EMERGENCY CITY COMMISSION MEETING
VIRTUAL MEETING
The City Commission of the City of Sanford, Florida, met in Emergency City
Commission Meeting on Monday, April 6, 2020, at 4:00 PM, in a virtual meeting through Ring
Central.

CALL TO ORDER:
1) Meeting was called to order by Mayor Triplett at 4:12 PM.
EMERGENCY BUSINESS OF THE CITY COMMISSION:
2) Discussion: Use of communications media technology as authorized by Governor DeSantis
under Executive Order 20-69 for conducting City Commission Meetings.
Mr. Bonaparte, City Manager, introduced Bob Keegan, Network Operations
Manager to discuss the different types of media solutions available. Mr. Keegan said there
are several media solutions available that range from telephonic only to more complex
solutions that will provide audio, visual feeds and power point presentations. He said keep
in mind the more complex of a solution to be used the more equipment it will require.
Mr. Bonaparte introduced Traci Houchin, City Clerk, for an update on how other
cities in Seminole County are conducting City Commission Meetings. Ms. Houchin said,

the City of Oviedo is having a meeting tonight with the audience sitting outside watching
the meeting on the Veranda. If someone from the public would like to participate in the
meeting they will be escorted in one at a time. She said their next meeting is scheduled for
May 18, 2020. Ms. Houchin said, the City of Lake Mary will be holding their meeting on
April 16, 2020 where they will only be approving the minutes and having Public Speaking,
with the Mayor, City Manager and the City Clerk in the Chambers and the Commissioners
will call in. She said the audience will be seated apart from each other and if they wish to
speak, the participant will stand at their seat and speak from there. Lastly, Ms. Houchin
said the City of Altamonte Springs will be holding a meeting tomorrow (virtually).They
have a full agenda and will be using the Web -x application. She said members of the
community may dial in, listen and submit comments to the City Clerk's Office to be read
into the minutes.
Mr. Bonaparte said staff will continue to monitor other cities in Seminole County
and throughout the state to learn of Best Practices and will report back to the Commission.
Mayor Triplett said he has attended a virtual meeting recently where participants
able to dial #1, it took them out of the meeting where they could speak with an assistant
who would enter the meeting to state the caller's question or concern. He expressed the
need for the City Commission to continue having meetings on a regular basis virtually and
continue posting the agendas on AV Capture for the public to be able to review.
Commissioner's Austin and Wiggins agreed. Vice Mayor Woodruff said he agrees with
having one more meeting via the phone but if the City continues these types of meetings

for much longer, he would like to see a more robust solution where he is able to pull
everything up on his tablet. Commissioner Mahany expressed no desire to go to City Hall
to be able to use a more robust solution and agrees the teleconferencing works just fine.
Mr. Bonaparte said staff will put together a Virtual City Commission Meeting on
April 27, 2020 at 4:00 PM with non -controversial items. Mayor Triplett said if nothing
changes by April 27, 2020 the Clerk's Office can have the packets delivered to the
Commissioner's doorsteps.
Vice Mayor Woodruff said, there are solutions where the members can listen to the
meeting, see the presentations, raise their hands and submit questions.
Mr. Colbert, City Attorney, said that the legal team has met with Mr. Bonaparte
and is working on a Proclamation/Resolution on how the City should move forward and
advertise meetings. He said, that the City Boards have taken a hiatus and if the current
situation continues, they will have to look into having a virtual meeting so that they can
make decisions and move forward, especially the Planning and Zoning Commission and
the Historic Preservation Board.
3) Approve Resolution No. 2861, to amend the budget and approve a 3 -year contract
between the City and International Association of Firefighters. [Commission Memo
20-057] (Emergency determined by the City manager to address the needs of the
Fire Department personnel working diligently in the State of Emergency).
Vice Mayor Woodruff moved to approve Resolution No. 2861, to amend the budget
and approve a 3 -year contract between the City and International Association of Firefighters.

Mayor Triplett thanked staff involved on the above contract for all their hard work.
4) CITY STAFF OR COMMISSIONER COMMENTS (AS NECESSARY)
Mr. Bonaparte introduced Craig Radzak, Fire Chief and Emergency Management
Coordinator to provide an update on our current situation. Chief Radzak thanked the Mayor and
the Commissioners for considering the approval of the Firefighter's Contract. Chief Radzak said
there are several Executive Orders in place at this time:
• The Governor's Order, limiting your movement and outside your home — the
Stay at Home Notice, except essential employees or services. He said to find
out what defines essential versus non-essential, you can go online to
www.floridadisaster.org, call Seminole County Citizen's Information Line at
407-665-0000 Monday through Sunday from 8:00 AM until 5:00 PM, or go on
to the City of Sanford Social Media Sites.
• Seminole County issued a local Executive Order giving Code Enforcement,
Police and Fire authority to enforce the local emergency executive order.
• The City's Executive Staff has plans for employees to work remote from their
homes and are modifying staffing plans.

• Directors have at least one weekly conference call to keep in touch with each
other.
• The main focus of the Emergency Management Team is the surge and peek in
the next two weeks.

alerts or to visit social media platforms.
Mayor Triplett asked Chief Radzak to share the information with him and the
Commissioners. Commissioner Austin also asked for the information to be posted on the City's
Social Media sites.
Commissioner Austin asked Chief Radzak what to tell residents to do after hours,
especially if they do not have a doctor to call or insurance.
Chief Radzak said the emergency rooms are taking extreme precautions. He said
when the Fire Department arrives with the rescue truck, they have to wait outside until a staff
member comes out and evaluates the patient. Commissioner Mahany suggested they should call
the closest emergency room. She said they will come to your car to assess the patient before
allowing anyone into the building.
Mr. Bonaparte asked the Commission if they would like staff to continue with the
purchase of the Palucci Property located at I" Street and Pine Avenue? After a brief discussion the
Commission agreed now would not a prudent time to continue with the purchase and the Mayor
suggested the Commissioners make a motion to cancel the purchase.

Vice Mayor Woodruff moved to cancel the purchase of the Palucci Property located
at 1St Street and Pine Avenue. Seconded by Commissioner Austin and carried by vote of the
Commission as follows:

Ms. Houchin received one public comment from Nelson Beverly at Harrell and
Beverly Transmissions and Auto Repairs that says, "Mayor, Commissioners, First Responders and
City Staff, thank you for your hard work during these abnormal times'.
Vice Mayor Woodruff thanked staff for all their hard work arranging this meeting.
He asked if there would be time for a work session discussion at the next meeting to address ideas
on how to pull the City out of this situation after it is all done. Mr. Bonaparte said the City Clerk
will include a work session discussion on the next agenda and asked the Commission to please
submit the topics of discussion by next week to the City Clerk's Office.
Mayor Triplett said he has attended several Mayors and Managers meetings and
the City needs to be mindful on spending right now. He said the Sanford Airport is having Budget
issues as well as other entities all over. Mayor Triplett said stay healthy and stay at home.
There being no further business, the meeting was adjourned at 5:12 PM.
