REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, August 10, 2020, at 7:00 PM. in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 20-130]
Commissioner Britton pulled Item 6.17 for further discussion.
A. Approve the Florida Department of State, Division of Historical Resources small
matching grant agreement for a condition assessment at the Sanford Civic Center.
B. Approve a purchase order to Shelley's Septic Tank, Inc., in an amount not to exceed
$48,000 for treatment and disposal of the City's biosolids.
C. Approval for the design and permitting services by CPH, Inc. related to the State
Road (SR) 46 Force Main Extension from Beardall Avenue to East Lake Mary
Boulevard in the amount of $120,545.50.
D. Approve the special event permit with a noise permit for the `Luv N Motion
Community Day' on Saturday, August 29, 2020.
E. Approve the special event permit, an alcohol permit, a noise permit and street
closures for the `3`a Annual Sanford Jazz in the Park' on Saturday, October 24,
2020.
F. Approve the amended City of Sanford Community Development Block Grant
(CDBG) 2015-2020 Citizen's Participation Plan.

10) CITY CLERK'S REPORT.
Ms. Houchin reminded the Commission the Work Session on August 24, 2020 will
begin at 3:OOPM as a Joint Session with the Sanford Airport Authority (SAA) for their Budget
Review. After a brief discussion Mr.. Bonaparte and Ms. Houchin will review the agenda and ask
the (SAA) to notify their board members of a time change.

Lawrence Santow of 324 Casa Marina Place, said the nearby development of
Celery Oaks has a new developer and they have done a lot of clearing and grubbing, removing a
lot of trees. He would like to know what the developer is doing to replace the trees as the Bald
Eagle has returned.
Tawra Lundy of 2560 Vineyard Circle asked why is it required for citizens to
provide their name and address when speaking. Mr. Colbert said the reason is so when the citizen
is making a report of a concern the City can contact with the citizen to ensure their issues has been
resolved. Ms. Lundy said there is a Civil War Marker on Veteran's Memorial Park and she wants
to know what the process is to have it removed, as it represents hate and slavery. City staff will
look into her concern and will provide that information to the Commission for their direction.
Daniel Ortiz of 412 Casa Marina Place said their subdivision is having a lot of
flooding and erosion issues due to the construction taking place from Celery Oaks. He said videos
have been sent to Mike Cash in the Planning Department, showing the water coming from the
canal. Mr. Presley said the canal belongs to Seminole County and he will meet with Mike Cash so
he can forward information to Seminole County.
14) CITY COMMISSIONER'S REPORTS
Commission Wiggins thanked staff involved with helping get this program moving.
He said he met with the School Board and they are donating two school busses to help with the
transportation for the students. Mayor Woodruff said he is grateful for the donations and wants to
ensure they have a safety inspection.
Commissioner Britton thanked Chief Radzak and all the City staff for the beautiful

Homecoming Event for Chief Bishop Hezikiah Ross on Saturday at the Civic Center. She told Mr.
Bonaparte she will follow up with him regarding speed tables.
Mayor Woodruff asked Mr. Colbert, if a City tree falls on private property and
damages the property does the City have some kind of moral responsibility to assist the resident?
Mr. Colbert said only if the City knew that the tree was a liability and did nothing about it. Mayor
Woodruff wished Commission Mahany and Commissioner Austin, best of luck in election. Mayor
Woodruff said he is not in favor of writing messages on the City streets.
