This is the final public hearing on the City of Sanford's 2022 millage and 2021 budget. The proposed millage of 7.325 is the same rate as last year. Approve the procurement to Alan Jay Fleet Sales in the amount of $820,000 for the purchase of (15) police vehicles from the budgeted FY 2021/2022 capital funds. C. Approve the procurement for (15) in -car radios, (5) portable radios and accessories for police vehicles from Motorola Solutions LLC, in the amount of $97,348.25. D. Approve to request authorization to continue leasing (17) unmarked vehicles, in the amount of $87,600, from Enterprise Fleet Management Inc., for use by the Police Department Investigators. E. Approval to procure services from Infrastructure Management Services (IMS), in the amount of $77,680, for roadway pavement testing on Citywide streets. F. CITY COMMISSION MINUTES SEPTEMBER 279 2021 REGULAR MEETING Mr. Colbert said it is good to be back and he has missed everyone. He said he would be out again in November because he is having his other knee done. 12) CITY CLERK'S REPORT. 13) CITY MANAGER'S REPORT. Mr. Bonaparte said the Race, Equity, Equality and Inclusion Advisory Committee has scheduled their first meeting for October 19, 2021. 14) CITIZEN PARTICIPATION. Regina Brinkle thanked the City for responding so quickly to her email. She said she lives on Woodland Drive that is a peaceful neighborhood, however the house next door is a drug house and last Friday a man overdosed in her side yard. She asked the Commission for their help. Cecil Smith, Police Chief and Tony Raimondo, Director of Development Services are assisting Ms. Brinkle. 15) CITY COMMISSIONER'S REPORTS Commissioner Austin moved to reappoint Joyce Qualls to the Museum Board and reappoint Josh Snyder to the Community Redevelopment Agency Board. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Wiggins Aye Commissioner Britton Aye Commissioner Austin Aye Commissioner Mahany Aye Commissioner Britton said in order to understand things happening in her district, she asked for a meeting with Bilal Iftikhar, Director of Public Works and Utilities, and Bill Marcous, Utility Support Services Manager regarding the record-breaking rainfall the City had this past weekend. She said Mike Cash did an amazing job with helping out with the flooding in the Mayfair area. She said the day after she received many phone calls. She said Russ Sheibenberger, Streets/Stormwater Superintendent and Bobby Washington, Stormwater Equipment Operator IV, went above and beyond their job duties. Mayor Woodruff suggested Mr. Iftikhar and his staff should do a presentation at a Work Session regarding storm/flooding events. Vice Mayor Wiggins thanked Mr. Thomas for doing a great job. He said he received many nice comments from Habitat for Humanity Saturday during the Open House. He thanked City Staff for all their hard work and making the Westside meetings successful. CITY COMMISSION MINUTES SEPTEMBER 279 2021 REGULAR MEETING Commissioner Austin said he is receiving several complaints about Warley Park residents. He said there recently has been a fire and an overdose. Commissioner Mahany said Ian Snyder, Chianti's Owner, spoke with her regarding a potential COVID Testing Site next to his restaurant. He said there is very limited parking and she asked to please not allow the testing site. Mayor Woodruff thanked staff for the tremendous responses over the weekend during and after the storm.
