SPECIAL JOINT MEETING
The City Commission of the City of Sanford, Florida, met in Special Joint
Meeting with the Sanford Airport Authority on Monday, August 23, 2021, at 4:00 PM, in the
City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

1. Meeting call to order by Mayor Woodruff.
The meeting was called to order by Mayor Woodruff at 4:04 PM, at which time
he turned the meeting over to Sanford Airport Authority Chairman, Tom Green who called the
meeting to order for the Sanford Airport Authority.

2. PUBLIC HEARING
A. Sanford Airport Authority FY 2021/2022 Budget: presentation by Sanford Airport
Authority President/CEO Tom Nolan and Jason Watkins, CFO.
Mr. Nolan said the Sanford Airport is recovering from COVID at a very robust
pace. He said if passengers are required to provide proof of vaccination that could put a strain on
travel. The airport will have minor renovations in the administrative offices and 6,000 square feet
of new standards in the customs area. There are two new Canadian Air Lines, SWOOP and Flair
that are joining the fleet. And, last year the airport hosted a successful air show with over $25K
attendees and social distancing.
Mr. Nolan announced that the Sanford Airport Authority will have a public
meeting in the City Commission Chambers on September 14, 2021 regarding an update on the
Master Plan Presentation.
Mr. Watkins provided a power point presentation on the Sanford Airport
Authority's 2021/2022 Budget. The airport will be receiving $12.5M from the American Rescue
Funds that is not included in the current budget. The airport has several operating revenues, some
include, parking fees and leased properties. The salaries make up two-thirds of the airports
budget. He said that there will be increases in the insurance, worker's compensation, marketing
and seven new positions.
Mr. Nolan said there are several Non -FAA funding items to include; Fiberoptics,
Digital Billboards, Generator for the Fire Department , Roadway Improvements, Control Center,
I.T. Improvements and Cell Lot Lighting.

George Speake, Executive Vice President/ COO of the Sanford Airport Authority
shared with everyone that the airshow will be coming back this year on October 16 and 17, 2021.
The Thunderbirds and Civilian Demo Teams will be attending Sanford's Alive After Five Event
on October 14, 202. Mr. Speake said on January 22, 2022 the Sanford Airport will be holding the
5th Annual Aerospace and Aviation Day.
Mayor Woodruff recognized and thanked Stephen Smith, member of the Sanford
Airport Authority for his years of dedication and services. He wished him well on his retirement.
Mr. Green thanked Mr. Smith for his services as well and adjourned the Sanford
Airport Authority portion of the meeting. Jennifer Dane moved to approve the adjournment.
