3171 ORDINANCE NO. 3171 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER TWO, CITY CODE TO PROVIDE FOR A DEPARTMENT OF COMMUNITY DEVELOPMENT; PROVIDING SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, the City of Sanford, Florida, desires to amend Chapter Two of the City Code, to establish a Department of Community Development. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: Chapter 2, of the City Code of Sanford, Florida, is hereby amended. SECTION 2: There is hereby created and constituted a Department of Community Development which shall consist of eight positions. SECTION 3: INTENT It is the mission of the Department of Community Development to provide responsible coordination of all activities associated with the City of Sanford's efforts and initiatives involving economic, social, and community development and enhancements. The scope of this responsibility will include activities such as project/program coordination of affordable housing, weatherization, blocks -grants, general commercial, economic and social development/planning issues, and special projects as assigned by the City Manager. The Department's responsibilities will also include activities associated with rental rehabilitation, emergency repair/shelter, and liaison responsibilities with other governmental and quasi-governmental agencies, social service organizations, and community based organizations as they relate to social, commercial, economic and community development. SECTION 4: ORGANIZATION A. The Department of Community Development will consist of two divisions responsible to the Director: 1 ) Community Development Division; 2) Licensing Division. B. The Department of Commuhity Development will be staffed with a total of eight (8) positions. One position will be held by the Building Inspector, two by Outreach Workers, one by a Contract Clerk, one by a Licensing Official, one by a Secretary I, one by the Director of Community Development and one by a Secretary II. C. Funding. The first four positions are the Building Inspector, two Outreach Workers, and one Contract Clerk, will be funded entirely by multiple grant type funding. The Licensing Official and the Secretary I will be funded entirely from general funds. The Director of Community Development and the Secretary will be funded by a combination of general and multiple grant funding. However, it is intended that both the Director and the Secretary II positions, contingent upon future grant fund availability, shall be eventually absorbed into general funding should such a need arise. SECTION 5: SEVERABILITY If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other section or part of this ordinance. SECTION 6: CONFLICTS All Ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked. SECTION 7: EFFECTIVE DATE This Ordinance shall become effective immediately upon its passage and adoption.
