12-09-19 WS MinutesCITY COMMISSION MINUTES DECEMBER 99 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 9, 2019, at 5:00 PM, in the Railroad Depot Room, 2"a Floor, City Hall 300 North Park Avenue Sanford Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 5:05 PM. 1. Presentation: Public Works Department Bilal Iftikhar, Public Works and Utilities Director, introduced staff who presented a power point presentation of completed and upcoming projects in all divisions of the Public Works Department. Commissioner Austin asked about resolving the flooding issues in the Hidden Lakes area. Jeff Davis, Project Manager said the Florida Department of Transportation has delayed the project and the City is not receiving assistance from Seminole County at this time. 2. Insurance proceeds from the Little Red School House, by Norton N. Bonaparte, Jr., City Manager. Mr. Bonaparte said the total amount collected from the insurance proceeds from the Little Red School House was $339,802.29; $50,000 went to the Cottage Homes and CITY COMMISSION MINUTES DECEMBER 99 2019 WORK SESSION $43,211 went to Hopper Academy leaving a balance of $246,591.29. After a brief discussion, the consensus to spend the remaining funds is as follows: • Capital Improvements to City owned buildings in the Historic District. For example the Welcome Center and/or the Betty Smith Building. • Brochures for residential and commercial residents with detailed information on how to obtain permits and Schedule S within the Historic District. • Golf Course renovations. 3. Regular Meeting Items — Additional Information A. Art on Loan Agreement with Seminole State College by Sabreena Colbert, Planner. [Commission Memo 19-261.N] (RM 6.N) Ms. Colbert said this agreement has to be signed by the City because the art was donated to the City, therefore it belongs to the City. After a brief discussion, the Commission would like the City to develop a coding system for donated art for the future. This is an action item on tonight's agenda. B. Resolution No. 2834, amending the Classification and Pay Plan, Administrative Services Manager, PD by Fred Fosson [Commission Memo 19-270] (RM8.A) Mr. Bonaparte said this item is for an additional temporary employee to work with Jim Krzenski in the Police Department before he retires. This is an action item on tonight's agenda. CITY COMMISSION MINUTES DECEMBER 9, 2019 WORK SESSION C. Resolution No. 2835, amending the Classification and Pay Plan, LIHEAP Program Coordinator by Fred Fosson. [Commission Memo 19-271] (RM 19 Mr. Bonaparte said this is to re -class a position in the LIHEAP Department. This is an action item on tonight's agenda. In addition, Mr. Bonaparte said Consent item 6.13 has been has been pulled from the Agenda for additional information. Items 7.A-1 through 7.A-2 have be requested by the applicant to continue to the February 24, 2020 City Commission meeting. 4. Briefing Items A. City Clerk and City Manager's Annual Evaluations Mr. Bonaparte recommends the Commission make a motion at tonight's meeting granting a raise to the City Clerk, retroactive to October 1, 2019. The City Manager's evaluation is continued to the January 13, 2020 City Commission meeting. 5. City Manager Comments Staff is meeting this Wednesday to determine the contractor for the Goldsboro Project. Mr. Bonaparte said that a property owner at 3420 Celery Avenue is requesting emergency water services. This will be brought forward at tonight's meeting. Neel - Schaffer Engineering will be working on a parking study for downtown. He provided an update on the list of the Commissions prioritized projects for FY 2020; • Goldsboro Rezoning — In connection with the Goldsboro Neighborhood Project. 9 Riverbend Community — Seminole County is handling. CITY COMMISSION MINUTES DECEMBER 99 2019 WORK SESSION • Elimination of Work Sessions — City staff has been working on reducing the length of the meeting. • Development of Mellonville Avenue Site — Sod and fencing have been installed. Commissioner Mahany said the Cat Show was wonderful. She received a lot of positive feedback from visitors regarding all of the events downtown that Sanford offers. Vice Mayor Woodruff asked Mr. Fosson to explain the budget amount regarding the Health Insurance. Mr. Fosson said that amount should cover almost 100% of the claims. Mayor Triplett briefly sddressed the Assignment of Litigation Rights that were signed in November, between the City and the Sanford Airport Authority. The Gator Dock Site has ground contamination and been in the process of cleaning the site for the past two to three years. Mr. George, Deputy City Manager said they are asking the Commission move to approve the Mayor to authorize and sign the restricted covenar .
