The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, December 13, 2021, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

Commissioner Britton moved to approve the Minutes with revisions on the Regular
Meeting Section 13, 1" paragraph to read: Commissioner Britton does not like the placement of
the stop work order signs in the Historic District. She said it should not say she does not like the
color of the signs, she said it does not seem to follow the `S' Codes and this should be strictly

A. Approve the payment in the amount of $86,577.91 to Central Square (H.T.E.) for
computer software support and maintenance.
B. Approve the renewal of the Contract for Sale of Sign Easement, relating to the
Slumberland Motel site, located at 2611 South Orlando Drive.
C. Approve the procurement of Citywide concrete services for Stormwater projects,
provided by Caraway Concrete, Inc. in the amount of $75,000.
D. Approve the procurement for assorted concrete, corrugated, and drainage pipes for
Citywide Stormwater Infrastructure in the amount of $50,000.
E. Approve the procurement of services to CPH, Inc. in the amount of $195,968 for

surveying, design, permitting, and post design services for the Celery Avenue Turn
Lane at Mellonville Avenue Project.
F. Approve the procurement of Citywide miscellaneous concrete services to Caraway
Concrete, Inc. in the amount of $50,000 and Parthenon Construction, Co. in the
amount of $50,000.
G. Approve the procurement from CDM Smith for consulting services related to
Aquifer Storage and Recovery (ASR) Permitting and Testing in the amount of
$83,620.
H. Approve a procurement to Vermeer Corporation in the amount of $121,192.64 for
a Directional Bore Machine for Utilities Operations Division.
I. Approve the proposal for vehicle #278 from Utilities Plants Division, a 2005 Ford
F566 Hoist Truck (inventory #7270) for surplus to be sent to auction and sold to
the highest bidder.
J. Approve a payment in the amount of $234,000 to Computer Aid, Inc. (formerly
Vitil Solutions) for Computer Help Desk and Desk Side Support services.
K. Approve a payment in the amount of $133,000.41 to SHI (Software House
International) for year two of three of the Microsoft Enterprise License Agreement.
L. Approval of employee health insurance, care coverage, budget, and monthly
contributions for Calendar Year 2022.
M. Approve the use of $12.9 M from reserves for the specific projects stated for future
use and discuss findings of the Multi-purpose fields when cost estimates are

N. Approve the special event permit, with an alcohol permit, and a noise permit for
`Sanford Food Truck Fiesta' from 5 — 9 PM on the third Thursday of every month
in 2022, with street closures from 1 — 11 PM.
O. Approve the special event permit with an alcohol permit for `Bike Nights at The
Alley' from 7 — 11 PM on the second Thursday of every month in 2022 with a
modification of traffic from 4 —11:15 PM.
P. Approve the special event permit with an alcohol permit for `Alive After Five' from
5 — 9 PM, on the 2nd Thursday of each month in 2022, excluding July and August
of 2022, with street closures from 3 — 10 PM.
Q. Approve the special event permit, an alcohol permit, and a noise permit for the
`Sanford Avenue Block Party' from 5 —11 PM on one Saturday for each month for
nine months in 2022, with street closures from 5 PM — Midnight.
R. Approve the special event permit, an alcohol permit, and a noise permit for the
`Dees Brothers Brewery Grand Opening' from 12 — 10 PM, on Saturday, January
8, 2022 with street closures from 8 AM — Midnight.
S. Approve the special event permit, an alcohol permit, and a noise permit, for the
`Get Hook'd on Lake Monroe' Fishing Tournament and Seafood Festival from
Noon — 9 PM, on Saturday, January 8, 2022 with street closures from 10 AM — 11
PM and usage of Lake Carola on Sunday, January 9, 2022.

W. Approve to follow the recommendation of the Romano Law Group with regard to

X. Approve the assignment of the lease for the Riverwalk Pizzeria, 350 East Seminole
Boulevard to Colimondio Investments, LLC.
Y. Approve to award the contract and approve a procurement to Core & Main LP as
the highest ranked proposer in the amount of $8,827,680.06 for the City's
Advanced Water Meter Systems Project.

they do. She said there was a cat show a few weeks ago and as always, she received positive
comments regarding downtown. Commissioner Mahany said she would be bringing her holiday
goodies to City Hall next Tuesday.
Mayor Woodruff handed out some information regarding the Main Street
Designation for Goldsboro. He said the City of Sanford has now become Sister Cities with
Rionegro, Columbia. Representatives have presented the City with a key to their City. He also
handed out a couple cartoon festival books, a history of the town and a statue of Jose' Maria
Cordova, the General who led the fight for independence from Spain.
Mayor Woodruff thanked all City staff for a fantastic job on all the holiday events.

Commissioner Britton thanked Lisa Jones, Parks and Recreation Director and all of
the Recreation and City staff for an amazing Tree Lighting and Parade of Lights events.
Commissioner Britton said she has concerns about pedestrian traffic at 3rd Street
and Magnolia Avenue with the evening events. She would like to meet with Chief Smith to see if
there can be a crosswalk installed with additional lighting.
Commissioner Britton asked for an update on Mark Nation's project, as there has
been no activity since COVID. Mr. Bonaparte said that the current construction company is
finishing up on another project and the City should see activity soon. Mr. Bonaparte also said that
the Housing Authority is waiting for the property appraisal on the property behind the Dr. Velma
Williams Community Center. Commissioner Britton thanked Mr. Bonaparte for hiring within the
City as it builds morale.
Vice Mayor Wiggins thanked all City staff for their assistance in all the holiday
activities. He said that he is hosting a holiday dinner and toy give away this Thursday, at the next
Community meeting. Vice Mayor Wiggins said there would be a food give-away at the Salvation
Army on December 21, 2021.
Commissioner Austin thanked City staff for a great job on all the holiday events
and wished everyone Happy Holidays.
Commissioner Mahany said that she was not able to attend the parade but heard
great things from her husband and gave thanks to the City staff and Recreation Department for all
