REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 8, 2020, at 7:00 PM. in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 20-083]
A. Approval to award bid # IFB 19/20-23 and procurement of services to Southeast
Drilling Services, Inc. for five well abandonments in the amount of $69,500.
B. Approval and acceptance of an additional 25 feet of right-of-way along the east
right-of-way line of North White Cedar Avenue, 15 feet along the north right-of-
way line of Narcissus Avenue and 20 feet along the southern right-of-way line of
Rand Yard Road adjacent to CSX Railroad for future required improvement
projects.
C. Approve the special event permit for `Four Seasons Fireworks' sales from Monday,
June 15, 2020 though Monday, July 6, 2020, to be held in the Village Marketplace
parking lot located at 3820 Orlando Drive.
D. Approve the special event permit for `First American Fireworks' sales from
Monday, June 15, 2020 through Tuesday, July 7, 2020, to be held in the Sanford
Towne Square parking lot located at 1540 S. French Avenue.
E. Approve the special event permit for `TNT Firework Sales' from Tuesday, June 23,
2020 through Wednesday, July 8, 2020, to be held in the Walmart Store #857
parking lot located at 3653 Orlando Drive.

9) CITY ATTORNEY'S REPORT.
Mr. Colbert discussed the resignation of Mayor Triplett and informed the
Commission they can appoint a person to take the Mayor's seat tonight or they have 30 days, until
July 8, 2020 to appoint a person.
Vice Mayor Woodruff asked if anyone would like to approach the podium to make
a public comment.
Mario Hicks, resident, asked for the Commission to elaborate on the Mayor's
resignation and how the process works so the residents understand. He said the runner up for the
last Mayor's election was Pasha Baker and he expressed that he and the community would like to
see Ms. Baker in the Mayor's position.
Pasha Baker, resident, expressed congratulations to Mayor Triplett and his future
endeavors and understands that she will not be able to be appointed because of Charter Rules.
Vice Mayor Woodruff said he believes that the Mayor's position should be filled
with a current member of the City Commission.

Commissioner Austin reiterated the rules of the Charter regarding the appointment
of a new Mayor. He said if the Commission appoints a current Commissioner who is campaigning
for re-election for Mayor, there will have to be a new qualifying period for that District. He said if
the Commission appoints a Commissioner for Mayor whose term has not ended, the person for
replacement of that District would complete their term. He said interested parties would have to
complete an application and the Commissioners would have to interview and determine who they
agree upon. Although these are the rules that the previous Commissioners and Charter Committees
before us made, they have to be followed. Commissioner Austin said going forward, if
Commission comes across rules that are no longer applicable or acceptable, they should be brought
forward and reviewed. This was not an area that was discussed during the last Charter review and
was something no one could have predicted.
Commissioner Mahany agreed that the Charter needs to be revised.
Commissioner Austin said he is currently campaigning for re-election in District 3
and he is not ready to leave that District.
Commissioner Austin moved appoint Commissioner Woodruff for Mayor for the
remaining term of the former Mayor. Seconded by Commissioner Mahany and carried by vote of
the Commission as follows:

Mayor Woodruff expressed his gratitude for the Commission having faith in him
and said that he will do his best to serve as the Mayor.

Mr. Colbert said there is a vacancy in District 1 and this vacancy will need to be
filled within 30 days according to the Charter. He asked that City staff work with the City Attorney
and publicize the vacancy and accept applications. The Clerk's office will post the application
online.
Mr. Bonaparte said City staff can use the application for the City Boards and revise
with him and the City Attorney.
Commissioner Austin said we may have to hold a special meeting in the Is'week
of July for the appointment of the person for District 1 Commissioner.
Mayor Woodruff asked to have a deadline for accepting applications to noon on
June 22, 2020 allowing the residents a little more time. Commissioner Mahany requested the
applications be allowed to be completed online.
Mayor Woodruff confirmed with Traci Houchin, City Clerk, that this process is
acceptable. Ms. Houchin said she agreed it is acceptable. Mayor Woodruff congratulated Ms.
Houchin again on her achievements.

Mr. Bonaparte asked Cecil Smith, Police Chief to provide an update on the City's
Police Use of Force Policies. Chief Smith said the City requires all police personnel take active
shooter training, requires officers provide warning before shots fired, the department requires all
officers be held accountable to be familiar laws, ordinances, policies and rules of the department.
He said officers are prohibited to fire shots at a moving vehicle, unless an officer or resident is in
danger. The City provides monthly trainings, stress and de-escalation trainings. He said officers
are required to follow all FDLE policy rules and are required to report each time aggressive actions
take place. Mr. Bonaparte added the City of Sanford takes these types of situations very seriously
and the City looks forward to resolving these situations. He said the City has been involved with
local marches.
13) CITIZEN'S PARTICIPATION
Several residents voiced their opinions on the current police use of force issues in
our Country and commented on defunding the police department.
14) CITY COMMISSIONER'S REPORTS
Mayor Woodruff thanked his fellow Commissioner's for their confidence in him.
