CHANGING /5~ND AMENDING SC"~IEDULE S, HISTORIC
PRESERVATION, SECTION 5, SIGN REGULATIONS IN
THE DOWNTOWN CO~4ERCIAL HISTORIC DISTRICT, ~
ADDING SECTION 5,1, SIDEWALK DISPLAY, LAND
DEVELOPMENT REGULATIONS; PROVIDING FOR
SEVERABILITY, CONFLICTS, INCLUSION INTO THE
SANFORD LAND DEVELOPMENT REGULATIONS ~
EFFECTIVE DATE.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: Ordinance No. 3117, said Ordinance being the Land
Development Regulations of the City, Schedule S, Historic
Preservation, Section 5.0, Sign Regulations in the Downtown
Commercial Historic District, is amended to read as follows:

SECTION 5.0 SIGNS AND OUTDOOR SIDEWALK DISPLAY REGULATIONS IN
THE DOWNTOWN COMMERCIAL HISTORIC DISTRICT
SECTION 2: Ordinance No. 3117, said Ordinance being the Land
Development Regulations of the City, Schedule S, Historic
Preservation, Section 5.1, Sidewalk Display, is added as follows:

HISTORIC PRESERVATION
SECTION 5.1 SIDEWALK DISPLAY
Outdoor display upon sidewalks in the Historic Commercial District
shall be provided for in this section of the Land Development
Regulations, This section shall supersede other outdoor display
and storage regulations and requirements contained in these
regulations. Sidewalks shall include those paved walkways located
in the public right-of-way that are intended for pedestrian usage.
A. Easel or Sandwich Signs. Outside advertising display shall
only include such items as an easel-mounted or "sandwich" type
sign. Such displays shall be limited to one (1) such sign per
active store entrance way. The sign shall relate to the
business or merchandise line of the particular place of
business,
B. Pedestrian Traffic. A minimum clear width for pedestrian
traffic of five (5) feet shall be provided and maintained
along the sidewalk.
C. Display Criteria. The following guidelines shall be forwarded
for outdoor display:
1. Display shall generally be located directly in front of
the storefront for which it is intended. Doorways shall
not be blocked.
2. Displays shall not hang from aerial braces but shall rest
on the ground,
3. Displays shall not be permitted to remain upon sidewalks
when the business is not open.
4. Displays shall not exceed thirty (30) inches in height,
other than signs, in which case maximum height shall be
36 inches for sandwich signs and sixty (60) inches for
easel-mounted signs such as menu boards.
5. Displays shall not project more than twenty four (24)
inches from the building wall facing the street,
6. Total display width shall not be more than two-thirds
(2/3) of the display window width of the storefront as
measured in feet.
7. ,,Sandwich,' signs shall be no larger than 24 inches wide
by 36 inches high. Signs placed on easels shall be no
larger than 24 inches wide by 24 inches high. No more
than one (1) sign shall be permitted per storefront
(business).
D. Effect of Regulations. These regulations shall become
effective when adopted for those displays placed on City-owned
street/sidewalk right-of-way. Application of these
regulations to outside display not on street/sidewalk right-
of-way shall be effective six (6) months followin9 the date of
adoption of this ordinance.
SECTION 4: SEVERABILITY. If any section or portion of a
section of this ordinance proves to be invalid, unlawful or
unconstitutional, it shall not be held to impair the validity,
force or effect of any other section or part of this ordinance.
SECTION 5: CONFLICTS. That all ordinances or parts of
ordinances in conflict herewith be and the same are hereby revoked.
SECTION 6: EFFECTIVE DATE. That this ordinance shall become
effective immediately upon its passage and adoption.
SECTION 7: INCLUSION. The provisions of this Ordinance shall
be included and incorporated within the Land Development
Regulations of the City of Sanford, Florida, and the Land
