WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, June 8, 2020, at 6:00 PM, in the City Commission Chambers, Is'Floor, City
Hall, 300 North Park Avenue, Sanford, Florida.

Vice Mayor Woodruff called the meeting to order at 6:04 PM.
1. Presentation: Sanford Airport Authority Financial Report by MSL, P.A.
Mr. Bonaparte, City Manager, introduced Diane Crews, President and Chief
Executive Officer of the Sanford Airport Authority. Ms. Crews introduced staff members
and Joel Knopp with MSL, P.A. who presented the Sanford Airport Authority Financial
Report. Mr. Bonaparte asked Ms. Crews to provide an update on the current situation of
the airport. She said commercial air traffic is increasing by 50% and the general aviation
and commerce park were not affected during the pandemic.
2. Presentation: Comprehensive Annual Financial Report by Bill Blend with MSL,

Mr. Blend provided the Comprehensive Annual Financial Report and thanked
Finance and City Staff for their assistance.

3. Presentation: City Financial Report —1St Quarter Fiscal Year 2020 by Cindy Lindsay,
Finance Director.
Ms. Lindsay presented the City's first quarter of the Financial Report and said
this report is pre COVID19.
4. Regular Meeting Items — additional information
Mr. Colbert, City Attorney, announced the resignation of Mayor Triplett
effective today at 8:17 AM. He reviewed the City Charter with the Commission explaining
the next steps in appointing a new Mayor. He said if the Commission would like to appoint
someone at tonight's regular meeting, the Commission can do so under the City
Commission Reports. Mr. Colbert said the Charter states the Commission has 30 days to
appoint a new mayor.
A. First reading of Ordinance No. 2020-4554, relating to Residency of City
boards, commissions and committees members and other matters as well as
the elimination of the Development Review Team (DRT) by Traci Houchin.

Vice Mayor Woodruff said likes the residency requirements and term limits.
He said that he is not sure that he would like to see the term limits removed. Commissioner
Mahany and Commissioner Austin want to keep the change on the term limits with a
broader explanation.

Item No. 8.E — Approval of Resolution No. 2871 to amend the general fund
budget in the amount of, $30,000 for the Welcome Center. [Commission Memo 20-093]
(RM 8.E)
Mr. Bonaparte said City Staff recommends the Commission remove this
item off this evening's agenda. Commissioner Mahany asked that City staff make sure the
restrooms at the Welcome Center are operational.
5. Briefing Items
Mr. Bonaparte gave an update on Sanford's Re -opening. He said the City is opening
Parks and playgrounds where social distancing and disinfecting of the equipment is
occurring more frequently. City Hall has installed the plexi -glass in public areas, cleaning
frequently touched surfaces and has social distancing markers on the floors.
6. City Manager Comments
Mr. Bonaparte said during the City Manager Comments section of the regular
meeting he will ask Chief Smith provide an update on the status of the Police Department.
Mr. Bonaparte said City staff is performing a final review of the Small Business
Grant policy. He said currently over 20 companies have submitted applications. There was
a brief discussion amongst the Commission regarding available funds. Mr. Bonaparte said
City staff is preparing a budget amendment for approval at the next City Commission
meeting.
There being no further business, the meeting adjourned at 6:19 PM.
