[Commission Memo 21-241] Mayor Woodruff called a brief recess at 8:59 PM. Mayor Woodruff resumed the meeting at 9:08 PM. After lengthy discussions and several residents spoke against this item, Commissioner Britton moved to adopt Ordinance No. 4637, with the conditions, that the applicant shall remove the sidewalk/trail along the east to limit the amount of the existing trees and reduce the impervious in the natural buffer, staff will work with the applicant to add additional trees to fill in any gaps in the existing buffer created by the fence installation, and the separation between CITY COMMISSION MINUTES NOVEMBER 8, 2021 REGULAR MEETING townhomes should be increased to 25 feet, except for the buildings on the West side and the Developer is to fund five speed tables on Riverview Avenue. She said, the Historic Preservation Board would need a replacement board member for the resignation of Penelope Mills. She also said the Clerk's Office would like to look into a new caterer for the 2022 Commission meetings and asked for suggestions. 11) CITY MANAGER'S REPORT Mr. Bonaparte said the new website would be available for the Commission to review on Tuesday, November 9, 2021 and going live on Wednesday, November 10, 2021. He reminded everyone that the City of Sanford would be hosting the Veteran's Day Celebration on Thursday, November 11, 2021 at 11 AM in Veterans Memorial Park. Mr. Bonaparte thanked the Clerk's Office for providing refreshments for tonight's meeting. 12) CITIZEN PARTICIPATION CITY COMMISSION MINUTES NOVEMBER 8, 2021 REGULAR MEETING Andrew Duffy said he was involved in a crash at the roundabout in front of the zoo. He said another vehicle, crashed into his car and totaling it. He said he walked away with some scratches. He is concerned because, if his kids would have been in the car with him it would have been a different situation. He suggested the City place some landscaping in the middle or something so people see there is a roundabout ahead. Bilal Iftikhar, Director of Public Works and Utilities, said since Mr. Duffy was involved in his crash, the striping is complete and additional signs has been installed, including flashers on the yield signs. 13) CITY COMMISSION REPORTS Commissioner Britton said she does not like the bright orange stop work signs for the buildings in the Historic District and would like the City to look at a different color. Commissioner Britton asked for Andrew Thomas, Community and Neighborhood Engagement Director, to provide a report at every Commission meeting on the Choice Neighborhood Incentive Development behind Dr. Velma Williams Center regarding the sports complex. Mayor Woodruff reminded the Commission to visit the new website through the link that was provided to them. Mayor Woodruff asked the Commission to please complete Mr. Bonaparte's Annual Review and give to Fred Fosson, Director of Human Resources and Risk Management, if they have not done so yet. There being no further business, the meeting adjourned at 11:31 PM.
