11-09-2020 WS MinutesLec - I q � ao'-3c CITY COMMISSION MINUTES =4eM 5 NOVEMBER 992020 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, November 9, 2020, at 4:00 PM, in the City Commission Chambers, I" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. Commissioner Sheena Britton Commissioner Patrick Austin Commissioner Patty Mahany (Arrived 4:50 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:11 PM 1. Discussion re: Sanford Housing Authority (Terms and Conditions (2) Additional Members) Mayor Woodruff said the Commission should appoint the members and stagger their appointments. Commissioner Austin suggested the members should all start over with a term of four years. Mr. Colbert said the attorney's office would assist the Commission regarding the paperwork necessary. Commissioner Britton suggested the current members complete two year terms and the new members complete four year terms. Mayor Woodruff said that he agrees with increasing the board to seven members. The board still needs a member that is a resident and can be appointed by the Commission or the public. Traci Houchin, City Clerk, said going forward the Sanford Housing Authority Board Members can complete three, four-year terms like the other CITY COMMISSION MINUTES NOVEMBER 99 2020 WORK SESSION Ms. Murphy, member of the Sanford Housing Authority Board, said she made the motion to demo the previous housing in the projects. She said weeks and months later she had residents who used to live there come to her and thanked her for helping them start a new life. The residents said if it wasn't for them being told to move they would have never been able to leave on their own. She said she is looking forward to the ribbon cutting and is very proud of the new development for the senior and disabled community. Ms. Murphy said Mr. Thomas has been attending the meetings and the board is looking forward to the projects. 2. Discussion re: Noise Ordinance by Darrel Presley Mr. Presley, Executive Director of Development Services, presented revisions to the Noise Ordinance with Deputy Chief Raimondo, Sanford Police Department. Deputy Chief said all officers have decibel meters for when they receive complaints. Commissioner Britton has questions on page 35, section #8. She asked if all officers will be trained to use the equipment. Deputy Chief said all officers with have the equipment, they will be trained and the meters will be calibrated so they cannot be altered. Mayor Woodruff asked for revisions on pages; 26 — 28 and 34. Commissioner Austin requested a copy of the revised Ordinance with no mark outs included. The Commission asked that this be brought forward at the next scheduled work session. Christina Hollerbach, business owner, stated she is disappointed that the City removed the entertainment district of the Ordinance. She requested a clean copy of the Ordinance and would like to have something in writing regarding the special events. CITY COMMISSION MINUTES Nowm[BER 9, 2020 WORK SESSION Lisa Jones, Parks and Grounds Director, said the noise permit is included in the special events review process, however staff will look into providing the applicants with a hard copy of a permit in the future. Mayor Woodruff said he would like information to tell the residents regarding `how loud is too loud'. He said the Ordinance still needs some revisions prior to bringing it to the Commission for approval. Commissioner Austin thinks 70 decibels is too low. Commission Britton said she would like to meet with Deputy Chief once the Ordinance has been revised, so he can explain it in detail to her. 3. Regular Meeting Items — additional information • LDR re: establishing Schedule W, Fire Prevention and Operational Standards, Matt Minnetto. [Commission Memo 20-219] (RM 7.E) Matt Minnetto, Fire Marshall, provided a list of 91 properties that do have sprinkler systems. He said this revision only applies if the properties remain vacant for more than six months. He said the City is not going to contact these properties and require them to install sprinklers. Commissioner Mahany asked if the City/Airport owned properties should be required to install a sprinkler system. She asked if the City could budget for them and if this is something that could be installed in sections or all at once. Mr. Minnetto said this can be done in sections, but he does not recommend it. He said the Fire Department is notified when a property has sprinklers and it makes it difficult when the department gets a call trying to figure out the areas that have sprinklers. This is an action item on tonight's agenda. CITY COMMISSION MINUTES NOVEMBER 9, 2020 WORK SESSION Item 6.H, Special Event for the Original Wailers Event will be pulled at tonight's meeting for further discussion. Item 7.13, second reading of Ordinance No. 4564, request to rezone 6.7 acres at 2150 Marquette Avenue. This item has been requested to be continued to the December 14, 2020 meeting. Item TC had the Ordinance revised. 4. Continued: Discussion to Identify Goals & Objectives Mr. Bonaparte said that the Public Works Department is working on speed humps. Commissioner Britton asked Fred Fosson, Human Resources and Risk Management Director, to please send her the electronic version of the City Manager's Evaluation. Commissioner Mahany said she was delighted to see the new Welcome signs at Rinehart and H.E. Thomas. She asked about the status of the Waterfront Partners and the Mayfair Hotel. She also asked if there was anything that the City can do to have the parking lot of the Post Office Plaza located on First Street fixed up. Mayor Woodruff said the developer for the Waterfront Partners was at the virtual town hall meeting and they are moving forward with the project, working on financing and construction documents. Commissioner Austin said they are also still waiting on FPL & Spectrum to relocate the lines. CITY COMMISSION MINUTES NOVEMBER 99 2020 WORK SESSION Mr. Bonaparte said the staff has not heard any updates on the Mayfair Hotel. He will reach out to the developer and update the Commission. Commissioner Austin asked for an update on Sarah Jacobson's property. Mr. Colbert, City Attorney said that David Hall, Assistant City Attorney, has prepared an amendment to the agreement and is waiting for her response. Mayor Woodruff said he has met with Ms. Jacobson a few times since the initial meeting. Commissioner Austin asked for an update on the discussion on apartments located throughout the City. Mr. Bonaparte said staff will follow up on the map of properties that are zoned for apartments. Vice Mayor Wiggins asked if the speed humps mentioned earlier would be installed in Goldsboro. Mr. Bonaparte said he spoke with Mayor on establishing some guidelines on criteria for speed humps. Vice Mayor Wiggins asked about the survey that was sent out regarding duplexes. Mr. Bonaparte said the survey should not have included the term duplexes. He said decisions will not be made based on the results of the survey, any action will be determined by the Commission. Commissioner Britton thanked Mr. Bonaparte for handling all of her concerns. She said she mentioned about having a gateway into the City and literally the very next day crews were out trimming the bushes and planting flowers. She would still like to meet quarterly with Vice Mayor Wiggins to discuss the Community Development Block Grant program and the revitalization of Goldsboro. Commissioner Britton would like an update on minority contractors. Mr. Bonaparte said he met with Andrew Thomas, CITY COMMISSION MINUTES NowmiBER 9, 2020 WORK SESSION Community and Neighborhood Engagement Director, regarding the consultant for Economic Development and Public Services and he will inform the Commissioner of the discussion. Commissioner Britton said she would like to see additional restrooms downtown. Mr. Bonaparte said stand-alone public restrooms attract unwanted activities. She said the only one available is located inside the Sanford Information Center. Mayor Woodruff asked if the City we can put a nice sign out front informing the public of restrooms. Tom George, Deputy City Manager, said the City pays to have the restrooms cleaned twice a week. Commissioner Britton asked if we could increase the cleaning services if the City puts a sign out front. Commissioner Britton wants to discuss ideas on how to improve parking in the downtown and Historic District. Commissioner Austin agreed and would also like to discuss the Citywide parking issues as well. Mayor Woodruff asked about the status of the Equity and Inclusion Committee. Mr. Bonaparte said he has met with Mr. Thomas and the City is looking for a person to permanently facilitate this committee. After a brief discussion the Commission agreed this committee would be a sounding board for when issues arise. Mayor Woodruff said the City needs to look into extending sewer to Infill sites. There is a lot of new development and even old developments that are still on septic. He said there are several fees involved for properties to obtain sewer lines. There was CITY COMMISSION MINUTES NOVEMBER 99 2020 WORK SESSION another issue downtown this past weekend with the sewer backing up. He will speak with the Utilities department regarding how the process works and the fees involved. 5. Briefing Items • City Manager's Annual Review 6. City Manager Comments Commissioner Britton informed the Commission that she is not afraid to ask people to explain things to her in detail. She thanked Mr. Bonaparte for taking time to speak with her to explain things to her and thanked the Commissioners for helping her understand things. Mayor Woodruff asked how long the CRA has left. Commissioner Austin said they have five years. Mayor Woodruff asked if the Commission should evaluate the Goldsboro and Park Drive locations for future development. Commissioner Mahany would like to look at a Mall CRA. Commissioner Mahany said the Sanford Hospital did not get the Certificate of Occupancy for the new hospital. Mayor Woodruff asked Vice Mayor Wiggins to please give his regards at the ribbon cutting on Thursday. He said Mr. Iftikhar has contacted Florida Department of Transportation to evaluate the intersection on SR46 and Ist Street. Commissioner Mahany asked if Commissioner Britton was appointed to the Seminole County Community Development Block Grant Committee. Ms. Houchin said she has been appointed. Commissioner Britton said there is a virtual meeting this CITY COMMISSION MINUTES NOVEMBER 9, 2020 WORK SESSION week. Commissioner Mahany asked about virtual meetings. Mr. Colbert said unless there is another declaration from the state there has to be at least a quorum of members present. Mayor Woodruff said at the December meeting the Commission will present a Resolution and gift to former Mayor Triplett. Commissioner Austin said at the December meeting Commissioner Mahany and himself will be sworn in. Mayor Woodruff said at the January meeting the City will be presenting something to Diane Crews, former CEO for the Sanford Airport Authority.
