File #: 21-002620 Permit #: COA21-000087 HISTORIC PRESERVATION BOARD OF THE CITY OF SANFORD DENIAL DEVELOPMENT ORDER NO. 21-09 RELATING TO 301 WEST 8TH STREET DENYING CERTIFICATE OF APPROPRIATENESS The Historic Preservation Board (HPB) of the City of Sanford issued this Denial Development Order relating to an application for a Certificate of Appropriateness relating to and touching and concerning the following described property: 301 West 8th Street, which is assigned Tax Parcel Identification Number: 25-19-30-5AG-1006-0010 by the Seminole County Property Appraiser. FINDINGS OF FACT Property Owner: Diocese of Orlando Bishop John G. Noonan Post Office Box 1800 Orlando, Florida 32802-1800 Applicant: Eric Hopton Hopton Roofing, Inc. 165 West Ohio Avenue Lake Helen, Florida 32744 Project: Approval of the HPB for a change in roof material relative to property located at the 301 West 8th Street. Requested Development Approval: The Applicant requested approval of the HPB for a change in roof material relative to property located at the 301 West 8th Street. 1 I Page Additional Findings: The non-contributing block and stucco structure was constructed in 1984 as evidenced by a review of the records of the Seminole County Property Appraiser. The roof is presently finished with dark colored architectural shingles. The property owner is proposing galvalume classic rib panels installed over the existing shingles. The subject property is a non-contributing property, characterized by lack of architectural detail. The most appropriate roofing material for the period and style is the original shingles. CONCLUSIONS OF LAW (a). Pursuant to Section 8.0 of Schedule "S" of the City's Land Development Regulations (LDRs), the HPB has reviewed the proposed Certificate of Appropriateness and all application documentation and matters relating thereto in accordance with the procedures for altering historic landmarks or structures within historic districts as set forth in Schedule "S" of the City's LDRs. (b). Specifically, Schedule "S" provides as follows: (1). The original roof shape and material of the principal and accessory buildings shall be retained if it is in good condition or repairable. (2). Deteriorated roofing material shall be replaced with new material that is consistent with the style of the structure and shall be similar to the existing or original roof in compositions, size shape and texture, except in the case of asbestos shingles, which may be replaced with 2 1 P a - e new materials such as fiberglass shingles, cement fiber tiles or shingles, or clay tiles that are similar to the original roofing. (3). All shingles must be architectural. (4). All pitched roof planes shall match in material, shape, texture, design, dimension, color, and other identifying features. (5). Metal roofs shall be standing seam, stamped metal shingle, full corrugated, 5V crimp or must simulate the appearance of standing seam. (6). Metal roofs may be copper, galvanized, silver or gray in color, or otherwise simulate a historic patina. (c). To the extent that a conclusion of law as set forth herein also constitutes a factual finding, then such shall be taken to be so as part of this Denial Development Order. (d). The proposed Certificate of Appropriateness is hereby found and determined not to comply with all of the aforestated requirements and provisions. (e). Additionally, the proposed Certificate of Appropriateness sought is hereby found and determined to be inconsistent with the City of Sanford Comprehensive Plan and development of the property as proposed would be inconsistent with and in non- compliance to applicable land development regulations and all other applicable regulations and ordinances as set forth in the Code of Ordinances of the City of Sanford. ORDER NOW, THEREFORE, IT IS ORDERED THAT: 3 1 P a1�g e (1). The aforementioned application for a Certificate of Appropriateness is DENIED based upon the conclusion that the proposed roof material is not the most appropriate roofing material for the period and style of the structure as opposed to the original shingles and, further, the proposed roof material is not consistent with the purpose and intent of Schedule "S" of the City's LDRs and does not comply with the specific design guidelines contained within Schedule "S" of the City's LDRs. (2). This Denial Development Order disapproving issuance of a Certificate of Appropriateness touches and concerns the aforedescribed property. Done and Ordered on the date first written below. As approved and authorized for execution by the Historic Preservation Board of the City of Sanford at its meeting of April 21, 2021.
