08-10-2020 WS MinutesCITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 10, 2020, at 4:00 PM, in the City Commission Chambers, 1" Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. Commissioner Sheena R. Britton Commissioner Patrick Austin Commissioner Patty Mahany (Arrived at 4:11PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:09 PM. 1. Discussion re: Residency requirements relating to City Boards/ Commissions/ Committees. Mr. Bonaparte said this item is presented for additional review and comments at the request of the Commission. Mayor Woodruff and the Commissioners had a brief discussion on the residency requirements for City Boards. The Commission agreed to clarify the parameters. There was a consensus among the Commission that they prefer for all applicants be a City resident and/or business owner. Mr. Colbert said his office would prepare the revised Ordinance and present it at the next meeting for action. 2. Discussion re: Virtual Hearing Processes and Meeting Procedures (Bob Keegan) Mr. Keegan, Network Operations Manager, provided the Commission with different types of virtual meeting processes. He said Mayor Woodruff held a virtual Town CITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION Hall meeting recently and there were a few adjustments. If the City has to revert to the virtual meetings, City Hall can have a virtual podium set up for residents to voice their opinions and concerns. Traci Houchin, City Clerk, said the City Clerk's office has been working with Mr. Keegan on purchasing software for a new paperless agenda process, and that the software does allow the Clerk's office to print the agendas as well. She said the software also has the capabilities to record audio and video of the Commission meetings. Ms. Houchin said the Clerk's Office is currently working with the Purchasing Manager on a piggyback contract. As for the virtual meetings, the Assistant City Attorney suggested that the City should have a policy in place in the event the City is required to start holding City meetings virtually again. Commissioners Wiggins, Mahany and Britton requested to receive their agenda packets in paper. Mr. Keegan offered to have staff visit the Commission's homes to ensure they have the appropriate equipment to hold virtual meetings. 3. Update on Grant Funding (Andrew Thomas) Andrew Thomas, Community and Neighborhood Engagement Director, provided an update on the CDBG Grant Funding. He said, funds are coming from the Housing Urban Development (HUD) program and HUD requires a lot of information from the applicants. He said, currently staff has identified eight recipients and one has documentation being sent to Finance by the end of this week for a check to be processed. Mr. Thomas said three to four are still working on a few more things. He said three of the applicants sent in paperwork where the application was to be notarized and the notary did CITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION not stamp them, therefore the applicants had to pick up the applications and have the documents properly notarized. He said City staff is working very hard to get the applications processed. Bob Turk, Economic Development Director, said the Economic Development fund is $395,000 allocated to 38 businesses at about $10,400 for each application. He said, staff submitted five of the applications to Finance and there are 13 more that have qualified. Mr. Turk said there are several more applications to review and staff is sending emails to the applicants for additional information required. Commissioner Mahany said she would like to see a list of the recipients and how the funds are being spent. Mayor Woodruff asked Mr. Bonaparte if Seminole County is still going to reimburse the City for the money that is spent from the General Fund. Mr. Bonaparte said yes, and the remaining businesses will have to apply with Seminole County for the additional funds. Commissioner Britton asked if the applicants will receive one check or if the payment will be split. Mr. Turk said the applicants are going to receive one check from the Economic Development funds. Mr. Thomas said the applicants are going to receive one check for the funds already spent and moving forward the funds will have to be spent within five days of receiving a check per HUD requirements. The Mayor and Commissioners thanked Mr. Thomas, Mr. Turk and City staff for all of their hard work. 4. Regular Meeting Items — additional information • Ordinance No. 4563, extending the Lien Amnesty Program [Commission Memo 20-136] (RM 7.17) CITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION Darrell Presley, Executive Director of Development Services, said this program has been extremely successful. He said the program began in 2011. Since that time, the City has collected $750,000 in liens. He said the City would like to extend this program for an additional five years. Mr. Presley said the City has received great feedback from the Real Estate communities. Commissioner Austin asked if Development Services has had hearings since the pandemic. Mr. Presley said special magistrate hearings have been scheduled for September. This is an action item on tonight's meeting. 0 Resolution No. 2887, amending the Class and Pay Plan in the Recreation Department [Commission Memo 20-140] (RM 8.1)) There was no discussion on this item. This is an action item on tonight's meeting. • Resolution No. 2889, Elliott Avenue Park [Commission Memo 20-142] (RM 8.F) Mr. Bonaparte said staff would like to modify the Resolution in the section pertaining to the former Police Chief being arrested. Mayor Woodruff said he and several others have researched and have not found any concrete evidence on this allegation. Commissioner Mahany said she is concerned about making accusations for people who are dead and cannot defend themselves. This is an action item at tonight's meeting. • Board Appointments re: SANAC CITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION Commissioner Mahany stated that the Commission would need to reappoint Noelle Lamonthe and someone else from the City. Mr. Bonaparte said that Chris Smith, Project Manager, is currently on the board and thinks he has expressed his interest in continuing. This is an action item on tonight's agenda. 4. Briefing Items 5. City Manager Comments Commissioner Mahany asked Commissioner Britton if she would like to take her seat on the Seminole County Community Services Block Grant Committee. Commissioner Britton accepted the position. Mayor Woodruff said he wants to review the list of Board Appointments in the next few meetings. Ms. Houchin said she will get with Seminole County to get Commissioner Britton appointed to the position on the Committee. Mayor Woodruff asked about the status of the Charter Amendment advertising. Ms. Houchin said she has contacted someone to do the Spanish translation and has been meeting with Mr. Groot. He apologized for not informing the Commission regarding the Virtual Town Hall meeting. He said it was a trial run and there were some technical challenges and thanked City staff for all of their hard work. Commissioner Britton thanked City Staff, Lisa Jones, Kim Parmelee and Josh Brown for all of their support at the Civic Center when the representative from Senator Grayson's office was in town. She appreciated all the respect staff had for her as a Commissioner. Commissioner Britton asked for some guidance regarding the goals and objectives of the Commission. Mr. Bonaparte said that can be a discussion topic at the CITY COMMISSION MINUTES AUGUST 10, 2020 WORK SESSION August 24, 2020 Work Session. Mayor Woodruff said the Mayor and the Commissioners provide Mr. Bonaparte with a list of things each of them would like to see happen in their districts and then he compiles a list and the Commission have a brainstorming meeting.
