Approve a procurement from Ten -8 Fire and Safety, LLC for repair and maintenance of fire/rescue vehicles and apparatus not to exceed the amount of $210,000 for FY 2021/2022. B. Approve a purchase order to Cathedral Corporation in the amount of $60,000 for utility bill mailing. C. Approve a purchase order to Shelley's Septic Tank, Inc. in an amount not to exceed $200,000 for the treatment and disposal of the City's bio solids. D. Approve a purchase order to Odyssey Manufacturing Company in an amount not to exceed $300,000 for the purchase of Sodium Hypochlorite for the City's water and wastewater treatment facilities. E. Approve a purchase order to Pace Analytical Services, Inc. in an amount not to exceed $105,000 for contract laboratory analysis and sampling services for the City's water and wastewater treatment facilities. Approve the special event permit, with a noise permit, for `Juneteenth — A Freedom Festival' from 1 — 6 PM on Sunday, June 19, 2022. J. Approve the special event permit, with a noise permit, for the `Cold War Tournament' from 10 AM — 5 PM on Sunday, November 21, 2021. K. Approve the procurement to Middlesex Paving, LLC in an amount not to exceed $500,000 for Citywide roadway resurfacing. L. Award of bid to Orange Avenue Enterprises, LLC in an amount not to exceed $218,010 for park restrooms rehabilitation. M. Approve the purchase order to Carlisle Thompson, LLC in an amount not to exceed $94,000 for FEMA consulting services. N. Second reading of Ordinance No. 4624, rezoning approximately 14.69 acres from AG, Agriculture to PD, Planned Development to establish the Sipes Avenue Property PD, a proposed 94 -unit townhome development including a single commercial outparcel with a project address of 3100 Kentucky Street; Owner, Sipes Development, LLC; Ad published on September 29, 2021. Approve Resolution No. 2989, procuring title insurance as it pertains to the sale of the City Owned real property located at 1011 Olive Avenue approved by the Commission on August 23, 2021. Approve Resolution No. 2990, adopting a fee schedule that will reduce permit fees close to 60% and bring reserves down within approximately seven years. Seconded by Vice Mayor Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Wiggins Aye Commissioner Britton Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT Traci Houchin, City Clerk, said that the City has received three applications for My Brother's Keeper Committee. There are two positions open and she will provide those to Andrew Thomas, Community and Neighborhood Engagement Director, for review and he can make his recommendation for the Commission approval. CITY COMMISSION MINUTES OCTOBER 119 2021 REGULAR MEETING Ms. Houchin said Commissioner Austin will need to appoint a new person to the Community Development Block Grant (CDBG) Committee. His appointment, Joseph Dalton, declined the appointment to CDBG. Ms. Houchin said the Clerk's Office will be presenting the 2022 Commission Meeting Calendar Dates at the next meeting. 11) CITY MANAGER'S REPORT Mr. Bonaparte said the Race, Equality, Equity and Inclusion Advisory Committee would have their first meeting on October 19, 2021. He handed out the list of the Advisory Board members. There are two co-chairs, Dr. Velma Williams and Jeffery Harvey. Mr. Bonaparte said the CDBG Quarterly Report will be presented at the October 25, 2021 Work Session. Mr. Bonaparte reminded all that October 14, 2021 is the City of Sanford and Chamber of Commerce State of the City program. He thanked the City's Economic Development Department, Tom Tomerlin, Economic Development Director, and Pamela Lynch, Economic Development Project Manager, along with Lisa Holder, City of Sanford Communications Officer for all their hard work on the program. Mr. Bonaparte spoke to `The American Rescue Plan Act 2021'. He said the City received $13M and staff has put together of list of projects totaling close to $19M. He said that some of these funds are going to be combined with Seminole County and other cities on joint projects. Ms. Lindsay presented a power point presentation showing the eligible uses for the CITY COMMISSION MINUTES OCTOBER 11, 2021 REGULAR MEETING funds. There are four categories in the Act for eligible uses. The City has a deadline to incur and obligate the funds by December 31, 2024 and a deadline to spend the funds by December 31, 2026. The funds may be used on water, sewer, broadband infrastructure projects and general economic and infrastructure projects related to COVID-19. 12) CITIZEN PARTICIPATION Starregina Lawrence said she volunteers at Property Oasis. The organization provides showers and clean clothes for the homeless residents to take showers and supply them with clean clothes. She said she would like to encourage the City of Sanford in participating with programs to help the homeless. Commissioner Mahany said the Christian Sharing Center started their organization in Sanford and relocated to Casselberry. Mr. Thomas, Community and Neighborhood Engagement Director, said the City is looking into portable showers that have two stalls and will travel to the homeless sites. He said the City is looking into a food truck that will travel to the sites as well. Linda Barker handed out information on the Seminole Way Initiative. Tom Tomerlin, Economic Development Director provided some feedback regarding the Seminole Way Initiative. Lacy Layer asked if the public would be able to receive agenda information sooner so that the citizens have more time to review. Her concern is that the City is spending so much money on Public Art. 13) CITY COMMISSION REPORTS Commissioner Britton said District 1 had a great weekend. She received many CITY COMMISSION MINUTES OCTOBER 11, 2021 REGULAR MEETING positive comments on the lights downtown. She thanked everyone at the Willow Tree for a successful Ocktoberfest event. Commissioner Britton told Mr. Bonaparte that she is in favor of hiring within. She said she asked the Clerk's Office to print a copy of the City's Comp Plan to keep at the dais in case they need to reference something. Commissioner Britton said she would like to schedule a meeting with Mr. Tomerlin to discuss the Seminole Way Initiative. Vice Mayor Wiggins thanked Lisa Jones, Parks and Recreation Director, and staff for cleaning up Historic Goldsboro Boulevard. Vice Mayor Wiggins congratulated the Front Porch on their 201h year Anniversary. He said there will be a celebration at the Dr. Velma Williams Center on October 23, 2021 from 10 AM — 2 PM and it is a free event. Commissioner Mahany reminded Mr. Tomerlin not forget her district. She said she would like to know what is happening to the mall and if he would contact Dillard's and ask if they are planning to close the Sanford Mall location. Mr. Tomerlin said he would try to contact them. Vice Mayor Wiggins thanked Bilal Iftikhar, Public Works and Utilities Director for the speed humps out at Coastline Park. Mayor Woodruff told the Police Department the National Night out was a great event. He also distributed a list of priorities he would like the Commission to think about and discuss. This list includes right turn lanes on Mellonville & Celery Avenue; New Fire Station Drawings; Water/Stormwater Downtown; Field Space; Cottage Homes; and Current Alley CITY COMMISSION MINUTES Maintenance Program.
