Annual Action Plan to the Department of Housing and Urban Development (HUD).
FISCAL/STAFFING STATEMENT:
The U.S. Department of Housing and Urban Development (HUD) for Program Year 2021-2022
October 1, 2021 through September 30, 2022), has allocated $517,343 in CDBG funding for the
City of Sanford. Included in the allocation is a 20% ($103,468) allowance for administration and
planning costs to cover administrative cost to administer the City's CDBG program.

The U.S. Department of Housing and Urban Development (HUD) classifies the City of Sanford as
an "Entitlement Community". Socio-economic and demographic data of the City make it eligible
as a HUD Entitlement Community jurisdiction. As an "Entitlement Community", the City of
Sanford is entitled to annual allocations of funds from the HUD Community Development Block
Grant (CDBG) Program. The purpose of these funds is to provide decent housing, a suitable living
environment and better economic opportunities for low and moderate -income residents of the City
of Sanford.
In order to receive these funds, HUD requires that the City develop and submit a City Commission
approved Annual Action Plan that is based on community needs that have been prioritized with
goals, objectives and strategies. The activities proposed in the 2021-2022 Annual Action Plan,
supports and is consistent with the 2020 - 2024 Five -Year Consolidated Plan.
The Five -Year Consolidated Plan is one distinct document, which is implemented through five
annual phases that are submitted to HUD as Annual Action Plans. The Annual Action Plans
identify the proposed projects for HUD funding each program year and provides the linkage
between projects and specific objectives developed to address priority needs that were identified in
the Five -Year Consolidated Plan.
Pursuant to the HUD requirements, the City publishes the proposed funding priorities for
community input, conducted one (1) public hearings for citizens' participation in the planning
process and published a thirty (30) day public comment period on the proposed activities in the
Sanford Herald and on the City website.
As noted in the City of Sanford 2020 - 2024 Five -Year Consolidated Plan, Goldsboro is designated
as the target area. The Goldsboro CNI Transformation Plan is the foundation for the Five -Year
Consolidated Plan's goals and objectives. The Transformation Plan was adopted by both the City
of Sanford and the Sanford Housing Authority and submitted to HUD in June of 2018. The Plan
identified roles and responsibilities for the three partners regarding implementation of the Plan.
The City of Sanford responsibilities include those function that impact the neighborhood, i.e.
planning, zoning, public works, infrastructure, economic development, public services, parks and
recreation facilities and housing assistance. In addition, the community has expressed a high
interest in programs that will improve the economy, academic and civic wellbeing of the youth in
the area. Consequently, the funding priorities being proposed are intended to address the identified
needs in the target area of Goldsboro.
Proposed CDBG activities for 2021 are consistent with the primary objective of the Housing and
Community Development Act of 1974 as amended. This objective of developing viable urban
communities is accomplished by providing programs and activities that focus on decent housing,
sustainable living envirom-nents and expanded economic development opportunities for persons of
low and moderate income.
The approved Annual Action Plan must be submitted to HUD before August 16, 2021.
LEGAL REVIEW:
No legal review requested of the City Attorney.
RECOMMENDATION:
It is staff's recommendation that the City Commission approve the submission of the Community
Development Block Grant (CDBG) One -Year 2021-2022 Annual Action Plan to the Department
of Housing and Urban Development.
