WHEREAS, the City of Sanford, Florida, USA and Rionegro, Antioquia,
Colombia, is establishing a Friendship Sister City Relationship on November
21,2021,and,
WHEREAS, both cities seek to enrich commercial, touristic, professional,
cultural understanding, create professional and student exchange
opportunities, and broaden cooperation to encourage goodwill between the
cities, and,
WHEREAS, Sanford, Florida, USA and Rionegro, Antioquia, Colombia,
support the promotion of mutual understanding, expansion of official and
non-governmental exchanges, and friendship through the promotion of
commerce, peace, stability and prosperity in the South American Region and
the world at large, and
WHEREAS the City of Rionegro and the City of Sanford have an
International Airport and it is the main purpose of this agreement to work
together on the flrst passenger and cargo flight route between both cities as
the result of efforts between the City of Sanford, the Orlando Sanford
International Airport Authority, Lord and Lord Consulting, and the Consul of
Colombia in Orlando, Claudia Bustamante.
WHEREAS, to develop a Sister City Relationship with cooperation between
the City of Sanford, Florida, USA and Rionegro, Antioquia, Colombia, both
Cities agree to support a Sister City Relationship on the following terms:
I.With help and coordination from Lord & Lord Consulting and its allies, the
Chamber of Commerce of Sanford and the business community in Central
Florida, both cities agree to promote common prosperity and development,
both cities will organize, on the basis of equality, mutual benefit and goodwill,
cultural exchanges, contacts, and other information sharing that may include
art, business and commerce, culture, governmental administration, health
and sports interests, history, science, technology and other information
sharing.

f;. Citizens, civic and business groups of each city are recognized as
above topics.
3. Each City shall organize cultural exchanges, to the extent possible,
involving adults and students within the duration of this Memorandum of
Understanding. Each exchange and or visit shall be reviewed in advance
between Sanford, Florida, USA Sister Cities Commission, and
representatives of Rionegro, Antinquia, Colombia
4. Each City agrees to assume all costs of a visit to the Sister City including
accommodations, meals, and tours unless home stays and other
accommodations are agreed upon in advance. However, each city will
collaborate with local businesses to get special rates on accommodations,
food, recreation, and educational opportunities.
5. Cultural exchange visit details and activities shall be cooperatively agreed
upon by organizing citizens, civic and business groups. Activities shall be
provided with the objective to deepen cultural awareness and friendship
between citizens, business leaders and government officials.
6. The leaders and top-level department administrators of both cities shall
maintain and facilitate open channels of communication to expedite
consultation, exchange, avid cooperation on questions of issues and common

remain noncontroversial and will maintain that historically controversial
political issues play no part in this Sister City Relationship.
8. The Economic Development Department and the cities will work together
to bring at least for (4) businesses to the Sanford Business (I onvention
organized by Lord and Lord Consulting and the City of Sanford will have tile
opportunity to invite the same number of entrepreneurs to an event
organized where the City of Rionegro is the host city.
9. The Audere Institute from Sanford, Florida, will give a 20% discount on
educational programs if the students are referred from the City of Rionegro,
Antioquia, Colombia.
10. The cities will work together to get agreements between educational
institutions that benefit the students of the cities. these future projects will be
part of this agreement upon approval from the right authorities.
I I.The effective term for this Memorandum of Understanding shall be for

two years following the date of execution of the Memorandum. Prior to
expiration of the Memorandum of Understanding, the City of Sanford, fl, and
the City of Rionegro, Antioquia, Colombia representatives will periodically
evaluate the progress of the relationship, as well as recommend whether the
Sister ("Aty Relationship shall continue.
12. This Memorandum of Understanding represents the entire agreement
between the cities. It may not be changed or modifled without an Agreement
signed by the leaders of both cities. These two cities hereby execute this
Memorandum of Understanding to expire within two years from the noted
date(s).
