives and Policies: (A)
Future Land Use Element; (B) Housing Element; (C) Infrastructure Element; (D) Conservation
Element; 0i) Kecreation and Open Space Element; (F) Intergovernmental CoordinationElement; (G)
Capital Improvements Element; (H) Transportation Element; Section 2, Appendices and Tables: (A)
Appendix 3-A: Affordable Housing Analysis; (B) Table VIII-1: Schedule of Capital Improvements
Projects; are amended as reflected in Exhibit "B" which is incorporated herein by reference and is
hereby adopted pursuant to Florida Statutes.
SECTION 3: SEVERABILITY. If any section or portion of a section of this Ordinance
proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or
effect of any other action or part of this Ordinance.
SECTION4: CONFLICTS. Thatall Ordinancesorparts ofOrdinancesin conflict herewith
be and the same are hereby revoked.
SECTION 5: EFFECTIVE DATE. This Ordinance shall become effective immediately
when the state land planning agency issues a final order determining the adopted amendment to be
in compliance in accordance with § 163.3184(9), or when the Administration Commission issues a
