06-22-2020 WS MinutesCITY COMMISSION MINUTES �Ms 1. 13. aoao JUNE 229 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 22, 2020, at 4:00 PM, in the City Commission Chambers, lst Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:12 PM. 1. Discussion: Charter Revision, pertaining to Commission Vacancies — Commissioner Mahany. Mr. Bonaparte, City Manager, said when the Commission amends the City Charter regarding Commission vacancies, it will only effect subsequent vacancies. He said Mayor Woodruff and the District 1 Commissioner's terms that are appointed expire December of 2022. Mr. Colbert, City Attorney, said the current Charter states the Commission appoints the vacancies for the remaining term that is left. After a brief discussion, Mr. Colbert said legal will prepare an Ordinance to amend the Charter regarding Commission vacancies for review at the next meeting. He said the Ordinance will be distributed for their review prior to the meeting and if the Commission would like to make any revisions they can be done during the first reading. 2. Discussion: Review Applications for District 1 Commissioner CITY COMMISSION MINUTES JANE 229 2020 WORK SESSION Mayor Woodruff said he had passed out a proposed process on selecting candidates for District 1 and would like to decide as a group on the process to use. He said the City Clerk's Office received 24 applications of which three of them were not located in District 1 and they are disqualified. After a brief discussion, the general concensus of the Commission was do a written ballot with each of the Commission's top four choices, then give to Mr. Bonaparte and Mr. Colbert to tally the votes and whomever has 2 or more votes will be invited for interviews at a special meeting. The Commission placed their votes, signed their written ballots and handed them to Mr. Bonaparte and Mr. Colbert. Mr. Bonaparte announced the results of the candidates: Charles Davis, Sheena Britton, Victoria Robinson -Wilson, Tammy Agnini and Derrick Daniels. Mayor Woodruff asked Traci Houchin, City Clerk, to contact the candidates to schedule interviews. The Commission agreed to hold a special meeting on Monday, June 29, 2020 in the City Commission Chambers, starting at 4:00 PM allowing 20 minutes for each of the interviews. Mayor Woodruff stated if the public has comments regarding the applicants he is encouraging them to contact the Commission individually prior to the special meeting on June 29, 2020. 3. Discussion: Residency Requirements Ordinance No. 4554. Mr. Bonaparte said this item was requested by the Commission to discuss revising the residency requirements for board applications. Commissioner Austin said the application emailed earlier today stated the applicant must be a resident or taxpayer and he would like clarity on this statement. He said if an interested person is a business owner in Sanford, but lives outside the City they should still be able to apply for a board. CITY COMMISSION MINUTES JUNE 229 2020 WORK SESSION Commissioner Mahany agrees with Commissioner Austin, but she feels that certain boards should require the applicant be a Sanford resident. The Commission agreed to review the application board by board to ensure the residency requirements are clear. 4. Presentation: City Financial Report — 2nd Quarter Financial Report, by Cindy Lindsay, Finance Director. Ms. Lindsey presented the 2nd Quarter Financial Report that ended on March 31, 2020. She started with the general fund and said this is pre COVIDI9 so the report will not show any changes until after March 31, 2020. Ms. Lindsay reviewed the pension plan on page 15 and said COVID has had a negative impact on the pension plans. She said the Police Department lost $3.9M and the Fire Department lost $2.3M, which includes contributions. She said in May the funds gained almost everything back, the Police Department gained $1.OM and the Fire Department gained $2.1 M. 5. Regular Meeting Items — additional information A. Approval of Resolution No. 2876, amending the budget and approval of procurement to Roman Roads Hardscape, Inc. in an amount not to exceed $63,565 for the installation of the brick edging at George Touhy Park. [Commission Memo 20-109] (RM 8.F) Mr. Bonaparte provided and update for this item and the Commission had no additional comments. This is an action item on tonight's agenda. Mr. Bonaparte provided an update on Item 8.E, approval of Resolution No. 2875 to amend the general fund Commission budget in the amount of $250,000 for the CITY COMMISSION MINUTES JUNE 229 2020 WORK SESSION Economic Development Small Business Grant. He said the City has received 114 applications to date and staff is verifying their criteria. He said not everyone is going to qualify. Mayor Woodruff asked Mr. Bonaparte if the City has heard from Seminole County regarding additional funds. Mr. Bonaparte said he is meeting with Seminole County this week. Commissioner Mahany asked that the recipients provide the Commission a report showing how the funds were spent, to ensure they were used appropriately. Mr. Bonaparte said the City has a committee that will be reviewing all the applications and ensuring the funds are spent appropriately. Mr. Bonaparte said Item 7.0 is on the agenda to revise Emergency Ordinance No. 2020-4552, for the CDBG Grant Program. He said this Ordinance modifies the date for the City to reimburse for expenditures extending back to March 27, 2020 matching the CDBG Guidelines. Mr. Bonaparte said that Item 6.13 is removed from tonight's agenda. Mr. Bonaparte introduced Bilal Iftikhar, Public Works and Utilities Director to provide an update on the new positions that are on tonight's agenda and the purchase of land for Stormwater. Mr. Iftikhar provided a description and justification of the two new positions. 6. Briefing Items 7. City Manager Comments CITY COMMISSION MINUTES JUNE 22, 2020 WORK SESSION Mr. Bonaparte said the Budget Work Session is scheduled for Wednesday, July 8, 2020 beginning at 3:00 PM in the City Commission Chambers with an alternate date of Wednesday, July 15, 2020 if necessary. tomorrow. Mr. Bonaparte said the restrooms at the Welcome Center will be operational Mr. Bonaparte asked if the Commission would like the City Commission meetings streamed live on Facebook? Commissioner Austin said the meetings should be available on the City's Website and Social Media. He said, Dan Ping, Bokey Founder, has been recording videos on his own time and with the current situation, the residents would look forward to this feature. Ms. Houchin said the City is looking into a new company for the audio recording of the meetings and she will find out the additional fees to add video. The Commission agreed this would be a great benefit to the City Commission Meetings and City staff, will meet with Mr. Ping to review options. Mayor Woodruff said he would like the equipment away from the dias. Mayor Woodruff said when an elected official leaves the Commission will present them with a Resolution, do something for them and provide them with a gift. Commissioner Austin suggested naming the new Stormwater Park after Mayor Triplett. Mayor Woodruff said the Commission can start working on a Resolution. Mr. Bonaparte stated that normally a gift the City presents to the elected official as well. Commissioner Mahany said the total for the gift is $500. Mayor Woodruff said he will speak with Mr. Bonaparte regarding a gift. CITY COMMISSION MINUTES JUNE 229 2020 WORK SESSION Commissioner Mahany asked Ms. Houchin for the City to update the `Keys to the City' without having the Mayor's name on them. Mayor Woodruff said he met with the Sanford Airport and they voted to offer the Airport's Presidents position to the Director of the North Palm Beach International Airport. He said he met with the Heritage Park developers and discussed how they are moving forward, changing the design and adding additional parking. Mayor Woodruff said he has attended a few events with Chief Smith and Mr. Bonaparte. There being no further business, the meeting adjourned at 5:41 PM.
