Mayor Woodruff read a statement for the 10 Year Anniversary of the tragic death of Trevon Martin. She wants to ensure the item gets approved by the Historic Preservation Board. A. Approve to increase the purchase order to Ferguson Waterworks in the amount of, $75,000 for additional parts and materials. B. Approve the contract and procurement in the amount of, $87,243.57 to Specialized Property Services for the Sanford Information Center window restoration. C. Approve the second amendment to the Road Impact/Mobility Fee Interlocal agreement between Seminole County and the City of Sanford. D. Authorize Vehicle #166 (Parks) to be sent to auction and sold to the highest bidder. Commissioner Britton moved to approve Consent Items A, C and D. [Commission Memo 22-068] Vice Mayor Austin moved to continue the first reading of Ordinance No. 4646, to March 14, 2022. Second reading of Ordinance No. 4655, enacting a resilience element into the City's Comprehensive Plan that will add additional goals, objectives and policies as it relates to social, economic and environmental threats. First reading of Ordinance No. 4675, amending the following section of the Firefighters' Retirement System, allow for base pay to include certification incentive pay to certain designated employees of the City's Fire Department as follows: Fire Chief, Fire Marshall, Deputy Fire Chief, Battalion Chiefs, and Fire Inspectors. Approve Resolution No. 3019, approving the procurement of services from CPH, Inc. for Alternative Water Supply Well and Groundwater Evaluations for $1,639,710, and to amend the budget in the amount of, $100,000. Vice Mayor Austin moved to approve Resolution No. 3019. Approve Resolution No. 3020, approving the procurement of master planning services from Neel -Schaffer in association with Edgewater Resources, as well as the adoption of Resolution No. 3020, amending the budget in the amount of, $201,190. [Commission Memo 22-076] Vice Mayor Austin moved to approve to waive the interest on sixteen municipal liens for the real property located at 1217 South Palmetto Avenue, contingent upon payment of $4,347.90 within 30 days. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT William Colbert, City Attorney, said Lonnie Groot, Assistant City Attorney has been with the firm for the past 25 years and is retiring at the end of March. David Hall, CITY COMMISSION MINUTES FEBRUARY 28, 2022 REGULAR MEETING Attorney, will be taking Mr. Groot's place. Mr. Hall has been with the firm for 12 years, he works with the City of Oviedo, and has been working with the City of Sanford Community Redevelopment Agency for the past three years. He said Mr. Groot would be missed, and the firm wishes him well. Commissioner Mahany asked if Mr. Colbert would ask him to attend the March 28, 2022 meeting so the Commission can wish him well and thank him for his service. 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT Mr. Bonaparte introduced Ronnie McNeil as the new Fire Chief and that he is looking forward to his service. 12) CITIZEN PARTICIPATION 13) CITY COMMISSION REPORTS Vice Mayor Austin moved to appoint Rosemary Closson to the Public Arts Commission. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Mahany Aye Vice Mayor Austin moved to appoint Nancy Sepulveda to the Sanford Museum Board. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Britton Aye Commissioner Wiggins Aye CITY COMMISSION MINUTES FEBRUARY 28, 2022 REGULAR MEETING Commissioner Mahany Aye Commissioner Wiggins thanked City staff for their assistance with the Black History Program at the Dr. Velma Williams Center and the 2022 Babe Ruth Opening Day. He said Seminole State College would be attending his monthly meetings, allowing residents to get certifications. There will also be assistance available for the Small Business Grants. Commissioner Britton said this past weekend was beautiful in District 1. She said there was the Porchfest, the 2022 Babe Ruth Opening Day and the Art Walk. She said she reached out to the Martin Luther King Jr. Committee for information regarding the Proclamation. Commission Britton said kudos to Mayor Woodruff and Vice Mayor Austin getting involved with their Neighborhood Clean-ups. Mayor Woodruff thanked staff for their hard work on the 2022 Babe Ruth Opening Day, Porchfest was very nice and a reminder for the Commissioners to let Lisa Holder, Communications Officer, and Emily McCabe, Solid Waste Manager, of the locations for their Community Clean Up Days in April.
