09-13-2021 WS MinutesP-01 6 CITY COMMISSION MINUTES '3" � �o �ocqd SEPTEMBER 13, 2021 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 13, 2021, at 5:00 PM, in the City Commission Chambers, 1" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. Commissioner Sheena R. Britton Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: City Attorney William L. Colbert Mayor Woodruff called the meeting to order at 5:10 PM 1. Presentation: Proposed Impact Fees by Raftelis. Mr. Bonaparte, introduced Cindy Lindsay, Finance Director. Ms. Lindsay then introduced Joe Williams and Tony Hairston of Raftelis. Mr. Williams provided a power point presentation that included the Police, Fire and Recreation Impact Fee Update. Mr. Williams reviewed existing municipal impact fees for residential and demand characteristics. He discussed the Police and Fire Methodology; Reviewing the number police and firefighters need to build -out, costs allocated to each additional officer/fire fighter and fees. He discussed Recreation Methodology; Recognizing the existing parks and facilities to have more capacity to serve future development; Uses CITY COMMISSION MINUTES SEPTEMBER 139 2021 WORK SESSION City's Recreation capital improvement plan to determine future projects that will benefit development. Mr. Williams reviewed the proposed impact fees, a brief conclusion. He said updated fees are based on recent and local costs, using a phased increase to comply with updated impact fee legislation and by updating the impact fees, the City minimizes the cost burden of growth to existing residents and businesses. He said the updated fees are comparable to neighboring communities. Commissioner Austin asked how the Rec Impact Fees are decreasing when the population increased. Mr. Williams said not all funding comes from growth. Commission Austin asked Mr. Williams if he believes that the City should decrease impact fees. Mr. Williams said that it is not a big decrease, but yes, the City could decrease their impact fees. Mayor Woodruff said that he would like to see the total impact fees across the County. After a few brief discussions, Ms. Lindsay said if the Commission was comfortable with what was presented she will place it on the next agenda for action. Mayor Woodruff thanked Mr. Williams for a nice presentation. 2. Presentation: 3`d Quarter Financial by Cindy Lindsay, Finance Director. Ms. Lindsay presented the 3`d Quarter Financial Report ending June 30, 2021. She said the General Fund budget is in line with the budget except for fines and permits. The departments were all within budget except the Commission due to the grants that were done for COVID. On page four, the Fund Balance Analysis which is currently CITY COMMISSION MINUTES SEPTEMBER 139 2021 WORK SESSION at 29.83% is good, as the City's policy is 14%. She said the next spreadsheet to review is on page thirteen for Mayfair. As of June 301h currently a loss of $21K with an operation loss of $45K with a little bit of gain on the City side due to transfers or capital expenditures. The last item to review is pensions, the total for Police $11.6M and total for Fire $10.9M. Mayor Woodruff asked if this would be a good time to address changing the policy on reserves. Ms. Lindsay said, she would prepare an agenda item for the next meeting if the Commission would like her to. Mayor Woodruff said he would like to increase the reserves to 20%. Commissioner Austin said he is not opposed to raising the reserves, however there are a lot of needs in the City. Mr. Bonaparte said Ms. Lindsay was suggesting that they increase the reserves to 25%. Commissioner Mahany asked if all the surrounding municipalities are at this percentage. Ms. Lindsay said she does not remember at the moment, there is only one other municipality that is at 14% and the other municipalities are closer to 25%. Mayor Woodruff suggests to increase the reserves to 20%. Commissioner Austin said reserves have not been 25% since he has been a Commissioner. He is concerned about the salaries and the City being competitive. Mayor Woodruff said the Commission can always lower it if the need is there. 3. Regular Meeting Items — additional information Y Management Services for Mayfair Golf Course. [Commission Memo 21-181.J] (RM 7.J) CITY COMMISSION MINUTES SEPTEMBER 139 2021 WORK SESSION Tom George, Deputy City Manager, said the City posted a Request for Proposal for Management Operations of the Mayfair Golf Course. Four responses were received. The City review team consisted of. Tom George, Deputy City Manager; Cindy Lindsay, Finance Director; Lisa Jones, Parks and Recreation Director; Chris Smith, Project Manager; and Robert Beall, Parks and Grounds Manager. He said the review team had a unanimous decision and selected "Down to Earth". They are a local company, with 17 branches and currently locally maintain the City of Oviedo's Golf Course. He said the company is asking for $5K a month to maintain the course and if the course is profitable the City will retain 65% and "Down to Earth" will obtain 35%. Commissioner Austin asked if marketing expenses are included $5K. Mr. George said no, the City pays for all the marketing and salaries. Commissioner Austin asked if there is a cap on fees that they can spend. Mr. George said, there will be a budget. The Contractor will have to obtain the budget and there will be a limit on how much can be spent without approval. After a brief discussion, Commissioner Austin expressed he is against hiring a management company. This is an action item on tonight's agenda. • Ordinance No. 4621, Creating a Sanford Marina Fund. [Commission Memo 21- 185] (RM 8.1)) Mr. George said Ordinance No. 4621 creates the Marina and Operations and Enterprise Fund. He said the City is at the point where there needs to be CITY COMMISSION MINUTES SEPTEMBER 139 2021 WORK SESSION significant repairs and maintenance in the future. All the revenues and expenses will go into this fund for the marina use only. Currently, the City receives $22K a year from the marina per the 55 year old lease agreement. This is an action item on tonight's agenda. 4. Briefing Items 5. City Manager Comments Commissioner Britton asked Mr. Bonaparte for an update on the Diversity and Inclusion Committee meeting. Mr. Bonaparte said Mr. Thomas will be having a meeting in the next few weeks. The City was working with the National League of Cities and they had staffing changes. When reviewing the staffing changes the City decided to go with Valencia College and Finance is working on the agreements. Commissioner Britton asked Mr. Bonaparte to speak to Mr. Thomas about the CNI regarding the property behind the Dr. Velma Williams Center. She said she would like to get the process going with Mr. Fleming from the Orlando Housing Authority for the additional football fields and if we have to, we should update the five year plan. Vice Mayor Wiggins said he has met with Mr. Thomas and they have talked with Mr. Fleming regarding the properties. Commissioner Britton asked if he would please follow up on the process because it takes a long time. She said she is going to ask Mr. Bonaparte to have Mr. Thomas provide the Commission with an update. Commissioner Austin said let's not let this become a project like the new Fire Station. CITY COMMISSION MINUTES SEPTEMBER 13, 2021 WORK SESSION Mayor Woodruff said there is a Federal Agency involved. There is nothing the City can do right now. Commissioner Austin asked for an update on the American Rescue Funds. Mr. Bonaparte said the City has a meeting with the County in a few weeks and he will present information after that. Mayor Woodruff reminded the Commission to please R.S.V.P. to the email from the airport regarding the Air Show. He said there will be a brunch in the Skyway Lounge and then they will be seated on the Jet way for the event. Mayor Woodruff said the Sanford Airport Authority will be presenting the Master Plan in the Commission Chambers tomorrow morning. Facebook. Commissioner Austin asked if Press Releases would please be posted on Mayor Woodruff said he asked Tom Tomerlin, Economic Development Director and Pamela Lynch, Economic Development Project Manager, to look into organizing a Goldsboro Community Redevelopment Agency.
