Approve the special event permit with a noise permit for the `Health Fair and Food Pantry' on Saturday, April 10, 2021. C. Approve the special event permit with an alcohol permit, a noise permit and street closure for the `First Responders Appreciation' on Sunday, May 8, 2021. D. MARCH 8, 2021 REGULAR MEETING I. Approve the increase to PO 36416 to CPH, Inc., in the amount of $8,400 for a total amount of $69,530 to perform irrigation well sampling at the Sanford International Airport. J. Approve to award bid IFB 20/21-09 to Southern Sunrise Group and procurement of services in an amount not to exceed $179,817 for landscaping services for 42 parks, medians and facilities. K. Approve to adopt the Community Engagement /Public Safety Council as an amendment to the Goldsboro Choice Neighborhood Initiative Transformation Plan. L. Approval to submit the Community Development Block Grant Program Substantial Amendment to the 2015-2020 Five — Year Consolidated Plan and the 2019-2020 Annual Action Plan to the Department of Housing and Urban Development to include eviction prevention, public services and economic development programs to prevent and respond to the spread of infectious diseases such as the coronavirus. Mr. Presley, Executive Director of Development Services, said the Senate Bill 60 would prohibit Code Enforcement Officers to investigate anonymous complaints. He said the vast majority of citizen's complaints in the City of Sanford are called in as anonymous complaints and the majority of them are legitimate. The Florida League of Cities is opposed to this legislation. Mr. Bonaparte asked Bill Marcous, Utilities Support Services Manager, to provide an update on the Water Meter Replacement Program. Mr. Marcous said the program is underway and hopes to begin replacing water meters this fiscal year. He said there is substantial software training that the City staff has to complete before they can begin installing the new meters. Mayor Woodruff asked if the City has a way to detect high usage on a water meter before a large bill is sent to a customer. Mr. Marcous said the failing of meters is the radio transmitter is failing with the old meters. After a brief discussion the Commission agreed not to put a note in resident's water bills regarding increased bills. Mr. Marcous said the Utilities Department does work with customers when they come in with a high water bill. Commissioner Austin thanked the Utilities CITY COMMISSION MINUTES MARCH 8, 2021 REGULAR MEETING Department for all of the hard work that is going into this project. He said this type of project takes a lot of time to organize and understand. Mr. Marcous said the projected time once the project begins is approximately eight r, T11 m 12) CITIZEN PARTICIPATION Christine Carter, resident, said she is concerned about the amount of traffic on W. 20th Street. She said there are cars, large trucks and school buses that speed on this road and it is very dangerous. She would like to request speed tables be installed on the street. Mr. Iftikhar said the City cannot install speed tables on this street, because it is a collector street. He said that means these streets go to arterial streets like 17/92. Commissioner Britton said she has sat on the side of W. 20th Street to observe traffic on her own and with the police department. Mario Hicks, resident, said he received a call from some residents concerned about some kids' safety. He said they were climbing on heavy equipment left out with keys in the ignition at a new development construction site. He said the kids started the equipment by the time he arrived and then ran away. Mr. Hicks wanted this on record making the Commission aware of a careless contractor. Mr. Presley will contact the contractor to snake sure this does not happen again. Mr. Hicks will forward the video to Mr. Bonaparte. 13) CITY COMMISSIONER'S REPORTS Commissioner Britton said she is holding Mr. Bonaparte responsible for making sure the Community Development Block Grant (CDBG) Amendment is completed. She is asking Commissioner Wiggins to stand with her. She said she has no faith that this project will happen. CITY COMMISSION MINUTES MARCH 8, 2021 REGULAR MEETING Commissioner Britton said she understands that the Historic District is the entertainment district. However, when she receives text messages at 2:00 AM from residents because the music is too loud, this is uncalled for. She said there was an event at Henry's Depot on Sunday and she could hear all the words to the songs at her house on 7t" and Palmetto Avenue. Mayor Woodruff asked if there was an officer assigned to downtown. Cecil Smith, Police Chief, said there is an officer and all special events that include alcohol require additional officers at the event. He said the Police Department issues warnings to the businesses the first time, citations next and then increased fines if the noise continues. Chief Smith reminded the Commission that the revised Noise Ordinance increased decibels for weekend evenings. Former Mayor Kuhn, agreed with Commissioner Britton and said there are two bars that are constant offenders. One of the bars was called into the police twice this past weekend. Mayor Woodruff asked if all the businesses received a pamphlet with all the information regarding the Noise Ordinance. Chief Smith said all the businesses have been notified. Mayor Woodruff said if the businesses continue to have this problem and education is not working, it is time for enforcement. Chief Smith wanted to make sure the Commission all approved enforcement. He said he does not want to enforce it if the Commission does not stand by the fines. The Commission agreed. Commission Britton asked Mr. Thomas for a full report on the status of the CDBG at the March 22, 2021 City Commission Meeting. Mayor Woodruff asked the Commission to look at the information he handed out regarding the Volunteer Recognition Program. CITY COMMISSION MINUTES MARCH 8, 2021 REGULAR MEETING Commissioner Britton said she sends her condolences to the Triplett family. She said she remembers a comment that he said one time about rose colored glasses and respected how he would find the happy medium with the City residents. Vice Mayor Wiggins said his condolences to the Triplett family and shared a memory about the trip to Tallahassee with the Mayor's Youth Council. Commissioner Mahany said her condolences to the Triplett family. She said he was a wonderful father, raised two wonderful boys, and was involved in sports, held a stressful job and a good Mayor. She said he certainly would live on through his two children. Mayor Woodruff said he still has the robocall from when Jeff Triplett and he ran for Mayor. He said he learned a lot from him as Mayor and wishes now he would have paid closer attention. Mayor Woodruff said Jeff Triplett was definitely a Cheer Leader for the City.
