A. Approve the Sale of the City's claim against Physicians United Plan, Inc. (Physicians United) to Argo Partners. B. Approve award of Bid # IFB 19/20-52 for the Sanford Mayfair Country Club Demolition Project and procurement of services to in the amount of $ and authorize the City Manager to execute any and all documents as required. C. Approve the existing purchase order increase to Paul's Auto and Truck Repair Inc., in the amount of $48,000 for equipment, parts and services. D. Approve a sole source purchase order to Parkson Corporation in the amount of $49,714 for the mechanical bar and filter screen repair at the SWRC. E. Approve the CDBG Advisory Board's recommendation to fund the five projects at the recommended level totaling $76,079 from the CDBG Public Services allocation for FY 2020-2021. Mr. Bonaparte asked the Commission to consider making a motion to approve the emergency sewer services only request for 1771 Roseberry Lane. The owner has been cited by the Department of Health for illegal discharge of raw sewage. He said, the property is not able to annex at this time but the motion should include annexation into the City is subject to the property being contiguous. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye CITY COMMISSION MINUTES JUNE 229 2020 REGULAR MEETING Mr. Bonaparte congratulated Mayor Woodruff on his position. 13) CITIZEN'S PARTICIPATION Dave Keller of 129 Lakeside Circle congratulated Mayor Woodruff. Mr. Keller stated he spoke at a City Commission meeting approximately eight months ago to discuss issues with neighbors parking and storing trailers and equipment on Lakeside Circle. He provided photos, said the issue has not been resolved yet and is looking for assistance. He asked to have the City Code amended stating to only allow one trailer and not to allow them to be stored on the side of the road. Commissioner Austin said he is aware of the situation and is actively trying to find a solution. The Commission and staff will work together on this to find a solution. Sharon Presley stated in 2011 her brother Corey Donaldson was shot and killed in Sanford. She is the founder of the Corey Donaldson Foundation and is here to work with the City. Ms. Presley provided a website. 14) CITY COMMISSIONER'S REPORTS Mayor Woodruff said the Commission reviewed 24 applications at the Work Session and agreed to interview the following at a Special Meeting on Monday, June 29, 2020 beginning at 4:OOPM; Tammy Agnini, Sheena Britton, Derrick Daniels, Victoria Robinson -Wilson and Charles Davis. He stated that if the public has comments please email them to each of the Commission separately before the June 29, 2020 meeting as public comments will not be allowed. Mayor Woodruff mentioned the Commissioners are going to be holding Town Hall meetings with Chief Smith regarding the `8 Can't Wait Campaign'. Commissioner Wiggins will be holding his on July 7th at the Westside Community Center, Commissioner Austin is available CITY COMMISSION MINUTES JUNE 22, 2020 REGULAR MEETING to hold a meeting next Tuesday, Wednesday or Thursday at Action Church, Commissioner Mahany will arrange a time and place with Chief Smith and former Commissioner Williams held a community meeting this past week. Mayor Woodruff said he will keep the former Mayor's meetings throughout the summer, but will have to re -assign when school is back in session. Commissioner Mahany said she would like to be assigned to the Mayfair Management Board and get new papers filed with the State. this year.
