REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 28, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 21-142]
Commissioner Britton requested Item 6.M be pulled for additional discussion.
A. Approve the Annual Funding Agreement between the City of Sanford and
MetroPlan Orlando FY 2021/2022 in the amount of $30,896 and authorize the
Mayor to execute the agreement on behalf of the City.
B. Approval of the procurement of services in the amount of $25,465 for Neel -
Schaffer, Inc. for U.S. Army Corps of Engineering (USACE) Flood Plain
Management Services Program Assistance.
C. Approval to increase purchase order #37886 in the amount of $237,000, bringing
the total PO amount to $450,272, for additional Automatic Meters and Registers
from Empire Pipe and Supply.
D. Approval to increase purchase order #37747, in the amount of $110,857.73,
bringing the total PO amount to $250,431.73 ' for the emergency procurement
relating to Sanpik, Inc. for services related to the sewer repairs on Georgia Avenue
by Seminole High School.
E. Approve the purchase of various line stop and utility fitting materials from EA
Tapping, LLC in the amount of $50,000.
F. Approval of an increase to purchase order #37405, in the amount of $61,000,
bringing the total PO amount to $70,900, for utility line repair materials from

G. Approval for vehicle #280, a 2008 Capacity Dura -Built Trailer Jockey, VIN
#4LMDF17348L019452 (inventory #1574), be sent to auction and be sold to the
highest bidder.
H. Approval for a procurement of services for CPH, Inc. to include alternative water
supply well evaluations, well analysis, and ground water quality evaluations in the
amount of $64,890.
I. Approval to increase purchase order #37942, in the amount of $42,958.30 bringing
the total PO amount to $81,177.61, to MCCI for the completion of the task on
converting rolled/shelved plans to Laserfiche.
J. Approve the special event permit, an alcohol permit and a noise permit for the
`Festival Puertorriquenos y Multicultural' from 11 AM — 9 PM on Saturday, August
14, 2021, with street closures from 6 AM —11 PM.
K. Approve the special event permit, with an alcohol permit and a noise permit for the
`Big Bad Food Truck War & Concert in the Park' from 4 PM — 9 PM on Saturday,
October 2, 2021, with street closures from 6 AM until 10:30 PM.
L. Approve an additional street closure from 9 AM until 9 PM, for the previously
approved special event, `4th Annual Sanford Jazz in the Park' from 2 PM — 7 PM
on Saturday, October 23, 2021.
M. Approve a grant agreement with the City of Sanford and Sanford Main Street, Inc.,
in the amount of $50,000 as matching funds from Seminole County Tourism Grant.

9) CITY ATTORNEY'S REPORT.

Mr. Bonaparte informed the Commission that staff is working on a Resolution that
will provide a timeline for those who wish to submit documents to the Planning & Zoning
Committee.
At the request of Mr. Bonaparte, Parks and Recreation Director, Lisa Jones
provided an update on available lots in the City for field use. She said that the department is looking
at various options throughout the City and as well as working with other departments.
Next, Mr. Bonaparte asked Community Engagement Director to provide an update
on the Race, Equality, Equity and Inclusion Committee. Mr. Thomas said that 15 Committee
members have been appointed to the Committee. He distributed a handout with a list of the
committee members. The first meeting will be held at the end of July. Commissioner Britton said
that she is disappointed as she was hoping for more applicants to select from.
Mr. Bonaparte stated that the City has received the first half of the American Rescue
Funds and that staff is working on a list of projects that they will come back with. Lastly, Mr.
Bonaparte said that Commissioner Austin has agreed to serve as the City's voting delegate at the

Florida League of Cities Annual Conference.
Commissioner Britton moved to elect Commissioner Austin to serve as the 2021
voting delegate at the Florida League of Cities Annual Conference. Seconded by Vice Mayor

Mayor Woodruff asked Mr. Colbert to clarify the upcoming resolution that is going
before the Planning & Zoning Commission. Mr. Colbert offered to review the resolution.
12) CITIZEN PARTICIPATION
Antoinette Jones, spoke out against the Sanford Police Department. She said that
she is very disappointed in the way the investigation was handled pertaining to her son's car
accident. The City Manager asked Deputy Chief Perkins to speak with Ms. Jones.
13) CITY COMMISSIONER'S REPORTS
Commissioner Britton asked that Mr. Thomas submit a CDBG quarterly report to
the Mayor and Commission, as she would like to see that they remain focused. Secondly,
Commissioner Britton addressed marketing. She believes that the Commission should have a say
in how the City is marketed. In addition, she wants to be certain that the entire City is marketed,
not just the downtown. Mayor Woodruff agreed.
Vice Mayor Wiggins said that the turn out for the Picnic Project has been incredible.
There being no further business, the meeting was adjourned at 8:15 PM.
