The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, January 24, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300

B. Approve an Interlocal Agreement between Seminole County and the City as well
as other Cities and the Seminole County Property Appraiser pertaining to the
Geographic Information System (GIS).
C. Approve a procurement for a full-service annual inspection and maintenance
program for the City's elevated potable water tanks from Utility Service Co., in an
amount not to exceed $57,709.
D. Approve a procurement for a 2023 Tandem Dump Chassis from Orlando
Freightliner Inc. for the Sewer Division, in the amount of $125,078.
E. Approve a special event permit, an alcohol permit, and a noise permit for the `2022
Sanford Avenue Block Party' with additional dates from 5 — 11 PM for Saturday,

2. First reading of Ordinance No. 4667, amending the Kentucky Square PD to add
11.29 acres for a total of 41.02 acres for a mixed-use commercial and residential
development at project address 3700 Kentucky Street subject to a Development

A few residents spoke on this item and after lengthy discussions, Commissioner
Mahany moved to approve the first reading of Ordinance No. 4667, with the conditions to include;
the applicant shall provide and 8' visual screen (vinyl or masonry to be determined), one story lots
shall be provided in lots 12 through 18, and the applicant shall propose traffic calming measures
to limit a potential cut -through between the phase south of Kentucky Street and the phase north of
Kentucky Street. Seconded by Commissioner Britton and carried by vote of the Commission as

Mr. Groot said this is a follow-up on the earlier conversation at the Work Session
for the Commission to authorize filing a judgement action against Monroe Harbor Inc. with a letter

indicating the deficiencies in the current lease and authorize the City to post a bid for a
Management Company for the RFP/RFQ.

Monroe Harbor Inc., sending the letter of deficiencies in the current lease and authorizing the City

12) CITIZEN PARTICIPATION
Mairym Martinez, City Employee, thanked the Commission for the opportunity to
learn more about the Commission, she has resigned from the City and this is her last meeting. She
is going to be a stay at home mom.
Dr. Velma Williams thanked the Commission for approving the redistricting item
and for the motion to follow through on the City going to six districts. She asked why the Heritage
Park item was continued. Mayor Woodruff said due to this item being so complex the City has
hired a Corporate Attorney to oversee the project. She commended the Commission on the new
hotel that is being built downtown.

13) CITY COMMISSION REPORTS
Commissioner Britton said this past weekend she noticed the old Sears parking
lot and the food court parking lot were completely packed for Elevate and it was great to see.
Vice Mayor Wiggins is having a Community Meeting January 27, 2022. There will
be a representative from the VA Medical Center, the True Health CEO and a representative from
Seminole State College. He said classes begin this month at the Westside Community Center.
Mayor Woodruff said the Martin Luther King, Jr. events were great last weekend.
The parade was very full and the banquet was great. He attended the Tri League of Cities luncheon
and congratulated the new President, Mr. Bonaparte.
There being no further business, the meeting adjourned at 9:31 PM.
