3164 ORDINANCE NO. 3164
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING SECTION 28-24, 28-25 AND 28-152.2 OF
THE SANFORD CODE BY ESTABLISHING NEW WATER
HATES AND SEWER HATES AND RECLAIMED WATER
SYSTEM CONSUMPTION CHARGES; PROVIDING FOR
SEVEHABILITY, CONFLICTS AND EFFECTIVE DATE.
NOW THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: The City Commission hereby adopts by reference the
1993 Water/Sewer Rate Study prepared at the City's request by
Conklin, Porter and Holmes Engineers, Inc.
SECTION 2: Sections 28-24(b)(1), (2) and (3) of the Sanford
City Code are hereby deleted in its entirety.
SECTION 3: Sections 28-24(b)(1), (2) and (3) are hereby added
to the Sanford City Code as follows:
"WATER HATES"
"INSIDE CITY LIMITS"
(b) Water furnished bythe City shall be paid for monthly by
the user in accordance with the following charges:
(1) SERVICE AVAILABILITY CHARGE - There shall be a monthly
service availability charge for each account or installed meter as
follows:
Water Meter Size
3/4" = $ 3.14 per month
1" = $ 6.29 per month
1-1/2" = $ 12.57 per month
2" = $ 18.85 per month
3" = $ 62.81 per month
4" = $ 141.31 per month
6" = $ 251.21 per month
8" = $ 376.81 per month
10" = $ 471.01 per month
12" = $ 628.01 per month
(2) CONSUMPTION CHARGE - All water consumed each billing
period shall be billed at the rate of $1.20 per thousand gallons
for the first two thousand used; then $1.45 for each additional one
thousand gallons used, or additional fraction thereof. Minimum
monthly billing shall be for two thousand gallons.
(3) SURCHARGE FOR OUTSIDE CITY CUSTOMERS - A twenty-five
percent (25%) surcharge shall apply to both the service
availability charge and the consumption charge for customers
located outside the City limits.
SECTION 4: Sections 28-25(a) (1), (2) and (3) of the Sanford
City Code are deleted in its entirety.
SECTION 5: Sections 28-25(a) (1), (2) and (3) are hereby
added to the Sanford City Code as follows:
"SEWER HATES"
"INSIDE CITY LIMITS"
(a) Charges for the use or availability of use of the sewer
system of the City shall be as follows:
(1) SERVICE AVAILABILITY CHARGE - There shall be a monthly
charge for each account as follows based on water meter size:

3/4" = $ 4.69 per month
1" = $ 9.40 per month
1-1/2" = $ 18.78 per month
2" = $ 28.17 per month
3" = $ 93.88 per month
4" = $ 211.21 per month
6" = $ 375.46 per month
8" = $ 563.20 per month
10" = $ 704.00 per month
12" = $ 938.66 per month
(2) SEWAGE TREATMENT CHARGE - In addition to the service
availability charge there shall be a charge for actual treatment of
sewage of TWO DOLLARS and 20/100 ($2.20) per one thousand gallons
of water for the first two thousand gallons; then $3.31 for each
additional one thousand gallons or fraction thereof, based on water
meter readings. Minimum monthly billing shall be for two thousand
gallons. Maximum sewer flow charge for single family residential
accounts shall be based on 12,000 gallons of usage per month.
(3) SURCHARGE FOR OUTSIDE CITY CUSTOMERS - A twenty-five
percent (25%) surcharge shall apply to both the service
availability charge and the consumption charge for customers
located outside the City limits.
SECTION 6: Section 28-152.2 is amended to reflect the
reclaimed water consumption charge which is hereby increased from
$0.05 per 1,000 gallons to $0.10 per 1,000 gallons, other
provisions of this subsection remain unchanged.
SECTION 7: Severability. If any section or portion of a
section of this Ordinance proves to be invalid, unlawful or
unconstitutional it shall not be held to impair the validity, force

or effect of any other section or part of a section of this
Ordinance.
SECTION 8: Conflicts. That all ordinances or parts of
ordinances in conflict herewith be and the same are hereby revoked.
SECTION 9: Effective Date. Shall become effective
immediately upon its passage and adoption.
