3325 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, REVISING AND AMENDING THE LAND DEVELOPMENT REGULATIONS OF SAID CITY: AMENDING SCHEDULE P (POTABLE WATER~ SANITARY SEWER, RECLAIMED WATER, PIPE, TRENCHING, AND BORING) TO THE CITY OF SANFORD LAND DEVELOPMENT REGULATIONS, PROVIDING FOR A NEW TITLE {UTILITIES STANDARDS AND SPECIFICATIONS), PROVIDING FOR A UTILITIES STANDARDS AND SPECIFICATIONS MANUAL; PROVIDING FOR SEVERABILITY, INCLUSION, AND AN EFFECTIVE DATE. WHEREAS, the Land Development Requlatlons for Ibe CIty of Sanford became effective on July 27, '1992, and WHEREAS, the Land Development Regulallons contains Schedule P entitled "Potable Water~ Sanitary Sewer, Reclahned Water, Pipe, Trenching, and Boring", and WNEREAS, cbangh~g the title or Schedule P to Utilities Staudards alld Speclflcatio~ls would be more descriptive of I~ contents, and WHEREAS, Schedule P provides general Standards for the.design of uffiitles, and WHEREAS, Schedule P contains a mh~hnum of specifications for the construction of utilities, and WHEREAS, a separate ~jlilies Sbndards and Specifications Manual, herein referred as "Utilities Manual", Would provide more detailed standards and specl~catlons for the design and construction qf. Section 3~ Ordinance No. 3117, said Ordinance being the Land Development Regulations of (he City, Schedule P, Sections 4.0 through 8.0 - are deleted In their enlhety and replaced as follows: '1- Ordinance No.. ,' SECTION 1.0 GENERAL Detailed standards and specifications for the design and construction of potable water, wastewater, and reclaimed water facilities that are to be constructed within, dedicated to, owned by, maintained by, or operated by the City shall be contained within the Utilities Standard~ and Specifications Manual, herein referred to as the "Utilities Manual". The Utilities Manual shall be adopted and revised from time to time by a separate City Resolution so as to provide the appropriate flexibility In its application in order for the City to be responsive to site specific considerations, changes in technology, and emerging concepts. Section 4: SEVERABILITY, If any section, sentence, phrase, word or portion of this Ordinance is determined to be invalid, unlawful, or unconstitutional, said determination shall not be held to invalidate or impair the validity, force, or effect of any other section, sentence, phrase, word, or port!on of this Ordinance not otherwise determined to be invalid, unlawful, or unconstitutional. Section 5; INCLUSION. The provisions of this Ordinance shall be included and incorporated within the Land Development Regulations of the City of Sanford, Florida, and the Land Development Regulations shall be revised to accommodate Such inclusion.
