01-27-2020 WS MinutesCITY COMMISSION MINUTES �m 5 JANUARY 279 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, January 27, 2020, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: Commissioner Patty Mahany City Attorney William L. Colbert Mayor Triplett called the meeting to order at 4:05 PM. Presentation by Cliff Long, Chief Executive Officer of Orlando Regional Realtor Association. Mr. Bonaparte introduced Mr. Long who presented a power point presentation on the State of Real Estate in Sanford, Florida. He said that in 2019 there was a creation of 300 high value jobs and an increased need for more grocery stores. The median price for homes is 167% higher in 2019 than it was in 2010. He said that it is a seller's market and people should expect to see a 3% increase in the housing market. Sanford has become a millennial community and the City should look to embrace that. He discussed Sanford's annual incomes, education and commuter information. With all that Sanford has to offer, the development is advantageous. Lastly, he introduced several of his staff members. CITY COMMISSION MINUTES JANUARY 279 2020 WORK SESSION 2. Presentation re: San Leon Project, Sonia Fonseca, Economic Development Project Manager. Ms. Fonseca handed out and a presented a power point presentation on San Leon — Sanford Tax Rebate Project located at 201 S. Sanford Avenue. She said that this project would be a three story, mixed-use project with 2,200 square feet of retail/restaurant space with ten multi -family dwellings. This is the first project that meets all the criteria for the Tax Rebate Program. She reviewed the Ordinance and if the Commission agrees, she will move forward and bring it back to the Commission for approval in February. After a brief discussion, the Commission wanted to review two (2) different options: 100% rebate on taxes for the first five years with 50% rebate on the last five years and 50% rebate for ten years. Ms. Fonseca said that she will prepare a Commission Memo and present it at the February 24, 2020 City Commission meeting. 3. Discussion re: Highway Designation for Fallen Trooper Mr. Bonaparte said that the Florida Highway Patrol (FHP) contacted him regarding Highway Designation for a Fallen Trooper on a portion of 1st Street. Vice Mayor Woodruff handed out a proposed Resolution from Seminole County and said the State has passed a law granting a way to honor fallen officers through the State. He said they are designating certain parts of roads for officers who die in the line of service. In 1947, Patrolmen Leroy Bender was struck by a passing motorist and killed while working an accident on West 1st Street. The FHP wants to designate West 1" Street from French Avenue to Mellonville Avenue as the `Leroy Bender Memorial Highway'. After a brief CITY COMMISSION MINUTES JANuA.RY 27, 2020 WORK SESSION discussion, Vice Mayor Woodruff said he would contact FHP, request a different location west of Mellonville Avenue, and get back to Mr. Bonaparte with FHP's response. 4. Presentation re: City Financial Report, 4th Quarter Ended September 30, 2019, Cindy Lindsay, Finance Director [Commission Memo 20-014.E] (RM 6.D] Ms. Lindsay presented the City's fourth Quarter Financial Report. She said in the pension section on Page 15, there is a significant decrease due to marketing adjustments. In addition, the contribution numbers have slightly decreased due to new employees enrolling in the Florida Retirement System. 5. Regular Meeting Items — additional information A. Sanford Mayfair Management Agreement [Commission Memo 20-014.E] Mr. Bonaparte said the City Attorney's Office, Tom George, Deputy City Manager and Mayor Triplett have drafted a Sanford Mayfair Management Agreement. Mayor Triplett said this is a standard agreement. Mr. Groot, Assistant City Attorney said the City is selecting a Board of Directors. This is an action item on tonight's agenda. Mr. Bonaparte said there is an additional item for discussion that is not on the agenda, Item 8.1), approving the budget amendment for the Riverwalk Phase III Project. It has revisions per the email received from Cathy LoTempio, Deputy City Clerk. Ms. LoTempio said the original agenda memo showed approval of a budget amendment in the amount of $12M. However, the budget amendment is for $1,588,500 making the new project total of $12,045,287.37. Vice Mayor Woodruff asked if the City was contributing additional funds to this project. Bilal Iftikhar, Public Works and Utilities Director explained the reason for the increase and said the additional funds are coming from the Utilities and Stormwater Fund Balance, not the General Fund. This is an action item on tonight's meeting. 6. Briefing Items • Mayor's Annual Appointments Mayor Triplett asked to move his appointment to the February 24, 2020 Commission meeting. He will suggest a motion to move the appointments at tonight's meeting. • Housing Authority Board Mr. Bonaparte said the City Clerk contacted him to inform him that the Sanford Housing Authority Board members are up for reappointment. Mayor Triplett said that he will include them with his appointments on the February 24, 2020 Commission meeting. • Item 6.17 Temporary Clubhouse at Mayfair Golf Course Chris Smith, Project Manager said the revised total is $129,854.40. 7. City Manager Comments Mr. Bonaparte said the City's website is often read by visitors who are looking to relocate and asked if the Commission would like City Staff film a video of each of them CITY COMMISSION MINUTES JANUARY 27, 2020 WORK SESSION with information about their districts and current and future projects. Mayor Triplett said he thinks that is a great idea! Mr. Bonaparte said Mr. George contacted him regarding a piece of property for sale at 1" Street and Pine Avenue for $425,000. Mr. George thought it would be a good area for additional parking for the downtown area. Mayor Triplett and Vice Mayor Woodruff fear that it will be taken over by Serenity Towers and employees. Mayor Triplett asked City staff to provide the Commission with different types of parking options. Mr. Bonaparte said he would be out of town all next week. Mr. Groot said the contract price for 305 South Park Avenue was $170,000 and the buyer is requesting a concession to purchase it for $160,000. Mr. Groot said he would need a motion and approval at tonight's meeting if the Commission would like to grant this request. There being no further business, the meeting adjourrWd at 6:19 PM. );�,-7.
