WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, November 8, 2021, at 5:00 PM, in the City Commission Chambers,
I" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 5:05 PM
1. Sanford Marina Condition Assessment by Tom George, Deputy City Manager.

Mr. George said the marina's 55 year lease expires next year at the end of
May. He said the marina is in worse shape than the City realized, due to lack of
maintenance and age. The City recently hired Neel -Schaffer Inc. to do a marina
assessment study on the conditions of the marina. Mr. George introduced Rosemary
Aldridge of Neel -Schaffer, Inc. She explained that Edgewater Resources LLC has been in
business for many years, specializing in marina assessments. She introduced Ron Schultz
of Edgewater Resources, LLC who has 42 years of experience. Mr. Schultz presented a
power point presentation of the conditions of the marina. He went dock by dock showing
the Commission the conditions of the marina. He said docks A, D, and E and the fuel
dock are beyond repair and need immediate attention. He said docks have a life span of

about 10 years and these docks are 55 years old. He said some of the docks have unequal
loading of the docks making them tilt. The wood whalers that hold the docks together are
falling apart causing the cleats to be very loose. He said the yard maintenance needs to be
upgraded according to codes. He said the marina is down 30 percent due to the docks not
being able to be used. Mr. Schultz said it will cost close to $3.1M to take care of the
immediate needs. The total budget for all the repairs and replacement would be $11.9M.
Commissioner Mahany asked who is responsible for the maintenance of
the marina. Mr. George said that responsibility has been a debate for years on who is
responsible for what. He said it is a combination of the City and the Lessee. He said that
if the Commission would like to move forward on this, it may take six months for design
and permitting and two years for contracting to address the immediate needs.
Commissioner Austin asked if there is a high demand for the dry stack
storage. Mr. Schultz said yes there is. He said most people do not like to leave their boats
in the water because of algae and engines. It is easier to call ahead and have the marina
drop the boat in the water.
Commissioner Mahany asked if the current lessee wants to renew the
lease. Mr. George said the recommendation is to have a Management Company handle
the marina. The City has an RFP prepared, pending the Commission's decision from this
meeting.
Commissioner Britton asked for an update on the marina parking area with
landscaping and additional benches by the Barbara Lee. Mr. George said he would get

with staff. She also asked if there are any temporary fixes that the City can move forward
with pending the outcome of the bids. Mr. George said the City has requested the lessee
take care of some of the immediate needs and Public Works can take of the landscaping
and benches.
Commissioner Austin asked how much money the marina generates. Mr.
George said about $22K a year. He said Halifax and Titusville marinas are run by a
management company and bring in about $120K a year.
Mayor Woodruff suggested the City move forward with the design and
permitting and locate funds for the immediate needs.
Commissioner Austin reminded the Commission that they would also like
to see a new clubhouse at Mayfair as well as a fire station.
Mr. George said staff is working together on funding options and will be
coming back to the Commission requesting funds for parking, the new clubhouse, fire
station and the marina.
Commissioner Mahany suggested the City look into bonds or grants to
help fund these projects.
2. Update on CDBG Cares Act by Andrew Thomas, Community and Neighborhood
Engagement Director.
Mr. Thomas presented a power point presentation. The first slide
introduced staff, in which he said there are some vacancies in the department. He said
during COVID many rules and regulations changed. He also discussed funding carryover

by year. Commissioner Britton asked what the timeline was for spending funds from
2015-2018. Mr. Thomas said 15 months.
Mr. Thomas reviewed, Public Services for 2020-2021, Housing
Rehabilitation and Reconstruction Programs. He said the projects had to be put out to bid
per the City's rules. He said CDBG received 78 minor home repair applications and
approved 54. The applications that were denied were because information was not
complete or they did not qualify for the program. He said applications had to be
completed by someone was applying for owner -occupied, they could not rent the
property. Mr. Thomas said there was an elderly person who needed a handicapped ramp
built, but because she was renting the house she did not qualify. He gave thanks to Mayor
Woodruff for a church he referred to as they were able to build a ramp for the resident.
Mr. Thomas said Maggie Gaines, Owner and Founder of Bright Light
Consulting, has been assisting the residents in completing the application and the
residents absolutely enjoy her.
Mr. Thomas said the City has purchased a mobile shower trailer for $45K
and is working with the Seminole County Service and Love Together (SALT) Program
for locations for the trailer. He said the trailer will move around in Sanford to church
parking lot locations that are near homeless camps for the residents to use.
Commissioner Britton asked about the Henderson Property and the Choice
Neighbor Initiative. Mr. Thomas said the Sanford Housing Authority and Orlando

Housing Authority's Attorney is working with Lonnie Groot, the City's Assistant City
Attorney, on the Henderson property and the William Clark Court property.
3. Update on Habitat for Humanity by Andrew Thomas.
Mr. Thomas said the City and Habitat for Humanity are working on two
new houses on West 3`d Street that are very nice. They did a land swap at West 91h Street
and Holly Avenue and built two homes there. He introduced Kelly Pisciotta, Chief
Operating Officer of Habitat for Humanity (Habitat) of Seminole County and Apopka.
She thanked the City for their partnership with Habitat, and said that it is one of the best
partnerships Habitat has. She said Habitat has just celebrated their 30th year anniversary
and one of the houses that was built on West 91h Street was Habitat's 2001h home. Out of
the 200 homes 88 were built in Sanford. Currently in Sanford, Habitat has five houses
under construction and after January 1, 2022 there will be five more. She said Habitat has
purchased four pieces of property on West 15th Street as well as a large piece of property
at West 20th Street, which is going to be a small development consisting of seven homes.
She said that one she is very excited about and members of the community are assisting
in the naming of that one. She said the City will see a lot from Habitat in the next several
years.
