REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 14, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 21-126]
A. Approval to increase purchase order #37547 in an amount of $195,000 to Harcros
Chemicals Inc. for additional polymer and coagulant chemicals for both of the
City's wastewater treatment facilities.
B. Approve to purchase Virgin Granular Activated Carbon (VGAC) materials and
nozzles from Calgon Carbon Corporation in the amount of $66,280 for the
Auxiliary Water Treatment Plant.
C. Approval to send vehicle #262, a 2001 model LT7500 Vac Con Truck from the
Utilities Sewer Division, to auction and sell to the highest bidder.
D. Approve the issuance of a Consent Order with the Florida Department of
Environmental Protection; Dismissal; Sanford North WRF DW Facility ID FL
0020141; Enforcement Case: OCG Case Bo: 21-0210 and all implementing actions.
E. Authorize the retirement of service weapon, Sig Sauer P320 9MM, Serial Number
58C199488 and approve Deputy Chief Anthony Raimondo to receive his service
weapon.
F. Approve the second fiscal year of the 4 -year Dispatch Services Agreement with the

Seminole County Sheriff's Office and the City of Sanford for Fiscal Year
2021/2021, commencing on October 1, 2021 in an annual amount of $686,900. This
will be paid in four quarterly installments of $171,172 contingent on approval of
the 2021/2022 Budget.
G. Approve the special event permit, an alcohol permit and a noise permit for `Summer
of Sours' from 4 —10 PM on Saturday, July 24, 2021.
H. Approve the special event permit, an alcohol permit and a noise permit for `Henry's
Depot Summer Concert Series' from 4 — 9 PM on Sunday, July 25, 2021; Sunday,
August 22, 2021; Sunday, September 5, 2021; Sunday, September 26, 2021; and
October 17, 2021.
I. Approve the special event permit for the continuation of the weekly `Kaleidoscope
Artisan Market' from NOON until 6 PM, every Sunday through August 22, 2021
in the right-of-way at Henry's Depot.
J. Approve the special event permit for the `Cheetahs 5K' at 7 AM on Saturday,
August 28, 2021, with street closures from 5 — 9 AM.
K. Approve the special event permit, an alcohol permit and a noise permit for
`Hollerbach's Oktoberfest' from 5 —10 PM on Friday, October 8, 2021; 2 —10 PM
on Saturday, October 9, 2021; and NOON — 6 PM on Sunday, October 10, 2021
with a continuous closure of Sanford Avenue from 1St Street to Seminole

G. Approve Emergency water service to 1709 Tangerine Avenue with property owners
being responsible of all application fees and connections charges to the City's
distribution system, will all utility connections and lines to be installed as required
by the City with the property owners being required to meet the higher of either
City or County development standards. The annexation petition will be recorded in
the public records of Seminole County. [Commission Memo 21-141 ]

9) CITY ATTORNEY'S REPORT

Traci Houchin, City Clerk, said Jerry Mills resigned from the Planning and Zoning
Commission. She said the Commission would need to appoint someone to his position and appoint
a new alternate position. She asked if the Commission wishes to appoint Ashlee Woodard into Mr.
Mills old position.
After a brief discussion, Commissioner Mahany moved to appoint Ashlee Woodard

Mayor Woodruff said the public has been made aware that items must be submitted
to the Planning and Zoning Commission with the required deadline in the future.
11) CITY MANAGER REPORT
12) CITIZEN PARTICIPATION
Eylij ah Campbell, player on the Florida Dominators, asked the Commission to help
find a football field for him and friends to be able to practice on and call their home field. Andell
Grant, Eylijah's grandmother, said the team would like to have a home field because some of the
players are not able to get transportation to travel further for practices and games. The Commission
asked Jerry Sullivan, Leisure Services Manager, to please get with Ms. Grant to see what the City
can do to assist the team.
13) CITY COMMISSION REPORTS
Commissioner Britton said she likes how Christina Hollerbach set-up the
Ocktoberfest Event and not shutting down 1" Street for the entire weekend.
Vice Mayor Wiggins said he would be having the food drive this coming Friday,
from 1 PM — 3 PM at Seminole Gardens. He said next Friday it would be at the same time at
Bentley Wilson Park.

Commissioner Austin asked if the City could turn the park across the street from
Sanford Middle School into a football field.
Commissioner Mahany said she would be late to the next Commission meeting, as
she will be coming back from Huntsville Alabama.
Mayor Woodruff handed out a brochure with the 2021-22 schedule for the Ritz
Theatre. He said the junior kids are performing Frozen from June 24 — June 27, 2021 that was not
on the schedule.
Mayor Woodruff said he was involved in an event over the weekend called the
Peace Run. The group runs across the world spreading peace. Mayor Woodruff said he ran with
flags a few blocks. He said they ran to the Jeff Triplett Center where they presented an award to
Vice Mayor Wiggins and planted two trees near the rest station in honor of former Mayor Jeff
Triplett and Vice Mayor Wiggins for their dedication.
