3289 ORDINANCE NO. 3289 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 3117 OF SAID CITY; SAID ORDINANCE BEING A ZONING PLAN; SAiD AMENDMENTS CHANGING THE ZONING OF THAT CERTAIN PROPERTY LYING BETWEEN COTvIMERCIAL STREET AND EAST FIRST STREET AND BETWEEN NORTH PALMETTO AVENUE AND NORTH SANFORD AVENUE, FROM SC-3, SPECIAL COI"~vlERCIAL, TO PD, PLANNED DEVELOPMENT; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: That Ordinance No. 3117 of the City of Sanford, Florida passed and adopted :July :77, 1992, said Ordinance being the Comprehensive Zoning Ordinance of the City of Sanford, Florida, regulating and restricting the location and use of buildings, structures, land, and water for trade, industry, residence or other purpose, be and the same is hereby amended as follows: ALL OF BLOCK 2, TIER 1, OF E.R. TRAFFORD'S MAP OF THE TOWN OF SANFORD ACCORDING TO THE PLAT THEREOF AS RECORDED IN PLAT BOOK 1, PAGE 58 OF THE PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA. be and r. he same is hereby rezoned from SC-3, Special Commercial to PD, Planned Development, and the First S~reet Office Center Pianned Development Project Plan attached as Exhibit "A" is incorporated herein by reference as if fully set forth herein. Acldi[ional conrill:ions of development. are as follows: a. The site shall develop with building frontage along both First Street and Palmetto Avenue. b. Passageways shall be provided through building allowing pedestrian access from First Street towards the water front. c. A wall erected around all parking areas shall conform to Crime Prevention Through Environmental Design (CPTED) sDndards. d. Development shall comply with the City's parking requirements unless otherwise excepted by the City through due process. However, due to the additional building requirements along Palmetto Avenue the number of parking spaces lost may be reduced from the total parking space requirement. e. Developer shall design and construct on-street parking facilities immediately adjacent to site pursuant to plans reviewed and approved by the City. f. Exterior building plans shall be subject to review and approval by the Sanford Historic Preservation Board. SECTION 2: Severability. If any section or portion of a section of this Ordinance proves to be invalid, unlawful or unconstitutional it shall not be held to impair the validity, force or effect of any other section or part of a section of this Ordinance. SECTION 3: Conflicts. That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked. SECTION 4: Effective Date.
