REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, February 8, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

A. Approve the procurement for American Infrastructure Technologies Corporation
(AITC) in the amount of $499,967.50
B. Approve the purchase of an Eco -Pump 6612T 6" Mobile Pipe Pump from Pat's
Pump and Blower in the amount of $78,014.70for the Sewer Division of Utilities.

2021.
I. Approve the special event permit, a noise permit and street closures for the `13th
Annual Run for God 5K' on Saturday, April 3, 2021.
J. Approve the special event permit, an alcohol permit, noise permit and street
closures for the 10th Annual `St. Johns River Festival of the Arts' on Sunday, May
1, 2021 and Sunday, May 2, 2021.
K. Approve the special event permit, an alcohol permit, a noise permit and street

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Traci Houchin, City Clerk, said it has been about 30 days since the City advertised
for Board Applicants. She said there are two positions and a resident position for the Sanford
Housing Authority, one Museum position and one Planning and Zoning Alternate position. She
said Steve Esler resigned from the Planning and Zoning Commission, so the Commission would
need to appoint the current alternate position for Zach Miller to a permanent position. Ms. Houchin
will include all the new applications in the February 22, 2021 City Commission Meeting books.

11) CITY MANAGER'S REPORT
Mr. Bonaparte said he and Mr. Thomas, Community Relations and Neighborhood
Engagement Director, are working on the creation of the Race, Equality and Inclusion Committee
and will be presenting an Agenda Memo for the February 22, 2021.
12) CITIZEN PARTICIPATION
Judy Sarullo and Elena Sicurella from Pet Rescue by Judy spoke regarding a man
who has been breeding and murdering dogs. They said his house is located in unincorporated
Seminole County and they have been contacting all public officials in the area, hoping that
everyone can work together to put a stop to the animal cruelty that is occurring at his residence.
Mr. Presley said he would reach out to the Seminole County Code Enforcement. Commissioner
Austin asked Chief Smith to get information from Ms. Sarullo and send an officer out to
investigate.
13) CITY COMMISSIONER'S REPORTS
Commissioner Britton said there has been not one meeting for the CDBG
Committee where all members are present and this concerns her. She asked why it is taking so
long to get projects moving. The Consultant agreement is not processed and the RFP has not gone
out for bid yet. Commissioner Austin said if the City should address the same people missing
meetings. Mr. Bonaparte said he would speak with Mr. Thomas. Commissioner Britton said all

City Boards need to be accountable across the board. Ms. Houchin said she is working on a Board
Policy with Lonnie Groot, Assistant City Attorney. Mr. Colbert, City Attorney provided the
definition of excused and unexcused absence. Mayor Woodruff would like the Commission to
receive copies of all minutes from board committees.
Commissioner Wiggins thanked everyone for all the love and support from his
mom's passing.
Commissioner Austin asked Mr. Bonaparte to speak about the fence and one point
of entry. Mr. Bonaparte provided the information regarding the fence and single point of entry.
Mayor Woodruff said since he was appointed as Mayor in June, he would like to
rotate the Vice Mayor in June. Commissioner Wiggins will stay Vice Mayor until June.
Mayor Woodruff asked for an alternate for Metroplan that meets every other month
on Wednesdays at 9:00 AM in Downtown Orlando. Commissioner Britton volunteered to be the
alternate member. Mayor Woodruff said he would let Commissioner Britton know far enough in
advance, if he would not be able to attend a meeting.
Mayor Woodruff said he would take the Chamber meetings back. He said the
Chamber would vote to accept or deny him at their next meeting.
