ORDINANCE NO. 3151
AN ORDINANCE OF THE CITY OF SANFORD~ FLORIDA~ TO ANNEX
WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD~ UPON
ADOPTION OF SAID ORDINANCE~ PORTIONS OF THAT CERTAIN
RIGHT-OF-WAY OF INTERSTATE 4~ STATE ROAD 46 AND RINEHART
ROAD ADJACENT TO SEMINOLE TOWNE CENTER, IN ACCORDANCE
WITH THE VOLUNTARY ANNEXATION PROVISIONS OF SECTION
171.044~ FLORIDA STATUTES; PROVIDING FOR SEVERABILITY~
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, there has been filed with the City Clerk of the City of Sa~ord~
Florida, a petition containing the name of the property owne~ in the area described
herein~ter requesting annexation to the corporation area of the City of Sanford,
Florida, and requesting to be included therein; and
WHEREAS, it has been determined that there is one property owner in the area
to be annexed and that said property owner has si~ed the Petition for Annexation;
and
WHE~EAS, it has been determined that the property described herein~ter is
reasonably compact and eonti~ous to the corporate areas of the City of Sanford~
Florida, and it has further been deterSned that the annexation of said property ~11
not result in the creation of any erielave; and
WHEREAS, the City of Sanford ~ Florida ~ is in a position to provide municipal
services to the property described herein, and that the City Com~ssion of the City
of Sanford~ Florida, deems it in the best interest of the City to accept s~d petition
and to annex s~d property.
NOW, THEREFORE~ BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD~ FLORIDA:
SECTION 1: That the property described below ~ situated in Se~nole County,
Florida, be and the same is hereby annexed to and made a part of the City of
Sanford, Florida, pursuant to the voluntary annexation provisions of Section
171. 044, Florida Statutes:
1. THAT PORTION OF INTERSTATE 4 FROM STATION 616+00
(APPROXI~TELY 3800 FEET SOUTH OF STATE ROAD 46)
TO STATION 676+00 (APPROXI~TELY 2200 FEET NORTH
OF STATE ROAD 46) AS PER PLANS PREPARED BY
GREINER ENGINEERING FOR SEMINOLE COUNTY
EXPRESSWAY AUTHORITY DATED JANUARY ~ 1 1993.
2. THAT PORTION OF STATE ROAD 46 FROM STATION
73+00 (WEST OF THE ON-RAMP TO WESTBOUND I-4) TO
STATION 132+00 (APPROXIMATELY 600 FEET EAST OF
UPSALA ROAD) AS PER FDOT 1960 CONSTRUCTION
PLANS FOR WESTBOUND STATE ROAD 46.
3. THAT PORTION OF RINEHART ROAD BETWEEN
STATIONS 145+00 AND 158+00 AS PER THE RINEHART
ROAD CONSTRUCTION PLANS PREPARED BY GLACE AND
RADCLIFF DATED NOVEMBER~ 1992. (THE FOREGOING
AREA COVERS APPROXIMATELY 500 FEET SOUTH AND
800 FEET NORTH OF THE INTERSECTION OF
CENTERLINE OF THE EAST-WEST CONNECTOR AND
RINEHART ROAD. )
4. THAT PORTION OF RINEHART ROAD BETWEEN
STATIONS 86+00 AND 98+00 AS PER GLACE AND
RADCLIFF PLANS DATED NOVEMBER, 1992. (THE
FOREGOING AREA COVERS APPROXIMATELY 700 FEET
SOUTH AND 500 FEET NORTH OF THE INTERSECTION OF
THE REALIGNED SOUTH OREGON AVENUE (TOWNE
CENTER BLVD. ) AND RINEHART ROAD. )
SECTION 2: That upon this ordinance becoming effective, the property ow~r
and any resident on the property described herein shall be entitled to all the rig~Js

and privileges and immunities as are from time to time granted to residents a~l
property owners of the City of Sagord, Florida, as further provided in Chap~
171, Florida Statutes, and shall further be subject to the responsibilities of
residence or ownersMp as may from time to time be deterSned by the governing
authority of the City of Sanford, Florida, and the provisions of s~d Chapter 17~,
Florida Statutes.
SECTION 3: If any section or portion of a section of tMs ordinance proves to
be invalid, unlawful or unconstitutional, it shall not be held to imp~r the validity,
force or effect of any other section or part of this ordinance.
SECTION 4: That all ordinances or parts of ordinances in co~ict here~th
be and the same are hereby revoked.
SECTION 5: That tMs ordinance shall become effective immediately upon its
passage and adoption.
