The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, May 24, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 21-121 ]
Consent Item 6.G was pulled for further discussion.
A. Accept and file the Sanford Airport Authority Financial Report for the fiscal year
ended September 30, 2020 and 2019. (WS 1)
B. Approve the payment in the amount of $125,249.25 to SHI for the replacement of
aging computer equipment.
C. Approve payment of $65,000 to Mr. Bruce Williamson for full and final settlement
of the March 1, 1989 work related medical condition claim and any and all other
workers compensation related matters that Mr. Williamson incurred as an employee
of the City of Sanford.
D. Approve the special event permit and a noise permit for the `Community Event' on
Sunday, June 27, 2021 from 1— 5 PM.
E. Approve the special event permit and a noise permit for the '12th Annual Turkey
Day 5K' on Thursday, November 25, 2021 at 8 AM with street closures from 5 —
10 AM.
F. Approve an emergency procurement justification relating to SanPik, Inc., in the

amount of $67,929.3 8 for an emergency sewer repair located at Martin Luther King,
Jr. Boulevard and West 5th Street.
G. Approve the special event permit, an alcohol permit and a noise permit for the `14th
Annual Hurricane Party' on Saturday, June 5, 2021 from NOON until 11 PM, with
street closures from 8 AM on Saturday, June 5, 2021 through 1 AM on Sunday,
June 6, 2021.

Commissioner Britton said she spoke with the organizer of the special event for
Consent Item 6.G, the `14th Annual Hurricane Party' and informed them of her expectations as a
Commissioner. Dustin Gioertz, Manager West End, ensured the event would abide by the Noise
Ordinance, the event would be over by 11 PM and the last band would be off the stage by 10:30
PM. He said the street closures are until 2 AM because there is a lot of stage equipment to take
down.

7) PUBLIC HEARINGS:
A. First reading of Ordinance No. 4606, to approve the Comprehensive Plan
Amendment to change to Future Land Use Designation of 0.32 acre of a 0.83 acre
parcel, with a project address of 600 French Avenue from GC, General Commercial
to I, Industrial; Owner, Dolphin Ice and Water V, LLC. [Commission Memo 21-
122]
After lengthy discussions, Vice Mayor Wiggins moved to deny Ordinance No.
4606. Seconded by Commissioner Mahany and carried by vote of the Commission as follows:

(corresponding City Designation); Owner, Monnar Investments, LLC.

8) OTHER ITEMS
A. Approve Resolution No. 2955, to amend the Classification and Pay Plan, to add one
temporary regular Full -Time Equivalent (FTE) Public Works Fleet Maintenance
Superintendent position. The incumbent who has been in this position for 28 years
will be retiring October 4, 2021 and is a significant training resource for the new
employee that will replace him. The fiscal impact estimated for the remainder of
Fiscal Year 2020/21 is estimated to be $28,104. [Commission Memo 21-124]

9) CITY ATTORNEY'S REPORT

Traci Houchin, City Clerk, said the Community Redevelopment Agency would like
to have a Joint Work Session on June 28, 2021.
11) CITY MANAGER'S REPORT
Mr. Bonaparte recognized Deputy Chief designee Captain Trekelle Perkins in the
audience tonight.
12) CITIZEN PARTICIPATION
Leo Thimm, Life Scout from Troop 854 of Lake Mary, asked how the City helps
the homeless population, and how he can assist. Mayor Woodruff said there are many factors
involved with helping homeless people. He said first the City has to find places where they can
live. He said many times they are unemployed, addicted to alcohol and/or drugs or have mental
illnesses. He said the City is part of the Central Florida Homeless Coalition. Mayor Woodruff said
the City has just broken ground on a 60 -unit public housing development in Goldsboro. Vice
Mayor Wiggins said the 60 -unit public housing would be completed by the end of this year or
beginning of next year. He said the next two years there will be a total of 300 -units. Commissioner
Britton said the City has a Homeless Task Force run by Andrew Thomas, Community and
Neighborhood Engagement Director, and the Mayor's Youth Council. She suggested Mr. Thimm
get in touch with Mr. Thomas to see how he can assist. Mr. Bonaparte told Mr. Thimm he would
give him Mr. Thomas's contact information at the end of the meeting.

Former Mayor Kuhn, said in January she told the Commission they would see her
again. She said she would like to discuss two distinct different matters that are also intertwined.
She wanted to discuss the Noise Ordinance and repeat offenders in violation of the decibels and
time restrictions. She said on Friday, May 21St at 12:30 AM a patron was permitted to blare very
offensive music laced with profanity and frequent use of the `N' word from a golf cart in front of
a specific establishment. She said a video has been provided to Mayor Woodruff and
Commissioner Britton. She said when a resident approached the patron to turn down the music;
the crowd of people surrounding the patron became loud and verbally hostile and acting in a
threatening manner to her daughter. Mayor Kuhn said her daughter's house is the closest house to
Sanford Avenue. She said the police were called but the golf cart had left the area before they
arrived and then returned after the police had left. She said the following night May 22nd there was
another Sanford Avenue street party that began at 6 PM. She said her family was going to have a
night out at the pool but the thumping of the bass became so annoying, her family had to go inside,
where the music could still be heard. She said the event shut down at the scheduled time, however
the surrounding bars continued playing loud music until 2:30 AM. She suggested the Fire Marshall
visit the bars for a capacity check.
Mayor Kuhn addressed Commissioner Austin and said, in the past you have said
businesses downtown have made huge investments. She said, the homeowners have made
investments, worked hard and deserve to enjoy their homes in peace. She said the City has worked
hard getting rid of the prostitution and drugs on Sanford Avenue and have come a long way. In the
past people were afraid to visit downtown Sanford after dark.

Mayor Kuhn asked the Commission to do the following to help resolve the noise
• Assign an officer to Sanford Avenue and the downtown areas on the weekends
between 10 PM and 2 AM, especially if there is an event.
• Revisit the Noise Ordinance to lower the decibels.
Stop approving all of the special events and limit the amount of street closures.
• Use the Nuisance Abatement Ordinance to shut own those businesses that are
consistently not abiding by the rules.
Mayor Kuhn said special events should be used to enhance the City. She did some
research on how other states handle their entertainment districts. She sent that information to
Mayor Woodruff and Commissioner Britton with information on how New York, Tampa and
Nashville handle their events.
Mayor Kuhn said the City should use the ordinance to stop bars from serving liquor
by taking away their liquor license.
Mayor Kuhn read a quote from an article stating how constant music blaring over
a continuous period of time, can lead to mental health issues
Mayor Kuhn said she is putting the City on warning and if the noise concerns are
not rectified, there are several residents prepared to take legal actions against the City and the
Police Department.
Mayor Woodruff asked outgoing Deputy Chief Raimondo to arrange having an
officer designated to downtown between the hours of 10 PM to 2 AM. Deputy Chief Raimondo

asked the Commission if they would rather have an officer there from 7 PM to 3 AM so they can
monitor the noise levels at different hours.
Commissioner Britton and Commissioner Austin suggested there be more than one
Officer. Commissioner Britton said she had an incident involving finding the owner of a vehicle
to get it moved because it was blocking an entrance and the officer that reported to the scene, made
her feel like her needs were not important. She asked Deputy Chief Raimondo if he could inform
the officers that when people are speaking to them, the officers need to treat everyone with respect
and that what the residents are saying is important. Deputy Chief Raimondo apologized to
Commissioner Britton and said this is a team effort and the Police Department is committed to a
high level of service.
Commissioner Mahany told Commissioner Britton that over the years she has
learned that when something is happening in her district that involves the police, she does not go
out to see what is happening. She said the last person the officers want to see, is a Commissioner,
to answer their questions. She said she had Deputy Chief Raimondo's cell phone number and she
would just contact him. Commissioner Britton said if there is something happening in her district
she wants to know what is going on.
Mayor Woodruff said the Commission has to find balance for the businesses and
the residents and look at parking.
Mr. Bonaparte said he is confident the Police Department will handle this situation.
Cobbin McGee, resident and owner of Shantel's Restaurant, said he wanted to
verify that his business stays in compliance with the noise Ordinance. He said he has a decibel

reader on his phone were he monitors the sound levels often when they have an event.
Cheryl Demmings, 606 Palmetto, said she wanted to bring something to the
Commissions attention. She said the Commission approved the Hurricane Party tonight, however
the bar has been advertising for this party for several weeks with posters, anticipating that it would
be approved —just as you seem to do with every special event request. Commissioner Britton said
and she met with Paul and Will, organizers of the event, regarding that and a number of other
things and she looks forward to their cooperation.
13) CITY COMMISSION REPORTS
Vice Mayor Wiggins said he has his community meeting this Thursday at 6 PM
and Seminole State College will be there as they bring back the Summer Bridge Program. He said
if anyone knows students graduating from Seminole County Public Schools, this program would
cover the first two college classes. This program will be for the first 200 students.
Commissioner Austin shared a very pleasant experience he had with the Florida
Department of Transportation. He said they were nothing but professional, understanding the
citizen's concerns, and they bent over backwards to keep him informed with the issues on 17/92.
Mayor Woodruff attended the Historic Trust Preservation Ceremony and he
believes the City has gotten where it is today because of them.
Mayor Woodruff attended the Soap Box Derby event this weekend and a few ladies
approached him to tell him how impressed they were with Mike Kirby Park. They said the park is
one of twelve parks in the nation to hold Soap Box Derby events.
Mayor Woodruff said he and Mr. Bonaparte attended the unveiling of the mural at

the mall and got to meet the new owner. He said there are some exciting things coming in the
future.
