3374 ORDINANCE NO. 3374 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 3361 AND ITS AMENDMENTS TO PROVIDE FOR THE ESTABLISHMENT OF A "UTILITY OPERATIONS COORDINATOR" POSITION IN THE UTILITIES DEPARTMENT; CONCURRENTLYABOLISHING THE POSITIONS OF "WATER SUPERINTENDENT" AND "SEWER SUPERINTENDENT", AND TO PROVIDE FOR THE INCLUSION OF FOUR (4) POSITION CLASSIFICATIONS ("POLICE COMMUNICATION LEAD OPERATOR", "DATA PROCESSING MANAGER", "EQUIPMENT OPERATOR Ill/ROUTE SUPERVISOR", AND "UTILITIES OPERATION COORDINATOR") INTO THE "CLASSIFICATION AND PAY PLAN" DOCUMENT AND TO A881GN THOSE CLA881FICATION8 INTO THE APPROPRIATE PAY GRADE8 A8 RECOMMENDED BY DMG & A88OCIATEB', PROVIDING FOR SEVERABILITY, CONFLICTS, AND EFFECTIVE DATE. WHEREA8, the City Commission of the City of Sanford, Florida deems it necessary to amend Ordinance No. 3361 and its amendments to incorporate the above referenced position classifications and corresponding pay grades. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF BANFORD, FLORIDA: SECTION 1: That the preceding clauses are adopted as fully set forth herein. SECTION 2: That the terms of Ordinance No. 3361 are hereby amended. SECTION 3: That Ordinance No. 3361 be and the same is hereby amended to provide that the revisions to the Classification and Pay Plan attached hereto as Exhibit "A" are incorporated herein by reference and are made part of this Ordinance as fully and completely as though it was fully set forth herein. SECTION 4: SEVERABILITY. If any section or portion of a section of this Ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other section or part of this Ordinance. SECTION 5: CONFLICTS. That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked. SECTION 6: EFFECTIVE DATE. AY / /,,~, CITY OF SANFORD, FLORIDA MEMORANDUM Memorandum To: Mayor and City Commission Via: City Manager Date: October 15, 1997 Whenever the need to amend the "Classification and Pay Plan" (C&P) document arises, such amendment requires City Commission approval and adoption of the amendment via ordinance. This process, although cumbersome, is necessary since amendments initially approved by ordinance can only be amended by ordinance. This process is applicable to any type 'of amendment whether it be subtle or substantial in nature. With this in mind, it is the purpose of this memorandum and its attachments to amend the FY 97/98 "C&P" to incorporate the following items. 1. Three (3) positions were approved by the City Commission during the FY 97/98 budget process to be implemented concurrent with the beginning of FY 97/98 (10/1/97). These classifications were: Police Communications Lead Operator Data Processing Manager Route Supervisor (Note - only the DP Manager position was a new (additional) position. The others were existing positions which were approved for reclassification and regrading.) These position classifications were not included in the original DMG Compensation Study and were only included aeer October 1, 1997 separately. Therefore, we did not have the recommendation ~'om DMG regarding proper placement of these positions into our revised pay plan until this time. 2. A fourth position, "Utility Operations Coordinator" was not approved by the City Commission during the FY 97/98 budget process. This position is actually a merged position combining the functions, duties and responsibilities of two (2) existing position classifications (Water Superintendent and Sewer Superintendent) into one (1). Again, this position classification was not included in the original DMG Compensation Study until after October 1, 1997. Therefore, we did not have any recommendation from DMG regarding proper placement of this position into our revised pay plan until this time. 3. Since the Utility Operations Coordinator is considered to be exempt in terms of FLSA applicability it needs to be reflected as such in our "C&P" document. At the same time we need to correct a minor scribner's error on the exempt listing to reflect the position of "Utilities Projects Administrator" rather then "Utilities Project Coordinator". Having said this, end assuming that the City Commission will approve these amendments I have also prepared en Ordinence with appropriate exhibits to capture the amended elements addressed in this memorendum. Aside from the issue concerning the "Utilities Operation Coordinator" these are primarily "housekeeping" issues previously approved by the City Commission. EXAMPLES OF DUTIES Plans, assigns, supervises and inspects the work of several crews and related equipment operators in utility construction, maintenance and cleaning. Trains personnel in all aspects of utility construction, maintenance and cleaning. Plans construction work from blueprints or rough sketches. Maintains work records of assignments and crews and prepares progress reports. Inspects work of private contractors for conformance with City and departmental standards and regulations. Prepares cost estimates. Purchases supplies and material and maintains inventory records. Enforces safety standards and instructs workers in safe operating procedureS. Assists in preparation of the division budget. Handles complaints from the public relative to utility system. Evaluates performance of employees and effectively recommends the employment, discipline, and discharge of employees in the Division. Maintains employee attendance records. Maintains sewer & water system maps and location information, Serves on-call for emergencies 24 hours a day, Performs other duties as required. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of utility construction, maintenance and repair practices and procedures, Thorough knowledge of and skilled in the use of tools, equipment and materials used in construction, maintenance and repair. Considerable knowledge of the hazards and dangers in utility work and ability to establish and enforce safety standards and safe operating procedures. Ability to instruct and train personnel in all aspect of construction, maintenance and cleaning. Ability to supervise employees and equipment in a manner conducive to full performance and high morale and to establish and maintain effective working relationships with other employees and the general public. Ability to read and work from blueprints. Ability to make comprehensive reports. Ability to evaluate employee performance, Ability to relate to the public in a manner conducive to maintaining and enhancing the image and reputation of the City. UTILITY OPERATIONS COORDINATOR PAGE TWO OF TWO ESSENTIAL MINIMUM QUALIFICATIONS Must have AA or AS degree in appropriate field (Engineering, Management, Public Administration). This should be supplemented by college level and/or technical courses in utility construction and management and civil engineering. Must have minimum of ten (10) years in construction and maintenance with a minimum of three (3) years supervisory experience. Suitable experience beyond the aforementioned ten (10) years minimum may be substituted for education at a two (2) years experience equals one (1) year education ratio. Must possess a valid Florida (Class D) Drivers License. SUPERVISION RECEIVED General and specific assignments are received from the Public Utilities Director and work is carried out with considerable latitude for the use of independent judgement in selecting work methods and procedures, subject to departmental rules and regulations. SUPERVISION EXERCISED Plans, assigns and directs the work of skilled and unskilled employees and labor crews in utility construction, cleaning, maintenance and repair.
