REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, July 27, 2020, at 7:00 PM. in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 20-123]
A. Approve tentative mileage rate of 7.325, and schedule the first hearing on the
proposed FY 2020/2021 budget for Monday, September 14, 2020 at 7PM at City
Hall.
B. Approve the proposed budget amendment to the Sanford Airport Authority's
Annual FY 2019-2020 budget in the amount of $460,000.

After a lengthy discussion, Commissioner Mahany moved to continue this item to
the August 24, 2020 City Commission meeting with a discussion at the August 10, 2020 City
Commission Work Session. Seconded by Commissioner Austin and carried by vote of the

Traci Houchin, City Clerk, said she was going to remind the Commission that it is
time to select Board Appointments for next year; however, that will have to wait until Ordinance

No. 4554 is discussed in further detail and adopted.
Mr. Bonaparte asked Ms. Houchin to provide an update on virtual meetings and
live streaming the Commission meetings. Ms. Houchin said City staff is researching virtual
meeting ideas so the City can approve a policy. Bob Keegan, Network Operations Manager,
provided a few comparisons on the virtual meetings and /or audio. Ms. Houchin stated the City is
in the process of purchasing new agenda software that has audio and video, but also has streaming
capabilities. She said the City is also reaching out to Seminole County Government about live
streaming.
11) CITY MANAGER'S REPORT.
Mr. Bonaparte, asked Andrew Thomas, Community and Neighborhood
Engagement Director, and Bob Turk, Economic Development Director to provide an update on
the Small Business Relief Grants Program. Mr. Thomas said the City received 153 pre -applications
of which 112 applications had already received financial assistance from other government funds
and made them not applicable for the first round of funds. He said of the 41 applications from the
businesses received, only ten of them were completed correctly, and there were eight no responses
and one withdrawal. Mr. Thomas said staff will still continue to process all 153 applications,
however, he and Mr. Turk are working on contracts for the first ten who are qualified, so that the
Scope of Services can be submitted along with an invoice to the Finance Department and a check
can be cut for these businesses. Commissioner Mahany asked if all of these businesses have been
contacted to inform them of their status. Mr. Thomas said all of the businesses will be contacted
by the end of this week on their status. Mayor Woodruff asked why staff can't contact them by

email to inform the businesses they have not qualified for the first round. Mr. Thomas and Mr.
Turk explained they have a meeting on Wednesday to discuss. Commissioner Britton expressed
that she is very disappointed that this process has taken so long, she had several questions regarding
the grant process, staffing and is concerned about the delays. Commissioner Austin stated he wants
checks cut for the ten businesses that do qualify so the City can move forward with assisting the
other businesses.

water. Mr. Thomas said they could assist with water but there would be a different process. Mayor
Woodruff said he would like staff to continue working on the small business grants so the City can
get checks to the businesses, move forward and stay focused on the current grant.
13) CITIZEN'S PARTICIPATION
Janelle Woods, a small business owner, stated she has a small business in the
Sanford mall. She also has a business in Volusia County. She asked why it is taking the City of
Sanford so long to process a check, especially as she has received a letter stating she is qualified
for the grant. She said there are too many hurdles to go through. She said she applied with Volusia
County and already received funds for her other location.

Tawra Lundy, a Sanford resident, stated she understands that the Southern
Traditions Store has closed in the mall. However, she still believes that the City of Sanford should
not allow stores to sell confederate flags and hate memorabilia. She quoted FL. Statute 775.30 and
commented on the City's Reuniting Sanford section of the City's Webpage.
Danni Adams, a Sanford resident, sang a song that she learned from the Westside
Boys & Girls Club when she was seven (7) years old. She explained the significance of the after
school programs. She said she attended the Boys & Girls Club from 7 to 18 years of age. She said
that this program taught her to be successful. She said former Commissioner Velma Williams took
her on her first college tour and she successfully held her own fashion show.
Mario Hicks, a Sanford resident, said he is very disappointed in the Small Grant
Process. This process needs to be expedited as soon as possible. He said if the businesses haven't
been contacted they don't know what to do.
Tekeavias Byrd, a Sanford resident, commented on the Boys & Girls Club and
said he read that 2.5% of people go to college under football scholarships. He said these programs
always support the sports and not the academics. The scholarships need to go to both. Mr. Byrd is
a business owner in town and wants to be a sponsor for the program, but not if it's just for sports.
14) CITY COMMISSIONER'S REPORTS
Commissioner Britton mentioned the significance of the Citizen's Participation
form and where they are located. She said that it is very important for the Commission to hear
what the Citizens have to say.
Mayor Woodruff thanked former Mayor Kuhn for hosting the Back the Blue Event

and congratulated Commission Britton on her recent marriage.
