REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, August 23, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 21-168]
Commissioner Mahany pulled Item 6.N for further discussion.
A. Approve the third extension of a 4 -year Solid Waste Franchise Agreement with
Waste Pro of Florida Inc.
B. Approve the procurement to Xylem Water Solutions USA, Inc. in the amount of
$100,000 for the purchase of miscellaneous Flygt pumps and repairs for the Utilities
Plants Division.
C. Approve to increase purchase order #37680, an emergency procurement
justification, to Compressed Air Systems Inc., in the amount of $27,180, bringing
the total amount of the purchase order to $56,282, for the extended rental of a
Kaeser FBS -660 150 HP Electric Blower for the Utilities Plants Division.
D. Approve the procurement to Beachler Enterprises, Inc., dba Florida Electric Motor
Service in the amount of $90,000 for the repairs of electric motors and pumps for
the Utilities Plants Division.
E. Approve to increase purchase order #37629 to CDM Smith Inc. (CDM) for
additional consulting services, in the amount of $22,714 bringing the total amount
of the purchase order to $94,184, related to Aquifer Storage and Recovery (ASR)
Permitting and Testing for the Utilities Administration Division.

F. Approve recommendations of the Romano Law Group of opioid litigation relative
to the bankruptcy proceeding involving Mallinckrodt plc and defer to the Romano
Law Group to act on behalf of the City. (WS 4.A)
G. Approve to award Bid #IFB 20/21-39 to Southern Sunshine Group, Inc. and
procurement of services in the amount of $105,023 for turf and landscape
maintenance for the Riverwalk Phase II and III, from West 1St Street to CR 15.
H. Approve to declare the property located at 1011 Olive Avenue as surplus, waive all
outstanding City fines and liens and approve the sale of the property with the release
of Section 271-11(1), Florida Statutes, rights.
I. Approve the special event permit with a noise permit for the `Seminole High School
Homecoming Parade' from 5 — 7 PM on Thursday, October 21, 2021 with street
closures from 5:30 AM — 4 PM.
J. Approve the special event permit for the `CAAM 200K' from 7 AM — 3:30 PM on
Saturday, January 29, 2022, with street closures from 5:30 AM — 4 PM.
K. Approve the special event permit for the `Mardi Gras Pizza Fondo' from 7 AM — 2
PM on Saturday, February 26, 2022 with street closures from 5:30 AM — 2:30 PM.
L. Approve the special event permit with an alcohol permit for the `37th Annual All
British Car Show' from 9 AM — 3 PM on Saturday, April 2, 2022, with street
closures from 7 AM — 4 PM.
M. Approve the special event permit with a noise permit and an alcohol permit for the
`7th Annual Melissa's Race to Battle Brain Cancer' from 7 AM — 10 AM on

N. Approve the first annual School Resource Officer (SRO) Agreement between ALS
Education, LLC. (ALS) on behalf of the entity doing business as Elevation High
School, and the City of Sanford.
O. Approve the proposed budget amendment for the Sanford Airport Authority Annual
Fiscal Year 2020-2021 budget in the amount of $400,000.

A. Second reading of Ordinance No. 4617, amending the future land use designation
of a 0.42 acre parcel and a portion of a 0.83 acre parcel from I, Industrial to GC,
General Commercial at 600 French Avenue; Owner, Dolphin Ice and Water V,

B. Continued: First reading of Ordinance No. 4618, to rezone 3.06 acres from RMOI,
Multi -Family Residential -Office -Institutional, zoning direct/classification to
establish the Vistas at Lake Monroe PD, a 100 -unit multiple family residential
development with a property address of 1100 East 1St Street based on the
consistency with goals, objectives and policies of the City's Comprehensive Plan.

Several residents spoke against this item and after a very lengthy discussion
Commissioner Britton moved to deny Ordinance No. 4618. The motion failed for
a lack of a second. Mayor Woodruff passed the gavel to Vice Mayor Wiggins for
and moved to approve Ordinance No. 4618 on first reading with the following
conditions; to include some amount of covered parking and/or storage to be
negotiated with staff before the next meeting, develop amenities such as pool or
exercise room not an outdoor walk, the number of units are to be reduced to 80 and
there should be no vertical construction in the setback. Seconded by Commissioner
Mahany and carried by vote of the Commission as follows:

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Mayor Woodruff asked Traci Houchin, City Clerk to advertise all open board
vacancies. He suggested for the Commission to look for someone with commercial construction
knowledge, diversity and someone from Sanford for the Sanford Airport Authority vacancy.
11) CITY MANAGER'S REPORT
Mr. Bonaparte commended Chief Smith and the Police Department for the re-
accreditation. Mayor Woodruff attended the Verbal De-escalation Training. He said training was
very useful information.

12) CITIZEN PARTICIPATION
Andell Grant, resident and member of Sanford League Nights, said last Saturday,
the league had a football game at their home field - in Sorrento. She said the league had to pay
almost $3K for the field and they were unable to bring coolers or use the concession equipment.
The team lost all the food they brought with them and had to go down the street to get water for
the players. She asked if the City could please help them locate a home field in Sanford they can
use for their games. Lisa Jones, Parks and Recreation Director said she has been working with
Andrew Thomas, Community and Neighborhood Engagement Director, on locating a field.
Commission Austin asked if the City could use some of the American Rescue Funds for this
project. Mr. Bonaparte said the City is looking to use some of the American Rescue Funds for
some recreational programs. Vice Mayor Wiggins said he is meeting with the Housing Authority
and City staff next week in reference to obtaining some property for two separate fields.
13) CITY COMMISSION REPORTS
Commissioner Britton wanted to clarify the information on the CDBG Advisory
Board vacancies. Mayor Woodruff said if a board member were termed out, they would not be
able to be interviewed or re -appointed. Commissioner Britton requested a list of the CDBG
Advisory Board attendance logs, as well as a list of how many meetings were cancelled in the last
year, due to a lack of quorum. Mayor Woodruff said due to time restraints the Commission would
not be able to interview the applicants at the next meeting. If the Commission would like to
interview an applicant, they can contact them and do a phone interview. The Commission agreed
they would like the attendance records from all of the boards.

Commissioner Britton reminded the City Manager that she is a big fan of hiring
within the City.
Vice Mayor Wiggins said the picnic project was a success. This time they included
backpacks with school supplies. He said Thursday is the Westside Meeting that will include the
local business owners.
Mayor Woodruff said he was glad to see Commissioner Austin is feeling better.
There being no further business, the meeting adjourned at 10:33 PM.
