11-08-2021 JT Work Minutesi?-,M 6 CITY COMMISSION MINUTES 1�- I �- aoczl NOVEMBER 89 2021 CRA JOINT WORK SESSION The City Commission of the City of Sanford, Florida, met in CRA Joint Work Session on Monday, November 8, 2021, at 4:00 PM, in the City Commission Chambers, 1St Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Kerry S. Wiggins, Sr. (Arrived at 4:40 PM) Commissioner Sheena R. Britton Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio CRA Present: Charles Davis, Chairman Joshua Snyder, Member Theo Hollerbach, Member Mayor Woodruff called the meeting to order at 4:09 PM 1. Presentation: Update on the Catalyst Site by Sanford Waterfront Partners. Mr. Bonaparte introduced Richard J. Heisenbottle, President of RJ Heisenbottle Architects. Mr. Heisenbottle introduced Joseph Coyle, President of Michaels Development, and Dylan Vaccarella, Analyst for Michaels Development. Michaels Development (Michaels) recently joined Sanford Waterfront Partners (SWP) on the Catalyst Site Project. Mr. Coyle handed out information and provided the background of Michaels. He said Michaels is in tune with the project and like what Mr. Heisenbottle's company has presented. He said Michaels is ready to move forward and not drag their feet. Michaels has its own construction company and will not have to look for a contractor. He handed out a project schedule. CITY COMMISSION MINUTES NOVEMBER 8, 2021 CRA JOINT WORK SESSION Commissioner Britton asked if the dates on the project schedule are realistic goals and times. Mr. Heisenbottle said these are realistic goals. There are eight to nine consulting firms working on the engineering portion of the project. He said SWP should be ready to obtain permits from the City in June or July, 2022. He said SWP can really use the assistance of Michaels. Commissioner Britton asked if there would be a push back on the project bringing Michaels on board. Mr. Heisenbottle said there would be no push backs, Michael's wants to accelerate faster. Theo Hollerbach, CRA Board Member, said his biggest concern is the City has changed much since this project began and the parking situation is a major concern. Mr. Heisenbottle said the parking master plan has been revised to include 1.5 cars per residential unit and three cars per 1,000 square feet for commercial. Commissioner Mahany asked if a parking garage is constructed, can additional levels be added in the future. Mr. Heisenbottle said he has seen people request them but have never followed through. Mr. Coyle said this can absolutely be done as long as they plan for it during the construction. Commissioner Mahany said she understands people use Uber and bicycles, but still believes that there is still a lot of motor vehicle traffic. Mayor Woodruff asked about off-site parking. Mr. Heisenbottle said he did not have that information on him. Charles Davis, CRA Chairman, said he expected this project to have already begun. Mr. Davis said he spoke with Mr. Heisenbottle, and the City can finally CITY COMMISSION MINUTES NOVEMBER 8, 2021 CRA JOINT WORK SESSION see the light at the end of the tunnel. He said the trolley is a good form of transportation for the City. Commissioner Britton said she is concerned about parking. The lot residents currently use for events downtown is where the project is going to be constructed. She said now when there is a big event, residents are parking in the neighborhoods and she is concerned about that as well. Mayor Woodruff said the City is looking for properties to add parking spaces. There are 154 spaces in the parking lot on Myrtle. He said there has been talk about putting up a parking garage. Tom Tomerlin, Economic Development Director, said the City has a meeting scheduled to walk through surface lots in the City for additional parking spaces and a possible vertical structure somewhere downtown. Mr. Heisenbottle asked for the City to change Section 3.15 of the Development Agreement to read a 50/50 split. Mr. Colbert said the developer would have to submit the request for review in writing that would require City Commission approval. Mr. Heisenbottle said this could cause a delay and would need to be approved tonight. After a brief discussion regarding this matter, the Commission agreed to have a Special Meeting on November 18, 2021 from 4 PM — 5 PM to discuss. Commissioner Mahany asked for Mr. Heisenbottle to have the building exterior and landscaping cleaned up at their downtown office. She said it looks terrible.
