REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 25, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 21-220]
A. Authorization for Seminole County Printmakers `Art in the Chambers' exhibit.
B. Approve the procurement to Ten -8 Fire & Safety, LLC in an amount not to exceed
$624,028 for a replacement fire engine/pumper.
C. Approve the procurement for various vendors for professional engineering and
consulting services procured under the Competitive Consulting Negotiating Act
(CCNA).
D. Approve the special event permit for the `Texas Roadhouse Christmas Family
Festival' from 4 — 8 PM to be held at Texas Roadhouse on Tuesday, December 14,
2021.
E. Approve the procurement to Seminole County Traffic Engineering for the Traffic
Signal Maintenance Agreement in the amount of $123,300.
F. Approve the procurement of services from CPH, Inc. including design, permitting
and bidding engineering services for the Reclaimed Water Transfer Pump Station
and Distribution Pump Station in the amount of $360,815.
G. Approve the procurement to Parkson Corporation to repair the Aqua Guard
Continuous Self -Cleaning Bar and Filter Screen located at the North Water
Reclamation Facility in the amount of $92,855.

H. Approval to increase purchase order #37680, an emergency procurement to
Compressed Air Systems, Inc., for the extended rental of a Kaeser FBS -660 150
HP Electric Blower in the amount not to exceed $33,975 making the new total
$90,257.
I. Approval to increase purchase order #38083, for urgent services related to a reclaim
water line repair at the south side of East Lake Mary Boulevard to Catfish
Construction in the amount of $268,072.64.

based on the consistency with the goals, objectives and policies of the City's
Comprehensive Plan as recommended by staff and the Planning and Zoning
Commission, subject to successful annexation and land use amendment and
subject to a development order that includes all recommended conditions and

Mayor Woodruff called for a recess at 9:43 PM.
Mayor Woodruff reconvened the meeting at 9:50 PM.
Several people spoke against this item and after very lengthy conversations,

that the applicant shall remove the sidewalk/trail along the east to limit the amount of the existing
trees and reduce the impervious in the natural buffer, staff will work with the applicant to add
additional trees to fill in any gaps in the existing buffer created by the fence installation, and the
separation between townhomes should be increased to 25 feet. Seconded by Vice Mayor Wiggins

Mr. Bonaparte offered his condolences to Commissioner Britton on the loss of her
father.
12) CITIZEN PARTICIPATION
Linda Barker spoke regarding the golf cart ordinance.
13) CITY COMMISSION REPORTS
Commissioner Britton suggested that the City re -wrap the (Lake Mary) shuttle van
before utilizing it. She was recently behind it and it was displeasing to the City. She also asked
staff if the City would be using yellow tinted lights in the downtown area in order to maintain
consistency for the holidays.
Commissioner Austin asked staff if the City would be notifying the parade
participants about height restrictions for the floats since the downtown lighting has been installed.
Commissioner Britton said that she has been receiving complaints from residents
that the train is blowing the horn very early in the morning and if staff could provide her with a
contact number for CSX.
Commissioner Britton said she would be coming before the Commission asking for
funding for a program she would like to implement in her district, The Monthly District 1 Awards.

Mayor Woodruff suggested that this should be a citywide program.
Commissioner Britton said she would like to see the Commission recognize
employees at a City Commission meeting if they have reached a special milestone.
Vice Mayor Wiggins offered his condolences to Commissioner Britton and said her
father was good man. He said that he is continuing with the Picnic Program twice a month.
Commissioner Austin appointed Dynesha Dye to the Community Development
Block Grant Committee.
