02-03-2020 SM MinutesCITY COMMISSION MINUTES FEBRUARY 3, 2020 SPECIAL MEETING The City Commission of the City of Sanford, Florida, met in a Special Meeting on Monday, February 3, 2020, at 4:30 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany Deputy City Manager Tom George City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: City Manager Norton N. Bonaparte, Jr. Mayor Triplett called the meeting to order at 4:37 PM. 1. Lois Mae Paulucci Trust/City of Sanford, Contract for Sale of Real Estate. [Commission Memo 20-025] Mr. George said staff recommends approval of the Vacant Land Contract, prepared by Lonnie Groot, Assistant City Attorney, for the purchase two vacant parcels located at the northeast corner of 1" Street and Pine Avenue. He said the proposed price is $375,000, the current list price is $425,000 and the Seminole County Property Appraiser has assessed the property at $480,948. Cindy Lindsay, Finance Director, said the funds would come from the reserves. He said the agreement provides for 1% deposit of $3,750 by this Friday if Commission approves the agreement and 4% deposit of $15,000 three days after the inspection period ends. This deposit will be applied to the final sale price at CITY COMMISSION MINUTES FEBRUARY 3, 2020 SPECIAL MEETING the time of closing. He said the agreement provides for approximately 60 days of inspection with a date of March 26, 2020, in which during this time the City will do a Boundary Survey and a Phase I Environmental Study. The closing is currently scheduled for May 1, 2020. After a brief discussion, Chris Smith, Project Manager, said if the City goes with paved parking it will provide 82 spaces and would cost approximately $100,000 to $125,000. If the City goes with grass parking it will provide 85 spaces and would cost approximately $80,000 to $100,000. Mr. Smith said the reason for the increased costs are due to the City obtaining a St. John's River Water Management permit, the removal of some large trees by a contractor, the need for a stormwater pond and Engineering Services. Vice Mayor Woodruff said he would like to see the City save some of the trees. Mr. Smith said a paved parking lot will damage the trees and also the roots of the trees will damage the paving. Mr. George said the project may eligible for stormwater credits. He said the City is exploring two acres to the South of these lots with an asking price of $600,000. Tammy Agnini, Historic Preservation Chairman, said the owner of the property directly to the east, with the small house on it has approached her and would like to sell, but their price is not rooted in reality. However, it is possible if the owners are willing to come down on price. The current asking price is a little more than $300,000 for a third of an acre. Mayor Triplett said it would be good to get the other piece of property. CITY COMMISSION MINUTES FEBRUARY 3, 2020 SPECIAL MEETING Vice Mayor Woodruff said the City needs to make this part of a plan and maintain the parking area, so it is not utilized by Serenity Towers or employees. Mr. George agreed this will be a maintained parking lot. He said maybe there should be a gate where the public can use an app to see if there are spaces available. Commissioner Mahany asked if the City would want to charge a minimal fee for this type of parking and Mr. George said the City may have to start charging. Commissioner Mahany asked how grass parking holds up over time? Mr. Smith said that it depends on how it is engineered. He said this area is very dry and in a non -flood zone. Mayor Triplett said he wants to ensure if this item is approved City staff will have get with the parking study group so they have first-hand knowledge of what is going on. Mr. George has already been in touch with the group. He thanked the Commission for this Special Meeting because this project moved very fast. Vice Mayor Woodruff moved to approve the Vacant Land Contract to purchase two vacant parcels located at the northeast corner of 1" Street and Pine Avenue in an amount of $375,000. Seconded by Commissioner Austin and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Woodruff Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye CITY COMMISSION MINUTES FEBRUARY 3, 2020 SPECIAL MEETING Vice Mayor Woodruff said if the Commission does not approve the Resolution presented from the Florida Highway Patrol designating I` Street from French Avenue to Mellonville Avenue as `Leroy Bender Memorial Highway', this item will have to go back to the Legislature and get a new bill passed. He said this will not change the name of the road. It is just for a sign to be placed in his memory. After a brief discussion the Commission agreed to move forward and Vice Mayor Woodruff will prepare an agenda memo to present at the February 24, 2020 Commission meeting..
