Bonaparte, Jr., City Manager SUBJECT: Community Development Block Grant (CDBG) Five - Year 2020 — 2024 Consolidated and One Year 2020 — 2021 Annual Action Plan STRATEGIC PRIORITIES: Unify Downtown & the Waterfront Promote the City's Distinct Culture Update Regulatory Framework Redevelop and Revitalize Disadvantaged Communities SYNOPSIS: Approval to submit the Community Development Block Grant Program Five -Year 2020-2024 Consolidated and One Year 2020-2021 Action Plan to the Department of Housing and Urban Development. FISCAL/STAFFING STATEMENT: The U.S. Department of Housing and Urban Development (HUD) for Program Year 2020-2021 October 1, 2020 through September 30, 2021), has allocated $507,198 in CDBG funding for the City of Sanford. Included in the allocation is a 20% ($101,439) allowance for administration and planning costs. The U.S. Department of Housing and Urban Development (HUD) classifies the City of Sanford as an "Entitlement Community". Socio-economic and demographic data of the City make it eligible as a HUD Entitlement Community jurisdiction. As an "Entitlement Community", the City of Sanford is entitled to annual allocations of funds from the Community Development Block Grant CDBG) Program. The purpose of these funds is to provide decent housing, a suitable living environment and better economic opportunities for low and moderate -income residents of the City of Sanford. In order to receive these funds, HUD requires that the City develop and submit a City Commission approved Annual Action Plan that is based on community needs that have been prioritized with goals, objectives and strategies. The activities proposed in the 2020-2021 Annual Action Plan, supports and is consistent with the 2020-2024 Five -Year Consolidated Plan that incorporates the Goldsboro Transformation Plan. The Transformation Plan is the product of an open and transport planning process involving more than 250 residents and community stakeholders and informed by a lengthy face-to-face survey of 200 community residents and former SHA relocated residents. The community came together to envision its future through seven (7) working groups that each met at least seven (7) times; three community -wide information fairs that attracted over 200 residents; a constant updated website where all meetings notices, agendas, meeting minutes and presentation materials were posted; and an active Facebook page highlighting community events. At the June 25, 2018, City Commission meeting, the City Commission adopted the Goldsboro Transformation Plan in partnership with the Sanford Housing Authority and the Goldsboro Front Porch Council, Inc. and authorized the submission of the Plan to Department of Housing and Urban Development (HUD). The Goldsboro Transformation Plan was submitted to (HUD) June 28, 2018 and accepted by HUD. The Five -Year Consolidated Plan is one distinct document, which is implemented through five annual phases that are submitted to HUD as Annual Action Plans. The Annual Action Plans identify the proposed projects for HUD funding each program year and provides the linkage between projects and specific objectives developed to address priority needs that were identified in the Five -Year Consolidated Plan. Pursuant to the HUD requirements, the City publishes the proposed funding priorities for community input in the Sanford Herald, conducted one (1) public hearings on October 28, 2020 for citizens' participation in the planning process and published a fifteen (15) day October 21, 2020 through November 4, 2020 public comment period on the proposed activities. As noted in the City of Sanford 2020 - 2024 Five -Year Consolidated Plan, the Goldsboro, neighborhood is designated as the target areas. Upgrading the infrastructure, including, public facilities, housing, economic development and public services in the CDBG target area is the major focus of the CDBG Program. In addition, the community has expressed a high interest in programs that will improve public transportation, connectivity of the neighborhood, rezoning and civic wellbeing of the youth from low and moderate income households. Consequently, the funding priorities being proposed are intended to address the identified needs in the target areas. Proposed CDBG activities for 2020 are consistent with the primary objective of the Housing and Community Development Act of 1974 as amended. This objective of developing viable urban communities is accomplished by providing programs and activities that focus on decent housing, sustainable living environments and expanded economic development opportunities for persons of low and moderate income. The approved 2020 — 2024 Five -Year Consolidated and 2020 — 2021 Annual Action Plan must be submitted to HUD before November 16, 2020. LEGAL REVIEW: No legal review requested of the City Attorney. RF.commENDATION: It is staff's recommendation that the City Commission approve the submission of the Community Development Block Grant (CDBG) 2020 - 2024 Five -Year Consolidated and One - Year 2020 - 2021 Annual Action Plan to the Department of Housing and Urban Development.
