CITY COMMISSION MINUTES AUGUST 9, 2021 REGULAR MEETING Item 8.0 First reading of Ordinance No. 4618, to rezone 3.06 acres from RMOI, Multi - Family Residential -Office -Institutional, zoning district/classification to PD, Planned Development, zoning district/classification to establish the Vistas at Lake Monroe PD, a 100 -unit multiple family residential development with the project address of 1100 East Street based on consistency with goals, objectives and policies of the City's Comprehensive Plan. [Commission Memo 21-171 ] Commissioner Mahany moved to continue Ordinance No. 4618 on the first reading to August 23, 2021. Retire service weapon Sig Sauer P320 9 MM, serial number 580198321 and authorize Sergeant Allan McCoy to receive his service weapon. B. Approve the Annual School Resource Officer Agreement between the Seminole County School Board and the City of Sanford Police Department in the amount of $676,971. C. Approve an additional $20,000 for the Sanford Police Department to purchase uniforms and supplies from Galls, LLC. D. Approve the $35,000 increase to purchase order #37802 for continued service by CPH, Inc. due to the unfilled position of a Planning Engineer. E. Approve the $20,000 increase to purchase order #37982 to EA Tapping, LLC, for line stop and utility fitting materials. F. Approve the $40,000 increase to purchase order #37555 to Ferguson Waterworks for continuous service on hydrants and utility lines. G. . Approve the special event permit request, with an alcohol permit, for the `Meals on Wheels Car Show' from 11 AM until 3 PM on Sunday, September 19, 2021. K. Approve the special event permit request, with a noise permit, for the `National Night Out Against Crime' from 5 — 8 PM on Tuesday, October 5, 2021 with street closures from 1— 9 PM. L. Approve the special event permit request, with a noise permit, for the `Fall Fest in Ft. Mellon Park' from 6 —10 PM on Friday, November 12, 2021. M. Approve the special event permit request, with a noise permit and alcohol permit, for the `9'" Annual Sofa and Suds' from 2 — 6 PM on Saturday, November 14, 2021 with street closures from 10 AM until 8 PM. Approve Resolution No. 2973, amending the Classification and Pay Plan by creating one Regular Full Time Equivalent (FTE) Litter Control — Maintenance Worker in the Streets Division of Public Works/Utilities Department. There is no fiscal impact in FY 20/21, however the fiscal impact in FY 21/22 is estimated to be $44,947. [Commission Memo 21-176] Vice Mayor Wiggins moved to approve Resolution No. 2973. Seconded by Commissioner Britton and carried by vote of the Commission as follows: CITY COMMISSION MINUTES AUGUST 99 2021 REGULAR MEETING Mayor Woodruff Aye Vice Mayor Wiggins Aye Commissioner Britton Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT Mr. Groot said Bill Colbert, City Attorney is recovering well from his knee surgery. 10) CITY CLERK'S REPORT Cathy LoTempio, Deputy City Clerk, reminded the Mayor to discuss board appointments. 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION Sasha Murphy read a letter on behalf of her father who received a ticket driving his golf cart through Academy Manor. He stated he would like to be able to drive his golf cart around without receiving fines. Mr. Bonaparte said the Police Department and Public Works Department are working on a traffic study for the golf cart zones that will take some time as there are a lot of area to cover. Mayor Woodruff read comment cards from Wafa Esposito looking to speak with Commissioner Mahany and Commissioner Britton and from Cindy Haller with concerns about the blue-green algae in Lake Monroe. 13) CITY COMMISSION REPORTS Commissioner Britton recognized she has received the emails regarding the Mayfair area regarding the flooding concerns. Mayor Woodruff said there are several of Board Appointments that are coming up CITY COMMISSION MINUTES AUGUST 9, 2021 REGULAR MEETING for re -appointment and asked the Commission if they want to interview them or just re -appoint them if they would like to serve an additional term. The consensus was to interview the candidates. Mayor Woodruff asked the Clerk's office to schedule interviews at the next Commission Meeting.
