07-13-2020 WS MinutesCITY COMMISSION MINUTES JULY 139 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 13, 2020, at 4:00 PM, in the City Commission Chambers, 1St Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. Commissioner Sheena R. Britton Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:08 PM. 1. Interviews for Historic Preservation Board. [Commission Memo 20-120] (RM 8.1-1) The Mayor and Commissioners interviewed the following applicants for the Historic Preservation Board vacant and alternate positions; Trevor Bedford, Darren Ebersole, Zachary Miller, Penelope Mills, Marilyn Parker and Steven Schulyer. After a brief discussion, the Commission agreed to make appointments at tonight's meeting. 2. Discussion: Welcome Center by Mayor Woodruff. Mayor Woodruff said there is a need for the Welcome Center to function in the Business Center. He said the Welcome Center lease expires on September 30, 2020 and if not renewed, the City will need to locate someone to maintain the building. Commissioner Britton said she is not in favor of removing the retail from the Welcome Center completely. She said, the City needs to have a Welcome Center where visitors can come in to buy post CITY COMMISSION MINUTES JuLy 13, 2020 WORK SESSION cards, t -shirts, coffee cups and small trinkets. She said visitors enjoy going into the Welcome Center and picking up Sanford memorabilia and information on things to do. Commissioner Austin said the Welcome Center is not a self-sustaining business for big retail but may be better on a smaller scale. Former Mayor Triplett spoke regarding the Welcome Center and the experience the Chamber has had with sharing their space, and how to utilize the space more effectively. Derrick Daniels described the use of the Welcome Center and how staff logs the traffic of visitors. He said that the retail space should be simplified, not shut down. 3. Regular Meeting Items — additional information A. Residency Requirements for City Boards & Committees. [Commission Memo 20-113] (RM 7.A) The Commission discussed the changes to amend in the Ordinance and items to remain the same regarding the residency requirements and the term limits. This is an action item on tonight's agenda. B. Charter Amendment relating to vacancies of the Mayor and Commission. [Commission Memo 20-114] (RM 7.13) Mr. Bonaparte, said the City Attorney's Office has composed two options for the Commission to review and consider. Mr. Colbert, City Attorney, provided detailed information on the two options. Mayor Woodruff said the Commission can move to approve the first reading of this Ordinance at CITY COMMISSION MINUTES JULY 139 2020 WORK SESSION tonight's meetings to include revisions. This is an action item on tonight's agenda. 4. Briefing Items Mr. Bonaparte said there is an item on the Consent Agenda for the approval of a Letter of Intent with the Sanford Airport Authority for a land lease for the use of a future fire station. Mr. Bonaparte introduced Fred Fosson, Human Resources and Risk Manager Director to provide an update on COVIDI9 effects on employees of the City of Sanford. Mr. Fosson said ten City employees tested positive and five are still active and self -quarantining. He said the City is following the CDC Guidelines and the fire department decontaminates areas when they are affected. Mayor Woodruff asked how this is affecting City business and work. Mr. Fosson said recently 15 employees were sent home and a department closed to the public because they were in contact with the employee who tested positive. However, he said those employees are teleworking so City business can continue. Mr. Bonaparte said prior to this afternoons meeting he was on a conference call with Seminole County and they asked the City to hold off on issuing the funds for the Small Business Grants. He introduced Mr. Thomas, Community and Neighborhood Engagement Director to provide an update on the Small Business Grants and Low Income Home Energy Assistance Program (LIHEAP) Grants. Mr. Thomas said the City has received 115 applications for the Small Business Grants that are under review. He said the City is also assisting with other public services to include; Homelessness, showers and food CITY COMMISSION MINUTES JULY 139 2020 WORK SESSION drops. Commissioner Austin asked if the businesses who did not complete their applications correctly will they be able to resubmit them? Mr. Thomas said yes and to keep in mind that the first round of grants will only go to the businesses who did not receive any financial assistance and also, not every business will receive $15,000. He said one of the requirements was the business had to have a current Business Tax Receipt to qualify. Mr. Thomas also provided a brief update on the LIHEAP Grants.
