Approve the special event permit for the 14th Annual `Run for God 5K' at 7:30 AM on Saturday, April 16, 2022, with a noise permit from 6:30 — 9 AM and street closures from 5 — 10 AM. P. Approve the special event permit, for the Hispanic Outreach Festival', from 11 AM — 2 PM on Sunday, April 30, 2022. Q. Approve the special event permit, with an alcohol permit, and a noise permit for the 1 I"' Annual `St. Johns River Festival of the Arts', from 10 AM until 6 PM, on Saturday, April 30, 2022 and, from 10 AM until 5 PM, on Sunday, May 1, 2022, with street closures from 1 PM on Friday, April 29, 2022 until 9 PM on Sunday, May 1, 2022. Mr. Thomas said the City received the appraisal report on the vacant six parcels totaling 7.1 acres in the amount of $650,000. He said this was much higher than anticipated. The City would be looking to do one of three things; purchase the property outright, do a land swap or a long-term lease (not recommended by the City). 12) CITIZEN PARTICIPATION Cobbin McGee, resident and representing Shantel's Restaurant, came to ask for the Commissions help with utility bills. He said the restaurant had issues with a sewer back up. Mayor Woodruff recommended he submit a claim with Risk Management. 13) CITY COMMISSION REPORTS Commissioner Britton said she will be attending the Martin Luther King, Jr. events CITY COMMISSION MINUTES JANUARY 109 2022 REGULAR MEETING next week and she will be turning 40. Thank you to the Grass Roots Steering Committee for all the hard work put into these events. She said Theresa Ransom Freeman (TJ) is retiring last week and she thanked for all her years of services and wanted her to know how she appreciates her. Commissioner Britton would still like to see a traffic signal or signage at the intersection of 3rd Street and Palmetto Avenue. Vice Mayor Wiggins said at his Community Meeting last month, there was a Christmas get together and a toy give away. On December 22, 2021 at the Salvation Army, he partnered with Picnic Project and Second Harvest, the City, Young Men of Excellence and the Seminole Football Team passed out 49,000 pounds of food to 4,500 families. Mayor Woodruff expressed how he really appreciates Vice Mayor Wiggins for doing all of that. Commissioner Austin moved to pass a Resolution that the Legislature make the Scrub Jay the Florida State Bird and authorize Mayor Woodruff to approve and sign a Resolution. Mayor Woodruff read a thank you letter from Seminole County Commissioner Andrea Herr commending the City on the Christmas Parade and wanted to give a special thanks to Cedric who drove her in the parade. Mayor Woodruff asked if the Commission would like to appoint someone to the Historic Presentation Board.
