WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, January 11, 2021, at 6:00 PM, in the City Commission Chambers, I"
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 6:05 PM
1. Presentation by Riverwalk Tree Remedy Committee
Mr. Bonaparte introduced Kathy Longtin of 325 Seminole Boulevard,
Apartment 208. Ms. Longtin provided handouts and presented a power point presentation
regarding the trees at Gateway Condominiums. She said there are seven Like Oak trees
that are causing a great deal of problems, lifting sidewalks, causing trip hazards, pushing
up the foundations, effecting the pipes and block the view of Lake Monroe, which is what
some of the tenants paid for. Ms. Longtin stated the majority of the tenants are 65 and
over, who already have some balance issues, and the broken/raised sidewalks can be
challenging. She said she is concerned about the limbs that are so low that they hit the top
of the fire truck when it goes by and she is concerned if the fire trucks had to use a ladder
to access a condo the tree limbs would be in the way.

Jim Clark, resident, said he researched the Arbor Day Foundation and the
City Codes. He said the Code states buildings are supposed to be 20 feet from trees, in
which Gateway Condominiums are closer than 20 feet. He said the root system on the
Live Oak Trees spreads out to 60 feet. Mr. Clark had three residents assist him in a
demonstration on the distance of 60 feet. The group suggested these Live Oak Trees be
removed and replaced with something smaller.
Commissioner Mahany expressed her understanding and sympathy. She
suggested replacing the Live Oak trees with Crepe Myrtle trees. In addition she
mentioned having the Public Art Committee make something out of the tree trunks like
they did with the tree in Paw Park.
Mayor Woodruff said he would get with City staff and replacing the trees
with something other than Crepe Myrtles. He asked Ms. Longtin if Gateway has a Home
Owners Association that would like to assist in the costs. Ms. Longtin said there are
several residents that would not mind in assisting on the cost of the replacements of trees
within reason and depending on what the City decides to move forward with.
2. Update on the Riverwalk Phase III Project
Bilal Iftikhar, Director of Public Works and Utilities, provided an update
and short video of the progress on the Riverwalk Phase III project. He said the project
began August 6, 2020 and is half way completed. The contractor has replaced the
seawalls and performed several unground repairs. He said Seminole Boulevard will re-
open on Tuesday, January 19, 2021 (after Martin Luther King Jr. Day) while the

contractor continues to work on the trail. He thanked Jeff Davis, City of Sanford, Project
Manager and David Terwilliger, CPH Engineer for all of their hard work on this project.
Commissioner Britton asked if the round abouts are complete or was there
going to be something decorative in the middle. Also, she asked if there was going to be
something decorative at the entrance to the Sanford Zoo.
Commissioner Austin said he heard Seminole County was going to offer
assistance to the zoo with a new sign.
3. Regular Meeting Items — additional information
A. First reading of Ordinance No. 4581, to create a new policy within the Future
Land Element of the City's Comprehensive Plan regarding parking.

Amye King, Director of Planning and Engineering, said the amendments in
Ordinance No. 4581 is to lay a foundation for a new policy on land use with regards to
parking that will be effective Citywide, not just in the Historic District. This is an action
item on tonight's agenda.
B. Resolution No. 2926, providing authority to My Brother's Keeper Advisory
Committee with regards to donors, fundraising activities and associated
management activities. [Commission Memo 21-013] (RM 8.C)
Mr. Thomas, Community and Neighborhood Engagement Director, said the
My Brother's Keeper Advisory Committee has started initiatives. He said tonight the
Parks and Recreation Department and Seminole County Sheriffs Office has started its

basketball league. My Brother's Keeper (MBK) is out tonight with their first initiative
Drills and Skills, teaching boys and girls how to dribble a basketball. He said the
committee is recruiting people for the 100 Mentor Program. Mr. Thomas said the reason
for this item on the agenda tonight is to allow the committee to solicit sponsors and
receive donations for events.
He said the first event will be a 5K race for the spring time in Goldsboro. The
committee consists of Fred Soltaire, member of MBK and very active in the track world,
Captain Ray Irving and Felicia Thomas. He said Mr. Soltaire was on the committee to
raise funds for the Rescue Outreach Missions race.
Mr. Thomas introduced, Eddie Cochran, Chairman of MBK, said the committee is
working on the four pillars: physical engagement, intellectual engagement, emotional
engagement and social growth He said by the Commission approving this item, it will
allow the committee to give back to the community.
Mr. Thomas introduced Mr. Soltaire. This is an action item on tonight's agenda.
Mr. Bonaparte said regarding Item 7.E, the City staff has requested to be
continued to January 25, 2021. This is an action item on tonight's meeting. [Commission

4. Briefing Items
0 City Manager's Evaluation
Mayor Woodruff suggested the Commission move to approve a 3%
increase, effective October 1, 2020, to Mr. Bonaparte, City Manager at tonight's meeting.

• City Clerk's Evaluation
Mr. Bonaparte suggested the Commission move to approve a 3% increase,
effective October 1, 2020, to Traci Houchin, City Clerk, at tonight's meeting.
Lisa Holder, Communications Officer, received new equipment to live
stream tonight's regular meeting on YouTube at 7:00 PM.
Mr. Bonaparte said there is a tentative date of January 25, 2021 for a photo
opportunity of the demolition of the old golf course clubhouse.
Mr. Iftikhar, presented two different renderings for the Jeff Triplett
Community Center Sign for the Commissions feedback. After a brief discussion the
Commission decided they liked option 2 and that the Tim Raines Sports Park letters
should be enlarged and on the top with Jeff Triplett Community Center letters being
smaller and on the bottom.
Commissioner Britton asked if the Resolutions for Memorials could be
revised to say Mayor and Commission instead of just one Commissioner since more than
one of them attend services and ceremonies.
She requested City staff inform the Commission on the Economic
Developer applicants.
Lastly, she said that she would like an update on what is happening in the
Development Services Department as she has received phone calls and emails.
There being no further business, the meeting was adjourned at 7:05 PM.
