Approve the special event permit for the `Back to School Bash' from 4 — 8 PM on Tuesday, August 3, 2021. H. Approve the special event permit and street closures for the `4`l' Annual Fast and Furriest 5K' beginning at 8 AM on Saturday, October 9, 2021. I. Approve the special event permit for the `Trunk or Treat' from 4 — 8 PM on Tuesday, October 26, 2021. J. Approve the purchase of six portable radios and accessories for the Police Department from Motorola Solutions LLC in the amount of $27,856.76 making the total procurement $99,729.40. K. Approve the procurement from CPH, Inc. for post design services for the Myrtle Avenue Streetscape Project in the amount of $159,975. L. Approve to award Bid #IFB 20/21-26 and procurement of services relating to the Myrtle Avenue Streetscape Project to the lowest responsive and responsible bidder, Gomez Construction Co. of Miami in an amount not to exceed $2,720,274.56. Second reading of Ordinance No. 4598, to modify the City's Land Development Regulations (LDR 's) to eliminate the minor conditional use process including the proposed changes to Schedule `B" and Article II; Ad published April 25, 2021. First reading of Ordinance No. 4604, to amend the Planned Development zoning of approximately 21.6 acres to modify land use and design standards for a portion of the Paulucci PD and establish the NRP PD, a proposed 352 -unit multiple family residential development with a project address of 1150 Upsala Road; Owner, Paul V. Mellini, Successor Trustee. [Commission Memo 21-108] Several residents spoke who were not in favor of this item. After a lengthy discussion, Commissioner Mahany moved to approve Ordinance No. 4604 on first reading. [Commission Memo 2 1 -110] This item was removed for further discussion. B. Approve Resolution No. 2951, to amend the Classification and Pay Plan for two additional Full Time Equivalent Police Officers. The estimated fiscal impact is $214,840 annually, which includes wages, benefits, equipment, vehicles, uniforms and training. He said he appreciates the City recognizing Law Day. 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT Mr. Bonaparte said he had an update from Planning for Commissioner Britton regarding Celery Oaks. Amye King, Director of Planning, said her and Sabreena Colbert, Senior Planner did a site visit to the Celery Oaks Subdivision. She said there was some standing water by the dog park and the fence was right along the sidewalk. She said the City has asked the developer to bring the fence back and redo the landscaping with plants/trees that do not have to be buried deep and that are drought tolerant as there is no irrigation along in that area. She said the contractor would need to correct the drainage before any of the landscaping is completed. Commissioner Britton thanked Ms. King and asked her to send her an email showing the types of landscaping that will placed, so she can follow up with the residents. 12) CITIZEN PARTICIPATION 13) CITY COMMISSION REPORTS CITY COMMISSION MINUTES APRIL 269 2021 REGULAR MEETING Commissioner Britton said she is going to miss Jordan Smith, Senior Planner, that he is very valuable. Vice Mayor Wiggins wished Mr. Smith the best. Commissioner Austin said good luck to Mr. Smith. Commissioner Mahany said good luck to Mr. Smith and we will miss you. Mayor Woodruff said good luck to Mr. Smith and welcome to the School Board. Mayor Woodruff handed out information on Human Trafficking and shared a story about the Red Sands Project. Mayor Woodruff said he had a conversation with the new owner of the mall and there are some interesting things to look forward to.
