02-24-2020 WS MinutesCITY COMMISSION MINUTES FEBRUARY 24, 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 24, 2020, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany (Arrived 4:16pm) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 4:08 PM. 1. Presentation: Role of Community Alliance by Karen Almond Seminole County School Board, Chair. This presentation was continued until a later date. 2. Presentation: HUD Choice Neighborhood Implementation Grant Application by Andrew Thomas, Community Relations & Neighborhood Engagement Director. This presentation was continued until a later date. 3. Presentation: Zencity by Lisa Holder, Communications Officer. Ms. Holder provided a power point presentation on Zencity showing how their software benefits the City. She said Zencity is specifically designed as an intuitive tool for local governments by taking the feedback from residents that is received on social media and organizing the data in one place. She said this allows City Staff to be aware of the CITY COMMISSION MINUTES FEBRUARY 24, 2020 _. WORKSESSION residents concerns allowing staff to address them in a more timely fashion. The Commission asked Ms. Holder to provide them with a report of the most discussed topics on social media. 4. Presentation: San Leon Tax Rebate Project by Sonia Fonseca, Economic Development Project Manager. Ms. Fonseca handed out an Executive Summary that described the economic impact of the San Leon Mixed Use Project at 201 S. Sanford Avenue. After a brief discussion the Commission asked Ms. Fonseca to submit an agenda item for the March 9, 2020 meeting for approval. 5. Regular Meeting Items — additional information A. Funding for Sanford Mayfair Management Inc. by Tom George, Deputy City Manager [Commission Memo 20-034] (RM 8.17) Mr. George presented the Sanford Mayfair Management Inc. contract for review. He said the committee has a few minor details to work out with the bank regarding the new account. Mayor Triplett said the committee consists of the following people; President — Jeff Triplett; Vice President — Tom George; Treasurer — Cindy Lindsay; Secretary — Nicole Osburn; and Officer — Lisa Jones. This is an action item on tonight's agenda. B. Art in Chambers 2020-2021 Exhibits by Sabreena Colbert, Planner. [Commission Memo 20-034] (RM 8.17) Ms. Colbert said the Public Arts Commission (PAC) is meeting Tuesday, CITY COMMISSION MINUTES FEBRUARY 249 2020 _ __ __ _ VVQRK_SESSION February 25, 2020 at 3:00 PM. The PAC committee will review the agenda memo that is on tonight's agenda for their approval. After a brief discussion the consensus was PAC will review and approve art that will be displayed in City Hall and the Commission will have the final approval. This is an action item on tonight's agenda. In addition, Lisa Jones, Parks and Recreation Director said item 6.1-1 for the Hollerbach's Springfest is only going to affect Magnolia Square. She said there are no road closures for this event. Commissioner Woodruff said he is going to pull consent items F through O for further discussion at tonight's meeting regarding noise permits. Commissioner Austin asked if the trash receptacles and bins on consent item A were additional or are they replacements. Robert Beall, Parks and Grounds Manager, said these are replacements. Commissioner Austin additional cans at Is' Street and Oak Avenue and just west of Oak. Commissioner Mahany asked why Commercial accounts are not able to recycle. Bilal Iftikhar, Public Works and Utilities Director said he will speak with Emily and Waste Pro. 6. Briefing Items A. Ethics Training Traci Houchin, City Clerk, said she was asked by Mayor Triplett if Board Members had to physically attend an Ethic's Training the City Clerk's Office and the City Attorney provide annually or can they take it online? After a brief discussion, the consensus CITY COMMISSION MINUTES FEBRUARY 24, 2020 WORK. SESSION was for all newly appointed board members to be required to attend the class the City Clerk's Office and the City Attorney provide. Then every year after the board members may take the class online. Ms. Houchin and the City Attorney will provide a revised Ordinance at the next meeting for approval. B. Mayor's Board Appointments Mayor Triplett asked the Commissioners if they wanted to make any changes to the Boards they are currently appointed to? After a brief discussion, the consensus was for all appointments to stay the same with the exception of the following; Seminole County Community Development Block Grant Committee — Commissioner Wiggins and Commissioner Mahany as the Alternate; Central Florida Zoo Board — Commissioner Austin; Vice Mayor — Commissioner Woodruff. Mayor Triplett will make the appointment to the Sanford Housing Authority Board at the March 9, 2020 City Commission meeting. 7. City Manager Comments Discussion on the Railroad Depot room seating arrangements was held. It was the consensus of the Commission to go back to the old seating arrangement. Mr. Bonaparte said he was thankful for all the prayers and well wishes for his daughter. Vice Mayor Woodruff asked to receive an update at the next meeting on things that are occurring in the Welcome Center. CITY COMMISSION MINUTES FEBRUARY 249 2020 WORK SESSION Ms. Houchin asked for ideas how the City should celebrate National Volunteer Week in April for all the Boards. The Commission had several ideas that the City Clerk's Office will research and bring back to the Commission at the next meeting. There being no further business, the meeting adjouied at 5:50 PM.
