10-12-2020 WS MinutesCITY COMMISSION MINUTES I o. alp. aoa0 OCTOBER 129 2020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 12, 2020, at 6:00 PM, in the City Commission Chambers, 1st Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. Commissioner Sheena Britton Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 6:00 PM 1. Presentation by Rescue Outreach Mission Bob Tumage, Chairman of the Board and Bonnye Dees, Executive Director provided an update on the organization. Ms. Dees said that the organization is looking for financial assistance to help restructure the facilities and create a sustainability plan. She said they are also looking to hire an individual who has experience in fund raising and would be able to help the organization get back on their feet. She said they are asking each City in Seminole County for $15,000 -$25,000 which would serve the residents that are currently in the mission. This will be an action item on tonight's agenda. 2. Presentation on the Sanford Orlando Airshow CITY COMMISSION MINUTES OCTOBER 129 2020 WORK SESSION Mayor Woodruff presented a power point presentation on the airshow that will be held at the Orlando Sanford Airport on October 31 and November 1, 2020. 3. Discussion re: Committee on Race, Equality, Equity and Inclusion Mr. Bonaparte informed the Commission that staff has reached out to the Peace and Justice Institute at Valencia College to contract with Rachel Allen. Ms. Allen would serve as this Board's liaison for the City. 4. Regular Meeting Items — additional information 5. Briefing Items • City Manager's Annual Review There was a consensus among the Commission to turn in the evaluations on October 26, 2020. 6. City Manager Comments Mr. Bonaparte asked Mr. Thomas to provide an update on the grants for the small businesses. Mr. Thomas said that there is a total of 57 applicants and 39 checks have been issued. Commissioner Britton asked him to provide the break down to the Commission via email. Lisa Jones, Recreation Director provided an update to the City's holiday events. Spooky Hollow will take place on October 315' starting at 6 PM. It will be held at West Side and the Mellonville Center. On November 11`h at 11 AM there will be a small ceremony at Veteran's Point for Veteran's Day. With regards to social distancing, the park will be closed to the public until the ceremony is over. And lastly, there will be no CITY COMMISSION MINUTES OCTOBER 12, 2020 WORK SESSION Christmas Parade this year, however, there will be small holiday festivities over several weekends starting on December 4, 2020. Mr. Bonaparte referred to a resident comment about waiving fees on Business Tax licenses and asked the Commission how they feel about waiving late fees. There was a consensus among the Commission to waive late fees. Mayor Woodruff asked the City Clerk to invite the current members of the Sanford Housing Authority to the next work session for interviews.
