01-13-2020 WS MinutesCITY COMMISSION MINUTES JANUARY 139 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, January 13, 2020, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 5:03 PM. 1. Discussion re: Mayfair Golf Course, Tom George Mr. George discussed a conceptual plan that staff is considering for the Mayfair Golf Course. He said the City would implement a non-profit organization with a small board comprised of one City Commissioner, City staff etc. The organization would then contract with a manager to run the golf course and the City would have direct knowledge of the day-to-day operations and how the City's money is being spent. Mr. George said that he will provide a few sample agreements as well as any additional information at a future meeting. 2. Presentation re: Central Florida Commission on Homelessness, Martha Are of the Homeless Services Network. CITY COMMISSION MINUTES JANUARY 139 2020 WORK SESSION Ms. Are informed the Commission that the community resource network has aligned the various organizations together to allow for a more streamlined and effective process while leveraging the strengths of all the organizations. She provided a power point presentation that displayed the changes and their plans to move forward 3. Regular Meeting Items — Additional Information A. Amend the budget and award contract and procurement to Canin & Associates for the Goldsboro Neighborhood future land use and zoning project. [Commission Memo 20-012] (RM 8.1)) Senior Planner Jordan Smith said this is an action item on tonight's agenda. B. The sale of 305 Park Avenue [Commission Memo 20-013] (RM8.E) Mr. George said this is the third or fourth agreement the City has received for 305 Park Avenue. The last buyer backed out of the agreement. This offer is $10,000 more than the previous agreement. This is an action item on tonight's agenda. 4. Briefing Items A. February 10, 2020 City Commission Meetings Mr. Bonaparte said the Mayor and Commissioner Wiggins will be going to Tallahassee with the Mayor's Youth Council and the Young Men of Excellence and asked if the Commission would like to cancel the February 10, 2020 City Commission meeting? The consensus was to wait until the meeting gets closer. B. City Manager's Evaluation Mayor Triplett said based on the evaluation forms completed by the CITY COMMISSION MINUTES JANUARY 139 2020 WORK SESSION Commission Mr. Bonaparte had a good review and comments and will recommend he receive a 3% increase retroactive to October 1, 2019 at tonight's meeting. Mr. Bonaparte thanked the Commission and said he is looking forward to meeting with each of them regarding their comments and he is happy to serve as the City Manager for the City of Sanford. 5. City Manager Comments Mr. Bonaparte recognized Acting Police Chief Herx and asked to send condolences to Chief Smith and his family for the loss of their daughter. He noted that a City employee lost their spouse and that City staff are having some fundraising events for the family. There is a silent auction set up in the breakroom and a spaghetti lunch sponsored from the Clerk's Office. Commissioner Mahany will be donating a rum cake for a raffle. Ms. Houchin, City Clerk said Item 6.13 on the consent agenda should read $54,961.12 and on Item 7.13 the applicant is requesting the item be continued. Commissioner Austin asked if they should be notified of CAPP meetings in their districts? Mr. Colbert, City Attorney said they can attend the meetings but they are not to participate. Vice Mayor Woodruff asked if the City had contact information for the YMCA to see if they would like to utilize the old Schoolboard Property? Mr. Bonaparte said they do have the contact information. Mayor Triplett said he was just notified the church just backed out of the purchase of the building on Park Avenue.
