CITY COMMISSION MINUTES

WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, January 25, 2021, at 6:00 PM, in the City Commission Chambers, 1St
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 6:08 PM
Mr. Bonaparte, City Manager, introduced the new Economic Development
Director, Tom Tomerlin. Mr. Tomerlin gave a brief history of his background and said he
is thrilled to be working for the City of Sanford and part of the team.
1. Discussion for solution for the trees at Gateway Condominiums by Lisa Jones,
Parks and Recreation Director.
Mr. Bonaparte introduced Lisa Jones, Parks and Recreation Director. Ms.
Jones said City staff has come up with some solutions in regards to the trees at the
Gateway Condominiums. She presented pictures of different types of trees that City staff
has recommended in replacement of the existing Oak trees. She said City staff has
recommended Crepe Myrtles, as they have a nice canopy and bloom nicely. Ms. Jones
said the estimated cost for the removal of the Oak trees would be approximately $4K,

including the stump removal. The replacement trees would be approximately $3.5K to
$4K with the shared cost from Gateway Condominiums.
Commissioner Mahany understands the concerns of the residents and was
pleased with the decision of City staff on replacing the Oak trees with Crepe Myrtles. She
would like to see shared costs from the board at Gateway Condominiums.
Commissioner Britton requested City staff provide more information on
the removal of the trees and costs associated with everything.
Commission Austin asked Ms. Jones if the City would be able to replace
the Oaks with more trees. Ms. Jones said staff would review and get him additional
information.
Mr. Iftikhar, Director of Public Works and Utilities also suggested the
City remove all of the Oak trees and replace them with the Crepe Myrtles.
Mayor Woodruff said he is not in favor of removing the Oak trees and
replacing them with Crepe Myrtles. He read an email into the record from Gene
Krunkmeyer, resident that was not in favor of removing the Oak trees.
After discussion, it was the consensus of the Commission to continue this
discussion to February 8, 2021. Ms. Jones stated she will provide additional information
at the next meeting.
2. Presentation: Health Insurance Study Summary by Fred Fosson, Human
Resources and Risk Manager Director.
Mr. Fosson provided a brief summary of the Health Insurance Study

completed by Cyber Consultants. He said the consultants stated the City's insurance
memberships have increased between 25-30%; Blue Cross and Blue Shield offer
effective co -pays; the City contributes more membership costs for the employees than
any other average City and suggested the City review and renew contracts to bring them
up to date. Mr. Fosson said Cyber Consultants suggested the City perform an audit of
their medical claims, which they could provide the services in the estimated amount of
$31K. He described the different types of medical plans that are offered to retired
employees and Medicare Advantage Plans. He said one of the changes the City has made
this past year is increasing the City's deduction amount from $125K to $175K which has
saved the City money. He said Cyber Consultants applauded the Wellness Center, the
Health Care Reimbursement Program and the Elect RX Program.
3. Regular Meeting Items — additional information
A. First reading of Ordinance No. 4589, to amend Schedule "K" and Schedule
"U" of the City's Land Development Regulations (LDR's) (Relating to Signs)
[Commission Memo 21-0027] (RM 7.K)
Jordan Smith, Senior Planner, said that the modifications to this item include
code consolidation and table for temporary signage in the City. This is an
action item on tonight's agenda.
Mr. Bonaparte introduced Andrew Thomas, Community and
Neighborhood Engagement Director to provide changes to Item 6.D. Mr. Thomas
said the name of the vendor on the current memo is incorrect and should state

R.L.H. Consulting and Management of Sanford. This is an action item on
tonight's agenda.
4. Briefing Items
Mr. Bonaparte asked Mr. Iftikhar to provide an update on the sign for the
Tim Raines Sports Park and Jeff Triplett Community Center. Mr. Iftikhar
presented two new design concepts for the sign. After a brief discussion the
Commission agreed they all like Concept LB but would like to see it a little
smaller. Mr. Iftikhar said he will have the design reduced to a smaller size which
will also cut down on the cost.
5. City Manager Comments
Commissioner Britton handed out information for the Black History
Month Oratory Competition that will be sponsored by The Law Office of Alexis F. Carter
and The Goldsboro Museum. She asked the Commission if they would mind allowing the
Mayor to introduce the winners of the competition and maybe allowing a few speak.
After a brief discussion Commissioner Britton said she will address this in tonight's
meeting.
Commissioner Mahany asked Mr. Smith to provide her with an update on
the Sunshine Law violations regarding the Seminole County School Board ILA. He
referred the conversation to Amye King, Director of Planning and Development. Ms.
King recommended that the Commission should not discuss this at all. Mr. Bonaparte
politely interrupted and said what Ms. King is saying is she would like Mr. Colbert, City

Attorney, to explain. Mr. Colbert said there will be no discussions at this time and he will
have Assistant City Attorney Lonnie Groot contact her.
There being no further business, the meeting was adjourned at 6:59 PM.
